Approving the task of adjusting the Master Plan for Urban Development of Haiphong City until 2025

PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on Construction dated November 26, 2003;
Considering the proposal of the Minister of Construction at Document No. 43/TTr-BXD dated August 2, 2007, and the Chairman of the People's Committee of Haiphong City at Document No. 13/TTr-UBND dated May 28, 2007,
DECISION:
Article 1. Approves the task of adjusting the Master Plan for Urban Development of Haiphong City until 2025 with the main contents as follows:
1. Scope of Planning
The scope of planning research includes the entire administrative boundaries of Haiphong City and surrounding provinces such as: Quang Ninh, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong.
The boundary of the adjustment plan includes the entire administrative boundaries of Haiphong City with an area of 1,521.09 km2.
1. Knowledge
As a Class 1 city, it is a major economic, industrial, commercial, port service, educational training, financial banking, tourism service center of the country.
3. Scale
- Population scale: by 2025, the total population of the city will be approximately 2.2 million people; distributed as follows: the current urban area about 1.7 to 1.8 million people, of which the central urban area about 1.4 to 1.5 million people; the population of satellite towns, districts, and towns about 310 to 370 thousand people.
- Urban construction land scale by 2025 will be approximately: 25,500 to 26,500 hectares. Of which the central urban area about 21,010 to 22,000 hectares, satellite towns about 4,490 to 4,500 hectares.
4. Objectives, viewpoints
a) Objective: to build a modern Haiphong City that develops sustainably, harmonizing economic development and environmental protection, preserving cultural and historical relics, scenic spots, ensuring national security and defense according to regional linkage to become a civilized and modern city, contributing increasingly to the development of the northern region and the whole country; gradually becoming a center for industry, port services, tourism services, trade-finance in Southeast Asia.
b) Viewpoints:
- To leverage the role and position of Haiphong City in its relationship with the Northern Coastal Region and the Northern Key Economic Region of the country and internationally;
- To develop synchronously between new construction, renovation, and urban beautification. Develop urban space, rural areas, and social infrastructure systems synchronously, protecting the environment;
- To develop a modern city with distinct characteristics, leveraging the unique strengths of a city with mountains, rivers, and sea, creating urban attractiveness, protecting natural scenery, and improving people's lives.
5. Main Indicators
a) Urban construction land indicators:
Average urban construction land from 145 to 160 m2/person, of which average residential construction land 61 to 65.5 m2/person; average green space and sports land 17 to 19 m2/person; average public welfare construction land 4.5 to 6.5 m2/person.
b) Technical infrastructure indicators:
- Transportation: transportation land indicator (dynamic and static) 19 to 21 m2/person; transportation land accounts for 20 to 23% of urban construction land; main traffic density reaches 4.5 to 5 km/km2;
- Water supply: water supply standard for the inner city area 180 liters/person/day-night; outer city area 120 to 180 liters/person/day-night; supplied to industry is 22 to 45 m3/ha. The proportion of urban residents supplied with water is 100%;
- Power supply: power supply standard for the inner city area 2400 kWh/person/year; outer city area 750 to 1000 kWh/person/year; supplied to industry is 300 kW/ha; power supplied to public services, commerce is 50% of the residential electricity standard;
- Drainage and environmental sanitation: wastewater collection and treatment standards calculated at 90% of corresponding water supply standards for each category, wastewater collected and treated meets discharge standards before being released into the environment at 90%. Solid waste collection and treatment reach 90%.
6. Research Requirements
The orientation for Haiphong City's development is determined in relation to the economy and society with the Northern Coastal Region, the Northern Key Economic Region, the whole country, the region, and internationally including:
a) Proposing a model for Haiphong City's development based on the principle of linking with cities in the Northern Coastal Region; urban development space with natural scenery and ecology;
b) Proposing the orientation for urban spatial development, including the central urban area, satellite towns, towns in the sustainable development relationship of Haiphong City;
c) Proposing zoning function plans; determining urban development zones, industrial development zones, agricultural, aquaculture development zones, ecological development zones, resort tourism zones, natural conservation zones;
d) Proposing appropriate technical and economic indicators for the city's development model, geological and hydrological conditions of each region, each functional zone, and according to each stage of the city's development;
đ) Proposing functional zones, urban spatial organization structure including:
- Residential area:
+ Old urban area: focusing on renovation and beautification combined with new construction, without significant changes in land use structure. The port area after relocation is reserved for developing priority urban functions such as public service facilities, green spaces, and commercial offices.
+ New development area:
Expansion to the north: forming the Bac Song Cam urban area, Thuy Nguyen district.
Expansion to the east and southeast: including Cat Hai island, Trang Cat, Dinh Vu area, and 8 communes of Thuy Nguyen district into the Dinh Vu-Cat Hai Economic Zone. This is a comprehensive economic zone with ports, industry, urban areas, and entertainment tourism services.
Developing along Pham Van Dong Road into the new 353 Road urban area.
Expansion to the northwest: developing the Hong Bang district expanded into An Duong district into the new northwest urban area.
Expansion to the south: developing the Kien An district into a new urban area, tourist area, and training facilities connected with the Lach Tray River landscape area.
+ Suburban area: develop Cat Ba Island and Do Son into International Tourism Centers. Develop satellite cities and towns; some new towns in An Lao, Tien Lang, Vinh Bao, Thuy Nguyen, Kien Thuy districts into eco-towns linked with agricultural production areas. Rural residential areas shall be planned towards concentration, upgrading technical infrastructure.
- Industrial zones and clusters: including 33 zones with an area of approximately 4,600 hectares, basically maintaining their current positions, studying adjustments to the layout of some unsuitable zones; developing industrial zones mainly in districts. The area allocated for concentrated industrial land is about 14,500 - 15,500 hectares. The area for storage is about 3,000 - 3,500 hectares.
- Comprehensive centers and specialized centers (cultural, education, scientific research, healthcare, sports, tourism resorts...), urban district centers.
- Green space, water body, open space systems, especially the landscape along the White River, Lach Tray River, Cam River, Da Du River, and green spaces within urban areas forming scenic axes; connecting rivers and reservoirs to simultaneously perform transportation, drainage-regulation functions and create scenic axes.
- Defense land areas: based on existing defense land areas, planning and arranging them appropriately according to the overall plan and ensuring the requirements for combining economic and defense activities.
- Areas that need conservation, particularly the Cat Ba Biosphere Reserve.
e) Propose orientation for the development of the city's architecture:
Based on the perspective and development goals, propose the orientation for the spatial development of the city, study the orientation for the development of architectural-scenic landscapes in new urban areas, old urban renovation areas, and important functional areas; particularly pay attention to the construction and renovation of the current central area towards modernization while preserving valuable cultural and architectural works; implement studies on urban design in important urban areas as a basis for construction management work.
g) Propose orientation for the development of technical infrastructure systems:
Urban technical infrastructure systems must be designed and constructed in a coordinated and modern manner to meet the city's development goals and perspectives, meet usage needs, ensure aesthetics, safety, and environmental hygiene.
- Regarding transportation:
+ Determine the external transportation network based on regional relationship studies and internal transportation (air, rail, road, waterway, especially the port system), determine the inland port system;
+ Propose solutions for underground transportation systems, public transportation routes and means;
+ Propose land allocation for static transportation (bus stations, underground and surface parking lots).
- Regarding construction preparation: determine the construction control level for each area, main transportation routes; stormwater drainage solutions (watershed, direction, and drainage system) combined with drainage reservoirs and flood prevention measures, tidal influence.
- Regarding water supply: determine the water source, demand, location, and scale of key facilities; water pipeline network, major technical parameters; propose solutions to protect water sources.
- Regarding power supply: determine the power source, capacity, load demand, location, and scale of transformer stations, main distribution networks.
- Regarding drainage and environmental sanitation: determine the scale and location of wastewater treatment plants, solid waste processing areas; main drainage network; environmental protection solutions; determine the location and scale of city cemeteries.
- Plan the modern postal and telecommunications system throughout the city.
h) Environmental impact assessment and proposals for solutions to limit impacts on the environment.
i) Identify priority investment programs and projects consistent with resource forecasts; propose mechanisms and policies for urban planning and architectural management, solutions to implement the adjustment master plan for urban construction in Hai Phong City until 2025.
k) Draft regulations on construction management according to the content of the adjustment master plan for Hai Phong City until 2025.
7. Components of the dossier
The dossier for the adjustment master plan for urban construction in Hai Phong City until 2025 shall be implemented in accordance with Article 17 of Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on urban planning and Circular No. 15/2005/TT-BXD dated August 19, 2005 of the Ministry of Construction guiding the preparation, review, and approval of urban planning.
Article 2. Implementation organization:
- Project management agency: People's Committee of Hai Phong City.
- Project investor: People's Committee of Hai Phong City.
- Planning project preparation agency: Hai Phong City Planning Institute.
- Reviewing agency: Ministry of Construction.
- Approval authority: Prime Minister.
- Time for preparing the project: 18 months after the design task is approved.
Article 3. This Decision takes effect from the date of signature.
The Ministry of Construction, People's Committee of Hai Phong City, and relevant ministries and sectors are responsible for implementing this Decision./.
