DECISION OF THE PRIME MINISTER

Approving the Master Plan for Construction of Vung Ang Economic Zone, Ha Tinh Province until 2025

Vung Ang Economic Zone, Ha Tinh Province until 2025

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to the Law on Construction dated November 26, 2003;

Considering the proposal of the Minister of Construction at Document No. 41/TTr-BXD dated July 27, 2007, and the Chairman of the People's Committee of Ha Tinh Province at Document No. 106/TT-UBND dated June 19, 2007.

DECISION:

Article 1. Approves the Master Plan for Construction of Vung Ang Economic Zone, Ha Tinh Province until 2025 with the main contents as follows:

1. Nature

The Vung Ang Economic Zone in Ha Tinh Province has an independent economic space, serving as a comprehensive multi-sector economic zone including industry - commerce - services - tourism - urban areas and agriculture - forestry - fisheries; with a focus on developing metallurgical industry, industries linked to port operations, labor-intensive industries, and export-oriented industries.

2. Scope, Boundaries, and Scale

a) Planning scope and land scale

The planning scope includes nine communes: Ky Nam, Ky Phuong, Ky Loi, Ky Long, Ky Lien, Ky Thinh, Ky Trinh, Ky Ha, and Ky Ninh in Ky Anh District, Ha Tinh Province, with a natural area of 22,781 hectares, delineated as follows:

- North bordering the East Sea;

- South bordering Quang Binh Province;

- West bordering communes: Ky Khang, Ky Tho, Ky Hai, Ky Hung, and Ky Anh Town, Ky Anh District.

1. To fully exploit advantages in natural conditions, geographical and economic positions, and political factors in international and domestic trade and services, promoting socio-economic development in Quang Tri Province and the Central Region, thereby contributing to narrowing the gap between this region and other regions nationwide, closely combining investment attraction and economic development with national defense and security assurance.

b) Population scale

- By 2015 approximately 99,000 people.

- By 2025 approximately 180,000 people.

c) Land scale

Total construction land area for the economic zone: 10,151 hectares, including:

- Free trade zone (non-tariff area): approximately 730 hectares, comprising Son Duong Port (410 hectares) and the post-port industrial-commercial-service area (320 hectares).

- Tariff zone: approximately 9,421 hectares, including:

+ Land for port construction, industry, and warehouses: approximately 2,960 hectares; of which industrial and warehouse land: 2,145 hectares, thermal power plant I and II construction land: 190 hectares, Vung Ang port and post-port service construction land: 250 hectares, oil storage land: 15 hectares, and clean industry land: 90 hectares.

+ Tourism land: approximately 375 hectares.

+ Urban residential construction land: approximately 2,060 hectares.

+ Central land: approximately 1,113 hectares, including specialized urban centers: 128 hectares; commercial, financial, and integrated service centers: 425 hectares, educational centers and high-tech zones: 560 hectares.

+ Transportation land: approximately 1,250 hectares, including urban main transportation land: 913 hectares, and external transportation land: 337 hectares.

+ Power transmission corridor and slag disposal land: approximately 874 hectares.

+ Other land within the tariff zone: approximately 789 hectares.

- Other land within the economic zone (12,630 hectares) includes rural residential land, military land, religious land, agricultural land, water surfaces, and ecological green spaces.

3. Functional Zoning and Spatial Organization

a) Non-tariff zone: including Son Duong Port and the post-port industrial-commercial-service area.

b) Tariff zone

- Port-industrial zone including:

+ Vung Ang Port area;

+ Integrated steel rolling and processing industry complex and post-rolling industry (approximately 1,300 hectares) located adjacent to shipbuilding factories, seaports, and National Highway 1A; shipbuilding industry (approximately 320 hectares) located adjacent to deep-water Son Duong Port.

+ Thermal Power Plant I (approximately 50 hectares) with a capacity of 1,200 MW located in Hai Phong Commune, Ky Loi Commune; Thermal Power Plant II (approximately 140 hectares) with a capacity of 1,200 MW located in Ky Phuong Commune.

+ Multi-industry industrial zone located on both sides of the old National Highway 1A and existing port access road (approximately 320 hectares); clean industry zone (approximately 90 hectares) located west of the steel industry zone in Ky Lien Commune.

- Residential area

+ Resettlement areas: households not engaged in marine occupations are interspersed in new urban areas; households engaged in marine occupations are located along the Quyen River in Ky Ha Commune and the western part of Ban Do Mountain; agricultural households are located at the foot of Hoang Son Mountain south of the realigned National Highway 1A.

+ Rural residential areas: maintained in their current locations; infrastructure systems are improved and upgraded, and employment opportunities are created for working-age residents.

+ New urban areas: consisting of seven urban areas located in favorable construction sites and living conditions.

+ Human resource training centers are determined to meet the development needs of the Vung Ang Economic Zone and the southern part of Ha Tinh and northern Quang Binh Provinces; commercial, financial, and integrated service centers linked to Son Duong Port and industrial zones; administrative, health, cultural, and sports centers at the urban level are located in newly developed urban areas.

+ Tourist areas are organized for rational exploitation, ensuring sustainable development requirements and preserving natural landscapes.

+ Green parks and coastal protective forests are arranged to ensure the quality of life and protection against natural disasters for urban residents and functional areas.

4. Orientation for Development of Technical Infrastructure Systems

Technical infrastructure systems are designed and constructed to be modern, meeting the development goals of the Economic Zone and usage requirements; ensuring aesthetics, safety, and environmental hygiene.

a) Regarding transportation:

- External transportation:

b) Regarding technical preparation of construction land:

- Utilize natural terrain, leveling the ground to the minimum elevation. For industrial zones, the controlled construction height must be at least +3 meters; for residential zones, the controlled construction height must be at least +2.5 meters.

- Stormwater drainage: use a separate stormwater drainage system, directing the main flow towards the Quyền River, Trí River, Vinh River, then discharging through the Khẩu Gate into the East Sea.

- By 2025: additional water sources from Rao Tro Lake and Rác River may be utilized when necessary.

- Total water demand:

+ By 2015: 49,000 cubic meters per day and night.

d) Regarding electricity supply:

- The primary source of electricity for the Economic Zone is the national power grid in the Central region via the 500kV and 220kV transmission lines, with single-circuit lines from Ha Tinh to Dong Hoi; by 2015, these lines will be upgraded to double-circuit lines.

- Thermal power plant: constructed according to the approved power sector master plan by the Prime Minister, phase 1 (capacity of 1,200 MW) located in Hai Phong and Ky Loi communes; phase 2 (capacity of 1,200 MW) situated in the southeastern part of the Economic Zone. - Total electricity consumption: approximately 319 MW by 2015; approximately 592 MW by 2025.

đ) Regarding wastewater treatment and urban environmental sanitation:

- Use a separate sewage system; in urban areas, construct four wastewater treatment stations corresponding to four drainage basins with a total capacity of 18,630 cubic meters per day and night. In industrial zones, build eight wastewater treatment stations with a total capacity of 53,800 cubic meters per day and night.

- Collection and treatment of solid waste: in residential areas, solid waste is sorted at the source, inorganic solid waste is transferred to a solid waste treatment site with an area of about 30 hectares; the ash disposal site of the thermal power plant has an area of about 100 hectares, and the slag disposal site of the steel rolling industry has an area of about 100 hectares.3- A public cemetery with an area of about 20 hectares is planned to be located in Ru Dat, Ky Tan commune.3a) An application form for extension or amendment of the permit;

e) Regarding telecommunications infrastructure:

Ensure synchronization, modernity, and compliance with international standards.

g) Environmental impact assessment:

Based on the assessment of environmental impacts from the development of functions within the Economic Zone, propose measures to limit and reduce air pollution, noise pollution, water pollution, and solid waste; determine solutions to protect soil and water resources; establish an environmental monitoring system and develop a management plan for monitoring and supervising environmental impacts of investment projects.

h) Initial construction planning:

- The initial population scale is approximately 90,000 people, with a construction land scale of about 5,100 hectares.

- Priority investment projects: integrated steel industry complex, shipbuilding industrial zone, Vũng Áng Port services, vocational training center; tourist areas in Ky Ninh and Ky Nam.

- Construction of resettlement areas in the eastern part of Ky Trinh city, residential areas serving tourism, and improvement and upgrading of some existing residential areas in Ky Long and Ky Lien communes.

- Priority investment projects: integrated steel industry complex, shipbuilding industrial zone, Vũng Áng port service area, vocational training center; tourist areas in Kỳ Ninh and Kỳ Nam.

- Construction of resettlement areas in the eastern part of Kỳ Trinh urban area, residential areas serving tourism, renovation and upgrading of some existing residential areas in Kỳ Long and Kỳ Liên communes.

Article 2 Implementation Organization

The People's Committee of Ha Tinh Province shall coordinate with the Management Board of Vung Ang Economic Zone:

- Organize the announcement and construction management according to the Master Plan for Construction of Vung Ang Economic Zone until 2025 as prescribed by law.

- Implement the preparation of detailed construction plans and investment development projects for Vung Ang Economic Zone in accordance with the approved construction plan and current relevant legal documents.

Article 3 This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Ministers of Construction, Planning and Investment, Transport, Finance, Industry and Trade, Agriculture and Rural Development, Culture, Sports and Tourism, Heads of related agencies, Chairman of the People's Committee of Ha Tinh Province, and Director of the Management Board of Vung Ang Economic Zone are responsible for implementing this Decision./.
