CIRCULAR
Guidelines for Implementing Regulations on Party Reporters
Based on Notification No. 71-TB/TW dated June 7, 1997, of the Standing Committee of the Politburo on Strengthening Leadership and Reforming Oral Propaganda Work.
Based on the State Budget Law.
Based on the guidance opinion of Deputy Prime Minister Pham Gia Khiem in Government Office Circular No. 672/VPCP-KGVX dated February 27, 1997.
The Ministry of Finance hereby provides guidance as follows:
- I. GENERAL PROVISIONS:
1. The agency or unit organizing a specialized information conference or a reporter conference shall ensure the funding to pay remuneration to the reporters.
2. For reporters who are civil servants within the establishment, their respective agencies shall be responsible for paying travel expenses (if applicable) according to the current regulations for the reporters.
3. For reporters not within the establishment, the agency organizing the conference shall be responsible for paying travel, food, and accommodation expenses (if applicable) at a level equivalent to that provided for administrative and public service sector employees.
- II. SPECIFIC PROVISIONS:
1. Remuneration for Reporters:
For Central Committee members of the Party, Ministers, Vice Ministers (and equivalents), professors, associate professors, doctoral candidates, and leading experts: 100,000 VND/session.
Reporters at the Bureau, Department, Institute level, and leading experts in central agencies: 80,000 VND/session.
Reporters at the provincial level, directly under the central government, such as Provincial Party Committee members, Municipal Party Committee members, or leading officials of the province or city: 60,000 VND/session.
Reporters at the district, county, town level: 50,000 VND/session.
Reporters at the commune, ward, township level: 30,000 VND/session.
For retired state officials serving as reporters, depending on their former positions, academic titles, and degrees, they shall receive remuneration equivalent to the levels specified above for incumbent officials.
2. Material resources serving the activities of the reporting organization shall be guaranteed by the managing agency based on the reallocation and adjustment of existing assets of the agency. In cases of genuine necessity, if there is a shortage, the managing agency shall prepare a budget with the financial authority at the same level to balance it against the Party's budget and the state budget.
3. Annual conference organization costs for specialized information conferences and reporter conferences shall be covered by the organizing agency according to current regulations.
This Circular takes effect fifteen days from the date of signature.
Specifically, for the year 1998, the funds allocated for reporter remuneration by administrative and public service units funded from the state budget shall be arranged and scheduled within the state budget already assigned.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Finance and the Central Financial Management Board for study and resolution./.
