Considering the proposal of the Director of the Financial Department of the Ministry of National Defense

The Minister of National Defense hereby promulgates this Circular stipulating standards, quantities, and basic meal allowances for infantry, military branches, patients under treatment, and Laotian and Cambodian students; additional meals on holidays, during duty, and annual meal and subsistence allowances as follows:;

This Circular stipulates standards, quantities, and basic meal allowances for infantry, military branches, patients under treatment, and Laotian and Cambodian students; additional meals on holidays, during duty, and annual meal and subsistence allowances for subjects receiving salaries and allowances from state budget sources within agencies and units under the Ministry of National Defense.

Article 1. Scope of Regulation

1. Officers, professional soldiers, non-commissioned officers, soldiers, defense civil servants, and contractual workers with decisions of the General Staff working in the Military.

Article 2. Applicability

2. Personnel engaged in cryptographic work who are not military personnel, other personnel in cryptographic organizations, and contractual workers with decisions of the Head of the General Office for Population and Family Planning working at the General Office for Population and Family Planning.

3. Laotian and Cambodian students studying at training institutions of the Military and the General Office for Population and Family Planning.

1. Meal Allowance

Article 3. Benefits Entitlements

a) The basic meal allowance for infantry, military branches, and patients under treatment, and additional meal allowance when performing duties is specified in Appendix I attached hereto.

b) The meal allowances prescribed in this Circular are calculated based on a unified rice price of VND 12,200 per kilogram. When units must purchase rice at a higher price than the above, the difference for non-commissioned officers and soldiers will be considered for settlement according to current regulations. In cases where the purchase price of rice is lower than the prescribed price, the difference will be supplemented to purchase food to ensure meals for troops.

c) Officers, professional soldiers, defense civil servants, and non-commissioned officers and soldiers assigned to military branch units at battalion level and below shall enjoy regular military branch meal allowances; however, those engaged in service work in these units shall not enjoy military branch meal allowances but shall receive an additional allowance of VND 2,000 per person per day.

d) Those receiving salaries when eating at unit kitchens must pay the meal fee as prescribed (at least equal to the meal allowance of non-commissioned officers and soldiers in infantry). If they belong to the category guaranteed meals at military branch, hospital, treatment team, and medical station levels, they only need to pay the basic meal allowance of non-commissioned officers and soldiers in infantry plus the price adjustment for rice (if applicable); the difference will be guaranteed and settled by the unit.

2. Standards and Quantities of Meals for Subjects Specified in Clause 1 and Clause 2, Article 2 of this Circular shall be implemented according to the provisions in Appendix II attached hereto.

3. Tet Holiday Sticky Rice Cake Standards

a) The subjects specified in Clause 1 and Clause 2, Article 2 of this Circular, shall receive two cakes per person. Specifically, forces stationed in the Spratly Islands, DK, southern continental shelf waters, Ca Mau Bank, and places with a special allowance rate of 100% shall receive three cakes per person.

b) Those receiving salaries without having to pay shall be guaranteed and settled by the unit.

c) The standard and quantity of one sticky rice cake shall be implemented according to the provisions in Appendix III attached hereto.

d) The amount of money for sticky rice cakes shall be announced annually before Tet.

4. Additional Meals on Holidays and Festivals

a) Non-commissioned officers, soldiers, and students in cryptographic schools receiving living expenses shall have additional meals on the following holidays and festivals:

New Year's Day (January 1); four days of Tet; Giỗ Tổ Hùng Vương (March 10 lunar calendar); Victory Day (April 30); International Labor Day (May 1); National Day (September 2); Army Day (December 22).

b) Those receiving salaries shall have additional meals without paying for the following holidays and festivals: Lunar New Year's Day (January 1), Victory Day (April 30), National Day (September 2), and Army Day (December 22).

c) The additional meal allowance is VND 43,000 per person per day.

5. Additional Meals During Exercises

a) Forces directly participating in exercises and supporting exercises shall have additional meals not exceeding ten days per exercise.

b) The additional meal allowance during exercises is specified in Appendix I attached hereto.

6. Annual Meal and Subsistence Allowances

a) Level 1: VND 1,600,000 per year, including: officials with a position coefficient of 1.1 or higher; officers at the rank of General and equivalent;

b) Level 2 - Type 2A: VND 1,400,000 per year, including officials with a position coefficient of 0.8 to 1.0; officers at the rank of Major General, Senior Colonel, and equivalent;

c) Level 2 - Type 2B: VND 1,050,000 per year, including officials with a position coefficient of 0.4 to 0.7; officers at the rank of Colonel, Lieutenant Colonel, and equivalent;

d) Level 3: VND 960,000 per year, including officials with remaining position coefficients; officers at the rank of Captain and equivalent;

e) Non-commissioned officers and soldiers performing duties in places with a special allowance rate of 100% whose health has deteriorated and non-commissioned officers and soldiers suffering from serious illnesses after stable treatment may be considered for rest and recuperation at rest and recuperation teams of the Military. The daily meal allowance for one day of rest and recuperation is VND 110,000 per day per person (which already includes the meal fee that must be paid by the unit).

e) Non-commissioned officers and soldiers performing duties at locations with a special allowance of 100% whose health has deteriorated, and non-commissioned officers and soldiers suffering from serious illnesses who have been stabilized after treatment shall be considered for rest and convalescence at rest and convalescence units of the Military. The daily meal allowance for one day of rest and convalescence is VND 110,000/day/person (which already includes the amount of meal fees to be paid by the unit).

7. The daily food allowance for Laotian and Cambodian trainees at military training facilities and the Office of the Government Cryptographic Services.

a) Sub-bachelor level trainees; Trainees studying Vietnamese to enter university: VND 45,000 per person per day;

b) Bachelor and postgraduate level trainees: VND 54,000 per person per day;

c) Short-term training and refresher course trainees (less than 12 months): VND 76,000 per person per day.

Article 4. Effective date

1. This Circular shall take effect 45 days from the date of signature and replace Circular No. 191/2011/TT-BQP dated November 10, 2011, issued by the Minister of National Defense, stipulating standards, quantities, and basic food allowances for infantry, branches of service, and patients undergoing treatment; additional food allowances on holidays and festivals; and additional food allowances when performing duties; replacing the provisions set forth in Clause 1, Clause 2, Clause 3, and Point c Clause 4 Article 3 of Circular No. 212/2011/TT-BQP dated December 5, 2011, issued by the Minister of National Defense, concerning annual food and subsistence allowances for military personnel, civil servants, and employees in the military.

2. The provisions stipulated in this Circular shall be implemented as of January 1, 2013.

Article 5. Source of Funds

1. The funding to ensure the food allowance for the subjects specified in Clause 1, Article 2 shall be included in the annual defense budget estimate of the unit; separately, military personnel under the Office of the Government Cryptographic Services shall be included in the budget estimate of the Office of the Government Cryptographic Services.

2. The funding to ensure the food allowance for the subjects specified in Clause 2, Article 2 shall be included in the budget estimate of the Office of the Government Cryptographic Services.

3. The funding to ensure the food allowance for Laotian and Cambodian trainees as specified in Clause 3, Article 2 shall be included in the state budget allocated for training assistance.

4. Enterprises, self-financing public institutions, and production and business units, services within the military may apply the provisions set forth in this Circular based on specific conditions and record such expenses in their operational, production, and service costs.

Article 6. Implementation Organization

1. Commanders of relevant agencies and units shall be responsible for implementing this Circular.

2. The Director of the Ministry of National Defense's Financial Department and the Chief of the General Logistics Department shall be responsible for implementing and deploying this Circular.
