Abolishing certain legislative texts of the Government
------------------------
Căn cứ Luật Tpursuant to the Government Organization Law amended and supplemented on June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Government Organization Law and the Law on Local Administration Organization on November 22, 2019;
Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;
At the proposal of the Minister of Justice;
The Government issues this Decree to abolish certain legislative texts of the Government.
This Circular takes effect from January 25, 2026.
1. Decree No. 78-CP dated June 18, 1997 of the Government stipulating insignia, rank badges, ceremonial uniforms, flags, inspection emblems, duty plates, signal flags, and identification cards of the Border Guard Force.
2. Decree No. 103/2002/NĐ-CP dated December 17, 2002 of the Government stipulating compensation and assistance for individuals, families, agencies, and organizations participating in drug prevention and control activities that suffer losses to life, health, and property.
3. Decree No. 04/2003/NĐ-CP dated January 16, 2003 of the Government stipulating rewards for individuals, families, agencies, and organizations with achievements in drug prevention and control.
4. Decree No. 18/2005/NĐ-CP dated February 24, 2005 of the Government stipulating the establishment, organization, and operation of mutual insurance organizations.
5. Decree No. 120/2007/NĐ-CP dated July 23, 2007 of the Government guiding the implementation of certain provisions of the Youth Law.
6. Decree No. 30/2009/NĐ-CP dated March 30, 2009 of the Government amending and supplementing certain provisions of Decree No. 105/2004/NĐ-CP dated March 30, 2004 of the Government on independent auditing.
7. Decree No. 01/2011/NĐ-CP dated January 5, 2011 of the Government on the issuance of government bonds, government-guaranteed bonds, and local government bonds.
8. Decree No. 16/2011/NĐ-CP dated February 22, 2011 of the Government amending and supplementing Decree No. 105/2004/NĐ-CP dated March 30, 2004 of the Government on independent auditing.
9. Decree No. 78/2017/NĐ-CP dated July 3, 2017 of the Government amending and supplementing certain provisions of Decree No. 120/2007/NĐ-CP dated July 23, 2007 of the Government guiding the implementation of certain provisions of the Youth Law.
10. Decree No. 161/2018/NĐ-CP dated November 29, 2018 of the Government amending and supplementing certain regulations on civil servant recruitment, civil servant grade promotion, career advancement for public officials, and implementing contractual arrangements for certain types of work in administrative state agencies and public service units.
Article 2. Implementation clause
1. This Decree shall take effect from August 20, 2024.
2. Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairpersons of provincial People's Committees under central cities, and relevant agencies and units shall be responsible for implementing this Decree.
