DECISION OF THE PRIME MINISTER

Approving the Master Plan for Construction of Dung Quat Economic Zone,

Quang Ngai Province until 2020

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to the Law on Construction dated November 26, 2003;

Considering the proposal of the Minister of Construction at Circular No. 39/TTr-BXD dated July 17, 2007 regarding the approval of the Master Plan for Construction of Dung Quat Economic Zone, Quang Ngai Province until 2020,

DECISION:

Article 1. Approves the Master Plan for Construction of Dung Quat Economic Zone, Quang Ngai Province until 2020 with the main contents as follows:

1. Planning scope

The planning area covers 10,300 hectares in Quang Ngai Province, including the communes of Binh Chanh, Binh Thanh, Binh Dong, Binh Thuan, Binh Tri, Binh Hai, and part of the land areas of Binh Phuoc, Binh Hoa, and Binh Phu communes in Binh Son district, with geographical boundaries defined as follows:

- South bordering Quynh Luu District, Nghe An Province;

- West bordering Binh Nguyen commune, Binh Son district;

- South bordering Binh Long, Binh Hiep, and Binh Phu communes, Binh Son district;

- North bordering Chu Lai airport.

1. Knowledge

- A comprehensive economic zone with multiple industries and sectors including industry, commerce, services, tourism, urban development, agriculture, forestry, and fisheries. Among these, the focus is on developing oil refining, petrochemicals, and chemical industries; large-scale industries include machinery manufacturing, shipbuilding and repair, steel rolling, cement production, consumer goods manufacturing, and other industries linked to the efficient exploitation of the deep-water port of Dung Quat and Chu Lai airport, supported by logistics services from Van Tuong and Doc Soi urban areas.

- One of the key urban-industrial-service centers in the Central Vietnam economic region.

- An important international gateway for the Central and Central Highlands regions.

3. Population scale and land use

a) Population scale: total population around 115,000 to 120,000 people by 2015, and approximately 165,000 to 190,000 people by 2020; urban population around 43,000 to 52,000 people by 2015, and approximately 130,000 to 160,000 people by 2020.

b) Land use scale:

Total area of the Economic Zone: 10,300 hectares, including:

- Duty-free zone (approximately 362 hectares) comprising two areas: east of Tra Bong River (142 hectares) and west of Tra Bong River (220 hectares);

- Customs-controlled zone (approximately 9,938 hectares);

- Industrial land (approximately 2,574 hectares);

- Tourism land (approximately 677 hectares);

- Land for resettlement areas, urban and rural residential areas (approximately 532 hectares);

- Public land (approximately 160 hectares);

- Concentrated warehouse land (approximately 95 hectares);

- Reserve development land (approximately 275 hectares);

- Transportation and infrastructure construction land (approximately 640 hectares);

- Water surfaces, ecological green spaces, and other types of land (approximately 3,146 hectares).

4. Spatial Development Orientation

a) Functional zoning:

- The duty-free zone (non-customs area) is arranged adjacent to Chu Lai airport and Dung Quat port to ensure convenience for foreign economic activities.

- Industrial zones: including Eastern Dung Quat Industrial Zone, Western Dung Quat Industrial Zone, High-tech and Advanced Industry Zone:

+ Eastern Dung Quat Industrial Zone (approximately 1,668 hectares), including: oil refinery complex with a capacity of 6.5 million tons per year (375 hectares), petrochemical complex (250 hectares), shipbuilding complex (250 hectares), steel rolling mill complex (197 hectares), steel processing complex (455 hectares), Doosan heavy industrial complex (110 hectares, including dedicated port facilities), building materials industry (31 hectares), warehouses (95 hectares);

+ Western Dung Quat Industrial Zone (approximately 665 hectares), including food processing, wood products, marine products, machinery, electronics, microelectronics, automation, assembly, household goods, consumer goods production.

+ High-tech and Advanced Industry Zone (approximately 250 hectares), located in the southern part of Van Tuong forest park, east of the north-south axis, serving as a testing, technology transfer, and application area for high-tech production.

- Ports: including two main port areas (total area 378 hectares). The general-purpose Dung Quat Port is located within the Dung Quat Bay; the dedicated oil refinery port is located within Viet Thanh Bay.

- Tourist areas: located west of Tra Bong River and the Van Tuong area.

- Urban and rural residential areas:

+ Resettlement areas and rural residential areas (approximately 532 hectares): forming resettlement areas to serve land clearance work, stabilize and improve residents' living standards, and provide vocational training and job conversion suitable for different age groups.

For rural residential areas: maintain the current status quo, but implement measures to improve living conditions for the people.

+ New urban area Van Tuong: by 2015, population size around 35,000 to 40,000 people; by 2020, around 110,000 to 130,000 people; urban construction land approximately 1,125 hectares;

+ Urban area Doc Soi: by 2015, population size around 8,000 to 12,000 people (excluding Chau O urban area); urban construction land approximately 292 hectares.

- Central areas: apart from commercial and service centers within the duty-free zone and urban areas, arrange 2 to 3 concentrated service centers, each with a scale of about 35 to 60 hectares. Training, vocational education, and scientific research centers are arranged in conjunction with the Van Tuong urban area.

- Ecological green spaces combined with coastal tourist areas: ecological green spaces are arranged along the coast, rivers, lakes, and hills, forming protective green belts and forest parks.

b) Chu Lai Airport: although not within the boundary of the Dung Quat Economic Zone's master plan, it is an important transportation hub for the entire region, serving the Open Chu Lai Economic Zone, Dung Quat Economic Zone, and nearby areas.

c) Architectural layout and natural landscape protection:

- Partially leveling the ground surface of construction sites without disrupting the natural landscape, high hills, river and lake waters, and tidal flats;

- Preserving marine ecosystems, tidal flats, and paddy fields, improving and supplementing various types of plants suitable for urban and tourist purposes;

- Reasonably exploiting beach resorts, transforming low-lying areas, high hills, and riverbanks into green spaces and attractive tourist areas.

5. Orientation for the development of technical infrastructure projects

a) Transportation:

- Road transportation

+ External roads

Construct a new main east-west external axis to replace the role of the Dốc Sỏi - Dung Quất Port route, basically parallel to the old route, shifted southward approximately 1.4 to 1.6 kilometers.

The main north-south external axes include: Axis number 1 connecting from the main east-west external axis to the north and linking to the main transportation axis of the Chu Lai Economic Zone; Axis number 2 connecting from Dung Quất Port to the new urban area of Vạn Tường; Axis number 3 connecting Dung Quất with the new urban area of Vạn Tường, the city of Quảng Ngãi, and southern districts of the province.

Static traffic and traffic hubs: organize four grade-separated intersections (each intersection has a scale of 7 to 13 hectares); traffic squares; bus stations and two road bridges, one railway bridge crossing the Trà Bồng River.

+ Internal roads

The internal transportation system of the Economic Zone must comply with the network of roads in the overall planning of the Dung Quất Industrial Park and detailed plans approved by competent authorities. The oil pipeline system connecting the oil refinery to the dedicated fuel port has a length of about 6.06 km, with a land use corridor of 50 meters and a safety corridor of 150 meters on each side.

- Railway transportation: construct a railway line connecting from the national railway to Dung Quất Port located south of the Trì Bình - Dung Quất Port international road; construct grade-separated intersections with main routes within the Economic Zone; build a secondary station in the post-port area with a scale of 15 hectares, and the main station connecting to the national railway outside the boundaries of the Economic Zone.

- Waterway transportation:

+ A combined port at Dung Quất Bay;

+ A specialized port serving the oil refinery at Việt Thanh Bay;

+ A cruise ship terminal along the central coastal area of Vạn Tường Urban Area.

- Air transportation: Chu Lai Airport is an important transportation hub for the open Chu Lai Economic Zone, the Dung Quất Economic Zone, and the entire surrounding area.

b) Technical land preparation:

- Construction control elevation for areas must be higher than the flood inundation level corresponding to the frequency of flooding in each area;

- Stormwater drainage system: for urban areas within the Dung Quất Economic Zone, choose a separate stormwater drainage system divided according to major watersheds, directing drainage to the sea and the Trà Bồng River.

c) Water supply:

- Water source taken from Thạch Nham Dam through Channel B7; when there is greater demand, supplement water from Nước Trong Reservoir;

- Water supply standards: by 2015 reach 120 liters/person/day, with 85% of the population receiving clean water; by 2020 reach 150 liters/person/day, with 95% of the population receiving clean water. Water for tourism development meets the standard of 300 liters/person/day; industrial water supply applies water supply standards for each industry.

d) Wastewater discharge and environmental sanitation:

- Standards for wastewater discharge and treatment calculated based on water supply standards;

- Solid waste generation standards: by 2015 reach 1.0 kg/person/day; by 2020 reach 1.2 kg/person/day;

- Collection and treatment standards for industrial solid waste: 0.3 tons/ha/day based on the area of factory construction;

- Cemeteries: standard area of 0.06 hectares/1,000 people;

- Urban areas, tourist zones, and industrial zones must establish separate wastewater discharge systems and stormwater drainage systems. Wastewater is concentrated at purification stations to meet standard level B - TCVN 5942 - 1995 before being discharged into the environment;

- Industrial wastewater must be treated twice: treated locally in each factory and then concentrated at purification stations in the industrial zone for the second round of treatment to meet standard level B - TCVN 5945 - 1995, TCVN 2001 before being discharged into the environment;

- Solid waste is sorted at the source and collected and transported to the solid waste treatment area of the Dung Quất Industrial Zone.

đ) Electricity supply:

- Residential electricity: target to reach 700 kWh/person/year by 2015; 1000 kWh/person/year by 2020;

- Electricity for public services: supply standard equal to 30% of residential electricity; - Industrial electricity determined according to the needs of each type of industry; electricity for warehouses 50 - 70 kW/ha;

- Power sources: from the national power grid and supplementary power from power plants of some industrial complexes, through 220 KV substations at Dốc Sỏi and Dung Quất; the Dốc Sỏi 220 KV substation will be upgraded to a 500/220 KV substation;

- Power grid: including 110 KV, 22 KV, and 0.4 KV grids.

6. Initial construction planning (until 2015):

- Objective: gradually complete key technical infrastructure projects, build resettlement areas for displaced residents and land clearance, invest in production areas, tourist and service zones, and new urban infrastructure.

- Form and develop functional zones:

+ Invest in building resettlement areas: South Dốc Sỏi, Trung Minh (part of Dốc Sỏi Urban Area), west and east of the Trà Bồng River, north of the Cà Ninh River and Bình Thuận; provide vocational training and career transition, stabilize the living conditions of relocated residents.

+ Develop industrial zones:

Eastern Dung Quất Industrial Zone: complete the main technical infrastructure system, oil refinery, and industrial clusters that have completed investment preparation steps.

Western Dung Quất Industrial Zone: continue to complete the main technical infrastructure system.

+ Develop tourist zones: Paradise Tourist Zone, Khe Hai Tourist Zone (about 190 hectares, excluding water surface area) and Vạn Tường Ecotourism and Sports Zone (about 487 hectares).

+ Develop urban residential zones:

New Northern Vạn Tường Urban Area: initial phase about 350 to 400 hectares, population about 35,000 to 40,000 people, excluding construction workers.

Dốc Sỏi Urban Area: initial phase about 120 hectares, population about 8,000 to 120,000 people.

Article 2. Implementation

Entrust the People's Committee of Quảng Ngãi Province to coordinate with the Management Board of the Dung Quất Economic Zone:

- Announce and manage construction according to the General Planning for Construction of the Dung Quất Economic Zone until 2020 as stipulated by law;

- Implement detailed planning for construction and investment projects to develop the Dung Quất Economic Zone in accordance with the approved general planning and relevant current laws.

Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.

The Ministers of Construction, Planning and Investment, Transport, Finance, Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment, Culture, Sports and Tourism; the Heads of relevant agencies; the Chairman of the People's Committee of Quang Ngai Province; the Director of the Management Board of Dung Quat Economic Zone; and other related organizations and individuals shall be responsible for implementing this Decision./.
