On organizing the general population and housing census

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

At the proposal of the General Statistics Office Director,

DECISION:

Article 1. The general population and housing census will be conducted at 00:00 on April 1, 1999 to collect data on population and housing throughout the territory of the Socialist Republic of Vietnam, serving research and analysis of the development process of population and housing nationwide and in each locality, meeting the information needs for building plans for economic and social development from 2000 to 2010.

Article 2. The contents of the census include the following main indicators:

1. Population divided by gender, age, ethnicity, religion, urban and rural areas;

2. Level and trend of population migration;

3. Educational level and professional skills;

4. Labor and employment situation;

5. Marital status;

6. Birth, death rates, and population growth in Vietnam (sample survey);

7. Current housing conditions and some amenities and means of transportation of households.

Article 3. Responsibilities of departments:

a) The General Statistics Office shall prepare the plan and scheme for the general census, and organize a trial census to draw lessons on business techniques and organizational work to implement the general census;

b) Ministries of National Defense, Public Security, and Foreign Affairs shall cooperate with the General Statistics Office to complete the plan and scheme for the census, and simultaneously conduct the census of personnel under their management according to the overall requirements and plan of the general census;

c) The Government Organizational-Cadre Department and the Land Administration General Department shall provide maps and administrative boundary documents to establish the census area map;

d) The Ministry of Finance shall guide the People's Committee Population Census Steering Committees at all levels in managing and using funds;

đ) The Ministry of Culture and Information, central and local mass media agencies shall closely cooperate with the Central Population and Housing Census Steering Committee to launch extensive publicity campaigns to serve the population and housing census;

Article 4. Establishment of steering committees for the general census at various levels as follows:

1. At the Central Level:

a) The Central Steering Committee for the Population and Housing Census has the following tasks:

Examining and deciding on the Scheme and Plan for the Population and Housing Census;

Building the budget estimate for the census to submit to the Prime Minister for decision;

Directing the implementation of the Population and Housing Census in accordance with the Scheme and Plan.

b) The members of the Central Steering Committee for the Population and Housing Census include:

- Comrade Nguyen Tan Dung, Deputy Prime Minister - Chairman;

- Comrade Le Van Toan, Director-General of the General Statistics Office - Vice-Chairman;

- Comrade Phan Quang Trung, Deputy Minister of Planning and Investment - member;

- Comrade Le The Tiem, Deputy Minister of Public Security - member;

- Comrade Truong Khanh Chau, Deputy Minister of National Defense - member;

- Comrade Dam Huu Dak, Deputy Minister of Labor, Invalids and Social Affairs - member;

- Comrade Nguyen Thien Truong, Deputy Director of the National Population and Family Planning Council - member;

- Comrade Nguyen Thi Kim Ngan, Deputy Minister of Finance - member;

- Comrade Nguyen Van Tien, Deputy Director-General of the General Statistics Office - permanent member.

2. At the Local Level:

The Population and Housing Census Steering Committees at provincial, district, and commune levels (commune level) have the task of organizing and directing the implementation of the census in their respective localities.

The members of the Population and Housing Census Steering Committees at provincial and district levels include: the Chairman (or Vice Chairman) of the People's Committee as Chairman. The head of the Statistics Office at the same level serves as Vice Chairman; the heads of the Public Security, Planning, Population, Labor, and Finance Offices at the same level serve as members.

The Population and Housing Census Steering Committees at the provincial and higher levels shall establish offices to assist them, organized and implemented by the Statistics Office at the same level.

The members of the Commune-level Steering Committee include the Chairman (or Vice Chairman) of the People's Committee as Chairman, the Chief of Public Security and the Statistics Officer as members.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
