On the duties of forest rangers responsible for areas

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government Decree No. 39/CP dated May 18, 1994 on the organizational structure and functions and powers of forest rangers;
Pursuant to the Prime Minister's Decision No. 245/1998/QĐ-TTg dated December 21, 1998 on the implementation of state management responsibilities at all levels regarding forests and forestry land;
At the proposal of the Director of the Forest Protection Department and the Head of the Cadre and Civil Servant Affairs Department.

Article 1: Direct the Heads of Provincial Forest Protection Departments and Directors of National Parks throughout the country to organize and direct the Forest Ranger Stations under their jurisdiction to appoint forest rangers within their establishment to be responsible for village areas (hereinafter referred to as area forest rangers) to perform the tasks stipulated in Article 2 of this Decision.

Article 2: The duties of area forest rangers are:

1. To grasp the situation and monitor changes in forests and forestry land in the assigned area; inspect the use of forests and forestry land by forest owners in the area.

2. To coordinate with relevant functional agencies to guide and supervise forest owners in protecting and developing forests; assist the Chairman of the People's Committee of the commune in performing state management functions over forests and forestry land as prescribed by law.

3. To advise the Chairman of the People's Committee of the commune on organizing and building plans and programs for managing and protecting forests and forestry land in the area; inspect the implementation after the plan has been approved.

4. To coordinate with relevant agencies and social organizations to guide community members in villages and hamlets in formulating and implementing regulations to protect forests in the area.

5. To disseminate and popularize forestry laws among the community; assist the Chairman of the People's Committee of the commune in establishing mass organizations for forest protection, fire prevention and firefighting, pest control, and guiding these organizations to operate effectively.

6. To organize inspections, detect, and take timely measures to prevent violations of the Law on Protection and Development of Forests; handle administrative violations within their authority and assist the Chairman of the People's Committee of the commune in handling administrative violations in forest management and protection according to the law.

7. To strictly implement reporting and regular meeting systems as prescribed by the Head of the Forest Ranger Station.

Article 3: Depending on the size of forestry land and the scope of forests assigned, the complexity and nature of forest management and protection work in each commune, the Forest Protection Departments shall develop management and protection plans, assign area forest rangers, report to the People's Committee of the province for approval, and organize implementation.

Article 4: This Decision takes effect fifteen days after the date of signature.

Article 5: The Permanent Secretary of the Ministry, the Head of the Cadre and Civil Servant Affairs Department, the Director of the Forest Protection Department, the Director of the Department of Agriculture and Rural Development, and the Heads of Provincial Forest Protection Departments directly under the Central Government are responsible for enforcing this Decision./.
