Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Decision No. 257/2003/QĐ-TTg dated December 3, 2003 of the Government on supporting investment in essential infrastructure for particularly disadvantaged communes in coastal areas and islands;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. This Decision annexes the List of 157 communes in 21 provinces and centrally governed cities prioritized for support in essential infrastructure investment according to Decision No. 257/2003/QĐ-TTg dated December 3, 2003 of the Government on supporting investment in essential infrastructure for particularly disadvantaged communes in coastal areas and islands.
Article 2. The investment mechanism and level of capital support for particularly disadvantaged communes in coastal areas and islands shall be implemented in accordance with the investment support mechanism and level for particularly disadvantaged mountainous, remote, and far-flung communes as stipulated in Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Government.
Article 3.
1. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries and sectors to guide, direct, inspect, and urge localities to effectively implement and utilize the support capital for investment in particularly disadvantaged communes in coastal areas and islands in accordance with current regulations.
2. Annually, the Ministry of Planning and Investment and the Ministry of Finance shall allocate funds to provincial people's committees and centrally governed city people's committees having particularly disadvantaged communes in coastal areas and islands to implement the plan.
3. Provincial people's committees and centrally governed city people's committees having particularly disadvantaged communes in coastal areas and islands shall direct the preparation, approval, and implementation of investment projects in accordance with the intended purpose, target groups, and scope of support as prescribed by current regulations.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
