Amend and supplement some articles of Circular No. 117/2013/TT-BTC of Construction 1. Amend and supplement Point c, Clause 1, Article 6 as follows: number "c) The disbursement currency of the Project from EIB to the Dedicated Account (TKĐB) is EUR, USD or GBP, and from the Dedicated Account to the Project Account (TKDA) is EUR, USD, GBP, JPY or VND according to the Project Owner's request, in compliance with the Loan Agreement and the Contract signed with the Contractor. The currency that the Ministry of Finance records for re-loaning/distributing to the Project Management Authority is EUR. In case the disbursement currency from EIB to the Dedicated Account and from the Dedicated Account to the Project Account is USD or GBP, the exchange rate recorded by the Ministry of Finance for re-loaning/distributing to the Project Management Authority is the exchange rate published by EIB when converting to EUR accordingly. In case the disbursement currency from EIB to the Dedicated Account is EUR and the disbursement currency from the Dedicated Account to the Project Account is USD, GBP, JPY or VND, the exchange rate recorded by the Ministry of Finance for re-loaning/distributing to the Project Management Authority is the exchange rate according to the conversion of the Bank serving at the time of Construction transferring EUR to USD, GBP, JPY or VND respectively for the Ministry of Finance to disburse from the Dedicated Account to the Project Account." number 2. Supplement Point b, Clause 2, Article 6 as follows:
"The confirmation document of the relevant contents in Appendix C.2 of the Financing Agreement shall be directly confirmed by the Project Management Authority or confirmed by the Project Owner in writing by the authority of the Project Management Authority.
Within a maximum of five working days from the date of receiving complete payment documents, the Ministry of Finance will review and sign the Disbursement Application sent to EIB."

2 During the implementation process, if there are difficulties, please promptly report to the Ministry of Finance for guidance, MANAGEMENT AND USE OF DEPOSITS AT THE ENVIRONMENT PROTECTION FUND resolution./.
4. Amend the second bullet point of Point d, Clause 2, Article 6 as follows:
"The project proponent shall be responsible for accurately calculating the amount requested to be disbursed from the EIB funding consistent in accordance with the content and payment ratio stipulated in the Financing Agreement."

1. This Circular shall take effect 45 days from the date of issuance of this Circular.
