Decision No. 105/2002/QD-BTC on the establishment of a permanent steering group to implement the Ordinance on Fees and Charges

ISSUED ON SEPTEMBER 5, 2002 REGARDING THE ESTABLISHMENT OF THE PERMANENT ORGANIZING COMMITTEE TO OVERSEE THE IMPLEMENTATION OF THE ORDINANCE ON FEES AND CHARGES

THE MINISTER OF FINANCE

WHEREAS, the Ordinance on Fees and Charges has been issued by the Standing Committee of the National Assembly on August 28, 2001;

BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;

WHEREAS, the Plan for Implementing the Ordinance on Fees and Charges No. 2983/TC-CSTC dated March 28, 2002, of the Ministry of Finance;

CONSIDERING the proposal of the Director of the Policy Department, the Director of the Organization and Training Department;

DECISION:

Article 1: The Permanent Organizing Committee to oversee the implementation of the Ordinance on Fees and Charges of the Ministry of Finance shall be established under the leadership of Deputy Minister Truong Chi Trung and shall consist of the following members:

1. Mr. Quach Duc Phap - Director of the Policy Department, Deputy Head of the Permanent Organizing Committee

2. Mr. Pham Duy Khang - Deputy General Director of the Tax Administration, Deputy Head

3. Mr. Tran Xuan Tri - Deputy Director of the State Treasury, Member

4. Mr. Vu Xuan Hien - Deputy Director of the Foreign Financial Affairs Department, Member

5. Mr. Le Quang Binh - Deputy Director of the Banking and Financial Institutions Department, Member

6. Ms. Phan Thi Cuoc - Deputy Director of the Administrative and Public Services Department, Member

7. Mr. Dang Huu Phap - Deputy Director of the State Budget Department, Member

8. Mr. Tran Huu Tien - Deputy Director of the Enterprise Financial Affairs Department, Member

9. Ms. Bui Thi Anh Dao - Head of the Tax Administration Bureau, Member

10. Ms. Tran Thi Hue - Head of the Foreign Financial Affairs Department, Member

11. Mr. Lai Van Duong - Head of the Administrative and Public Services Department, Member

12. Ms. Le Thi Hong Sinh - Head of the Administrative and Public Services Department, Member

13. Mr. Nguyen Van Phung - Head of the Policy Department, Member

14. Ms. Do Thi Duc Ly - Deputy Head of the Enterprise Financial Affairs Department, Member

15. Mr. Luu Duc Huy - Deputy Head of the Policy Department, Member

16. Mr. Tran Trinh - Deputy Head of the State Budget Department, Member

17. Mr. Nguyen Duc Chi - Deputy Head of the Banking and Financial Institutions Department, Member

18. Ms. Tran Thi Bich Thanh - Specialist of the State Treasury, Member

19. Ms. Luong Ngoc Huong - Specialist of the Enterprise Financial Affairs Department, Member.

Article 2: The Permanent Organizing Committee shall assist the Minister of Finance in:

+ Monitoring and promptly addressing all issues related to the implementation of the Ordinance on Fees and Charges comprehensively.

+ Urging departments within the Ministry to study and draft guiding documents for the implementation of the Ordinance on Fees and Charges according to the approved plan and schedule; participating in and reviewing before submitting to the Ministry or to the Government for issuance within their authority.

+ Supervising and organizing inspections of the implementation of the Ordinance on Fees and Charges by ministries, sectors, and localities; handling complaints and difficulties arising during the implementation process.

+ Regularly reporting to the Ministry and to the Government on the progress of implementing the Ordinance on Fees and Charges.

Article 3: The Permanent Organizing Committee shall be provided with funds to carry out assigned tasks according to the approved budget.

Members of the Permanent Organizing Committee shall work concurrently with their regular duties, as assigned by the leadership of the Committee, and shall be entitled to allowances as stipulated by the Ministry.

The Permanent Organizing Committee shall dissolve itself upon completion of its tasks.

Article 4: This Decision shall take effect from the date of issuance and replace Decision No. 49/2002/QD-BTC dated April 17, 2002.

The Directors of the Policy Department, the Organization and Training Department, the Chief of the Ministry of Finance's Office, Heads of units, and individuals named in Article 1 are responsible for implementing this Decision.
