CONCERNING THE APPROVAL OF THE PROPOSAL ON SOME MEASURES TO STRENGTHEN TRAINING, CAPACITY BUILDING, AND RECRUITMENT OF THE RURAL POLITICAL SYSTEM STAFF IN THE NORTHWEST REGION FOR THE PERIOD 2007-2010

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 37/NQ-TW dated July 1, 2004 of the Politburo on the orientation for economic and social development and national defense and security in the midland and mountainous northern region until 2010;
Decision No. 79/2005/QĐ-TTg dated April 15, 2005 of the Prime Minister on the Government's action program to implement Resolution No. 37-NQ-TW of the Politburo;
Upon the proposal of the Minister of Home Affairs at the report No. 4565/TTr-BNV dated December 28, 2006 regarding the approval of the Proposal "Some Measures to Strengthen Training, Capacity Building, and Recruitment of the Rural Political System Staff in the Northwest Region for the Period 2007-2010",

Article 1. Approves the Proposal "Some Measures to Strengthen Training, Capacity Building, and Recruitment of the Rural Political System Staff in the Northwest Region for the Period 2007-2010" with the following main contents:
1. Objectives of the Proposal:
- General Objective: To contribute effectively to the implementation of Resolution No. 5 of the Ninth Plenary Session of the Central Committee of the Communist Party of Vietnam on the renewal and improvement of the quality of the rural political system.
- Specific Objectives:
By 2010:
+ 80% of full-time staff and civil servants in highland communes, border areas, and particularly difficult areas will meet the required standards;
+ 95% of full-time staff and civil servants in lowland communes will meet the required standards.
2. Main Contents of the Proposal:
a) Tasks of the Proposal: training, capacity building, and recruitment of commune-level cadres including non-full-time staff; this training includes party cadres, government officials, mass organizations, and people's committees to strengthen the grassroots political system.
b) Implementation Measures:
- Building, consolidating, and improving the grassroots political system;
- Enhancing training and capacity building for grassroots cadres;
- Reforming training programs and content to suit the target audience;
- Ensuring funding and material conditions for training and capacity building of grassroots cadres;
- Recruiting cadres to supplement and replace existing ones;
- Improving material conditions and working conditions.
Article 2. The funding for implementing the contents of the Proposal will be allocated in the annual budget of the Ministry of Finance after coordination with the Ministry of Home Affairs and relevant ministries and sectors to balance the funding for the Northwest provinces to implement the Proposal's contents.
Article 3. Implementation organization:
1. People's Committees of the nine provinces in the Northwest region (Hoà Bình, Sơn La, Điện Biên, Lai Châu, Lào Cai, Yên Bái, Hà Giang, Thanh Hoá, Nghệ An):
- On the basis of organizing the review of Resolution No. 5 of the Ninth Plenum of the Central Committee according to the conclusion No. 176-TB/TW dated April 13, 2005 of the Secretariat, they need to accurately assess the current status of the grassroots political system, especially the remaining weaknesses and shortcomings in training, capacity building, and cadre recruitment;
- Based on the objectives, tasks, and measures stated in the Proposal, they should proactively develop plans for training, capacity building, and cadre recruitment, and organize their implementation; use the funds of the Proposal for the intended purposes and targets;
- Implement preferential policies for ethnic minority graduates from universities, colleges, and vocational schools to work in localities; prioritize the allocation of teachers for primary, secondary, and high schools in highland, border, and particularly difficult communes; - Annually supervise, inspect, evaluate the results of implementation, and report to the Prime Minister;
- Proactively coordinate with relevant central ministries and sectors to effectively implement the tasks and measures outlined in the Proposal.
2. Relevant central ministries and sectors: Ministry of Home Affairs, Ministry of Planning and Investment, Ministry of Finance, Ministry of Education and Training, National Ethnic Minorities Committee shall, based on their functions and responsibilities, plan to coordinate and guide localities in implementation; actively propose and issue appropriate mechanisms and policies for the Northwest region within their authority.
- The Ministry of Home Affairs shall take the lead, coordinate with the Northwest Steering Committee and relevant ministries and sectors to supervise, inspect, annually conduct mid-term reviews, summaries, and evaluations of the implementation results, and report to the Prime Minister; coordinate with the Ministry of Education and Training and related sectors to direct the drafting of training and capacity-building programs suitable for Northwest grassroots cadres;
- The Ministry of Finance shall take the lead, coordinate with the Ministry of Home Affairs to specifically calculate the funding needed for training and capacity building of commune-level cadres and civil servants to avoid overlap with other approved proposals; regularly organize inspections of the implementation and use of Proposal funds;
Annually, based on the prescribed regulations and the approved funding of this Proposal, they have the responsibility to calculate and submit to the Prime Minister for inclusion in the balanced local budget the regular expenditure for education and training (including training and capacity building of grassroots cadres) to allocate the budget to localities. For difficult localities, the Ministry of Finance will coordinate with relevant ministries and sectors to submit to the Prime Minister and the National Assembly for consideration and supplementary targeted funding for these localities.
- The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Home Affairs and the Ministry of Finance to aggregate and balance the training and capacity-building plans, specifically calculate the investment funding for office construction annually, including the training and capacity-building plan for the grassroots cadre and the construction of commune-level People's Council offices in the Northwest region, and submit to the Prime Minister for approval;
- The Ministry of Education and Training shall establish a policy to increase the quota of priority students from ethnic minorities in the Northwest region who are admitted to universities, colleges, and vocational schools each year.
Article 4. Effectiveness
This Decision shall take effect fifteen days after its publication in the Official Gazette.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of People's Committees in the Northwest region are responsible for implementing this Decision./.
