Circular No. 108/1998/TT-BTC stipulates the financial expenditure regime for the Cultural Sports Festival and the ASEAN Student Table Tennis Competition in 1998.

Regulations on financial expenditure for the Sports, Culture and Table Tennis Tournament of ASEAN in 1998
Implementation of Decree No. 87/CP dated December 19, 1996 of the Government guiding the implementation of the decentralization of management, budget preparation, execution, and settlement of the State budget.

||| Based on the Prime Minister's opinion in Official Letter No. 1046/KGVX dated March 24, 1998, and Official Letter No. 1521/VPUB dated April 25, 1998, agreeing to allow the Ministry of Education and Training to organize the Cultural, Artistic and Physical Education Competition for Ethnic Boarding Schools in Thanh Hoa, and to host the 1998 ASEAN Student Table Tennis Tournament.

To ensure uniformity in the management of financial expenditures for the above activities, the Ministry of Finance guides the implementation as follows:

I. CULTURAL, ARTISTIC AND PHYSICAL EDUCATION COMPETITION FOR ETHNIC BOARDING SCHOOLS IN THANH HOA:

1. The Cultural, Artistic and Physical Education Competition for Ethnic Boarding Schools in Thanh Hoa must be organized according to traditional sports rituals, combined with the living traditions of ethnic groups, ensuring professional effectiveness, reflecting the spirit of equality and unity among ethnic groups, while being economical and avoiding waste, suitable to current economic and social conditions.

2. The expenses for food, accommodation, and travel of the provincial teams participating in the Cultural, Artistic and Physical Education Competition for Ethnic Boarding Schools in Thanh Hoa in 1998 shall be borne by the respective provinces.

3. The allowance for members of the Steering Committee, Organizing Committee, and sub-committees of the Competition (excluding referees) is 45,000 VND/day/person. For sleeping expenses, it will be reimbursed based on actual costs but not exceeding 60,000 VND/day/person. In cases where state civil servants have already received this allowance, they will not be reimbursed for travel expenses under the current travel expense regulations.

4. Expenses for meetings of the Steering Committee, Organizing Committee, and sub-committees during the Competition period are 5,000 VND/person/session.

5. Allowance for referees and judges during the Competition period:

Chief Referee, Main Referee: 25,000 VND/person/session.

Other Referees, Judges for cultural and artistic events: 20,000 VND/person/session.

Food expenses for referees and judges during the Competition period: 30,000 VND/day of work.

Members of the Organizing Committee and sub-committees who are local residents (Thanh Hoa) and do not stay at guesthouses (or hotels) arranged by the Organizing Committee will not be reimbursed for sleeping expenses, but will be reimbursed for travel expenses from their homes to the competition venue at a rate of 5,000 VND/day/person, provided that they do not use transportation provided by the Organizing Committee.

6. Reward expenses:

+ Individual Awards

1. Expenses for food and accommodation for foreign representatives attending the technical subcommittee meeting of the ASEAN School Sports Council shall be based on actual costs but not exceeding 750,000 VND/person/day.

2. Expenses for food and accommodation for coaches, athletes, and other foreign members shall be based on actual costs but not exceeding 500,000 VND/person/day.

3. Expenses for food and accommodation for domestic officials, coaches, athletes, and referees are 100,000 VND/person/day.

4. Expenses for food and accommodation for interpreters and tour guides are 150,000 VND/person/day.

5. Rental expenses for the competition venue shall be based on actual costs but not exceeding 1,500,000 VND/day.

6. Expenses for food and work for members of the organizing committee for the tournament are 45,000 VND/day/person. Sleeping expenses will be reimbursed based on actual costs but not exceeding 90,000 VND/day/person.

7. Expenses for chief referees and main referees are 50,000 VND/person/session.

8. Allowance for referees, secretaries, and assistant referees during the tournament period is 25,000 VND/person/session.

9. Reward expenses:

800,000 VND

The management, budget preparation, disbursement, and settlement of these financial expenses shall be carried out in accordance with the current financial regulations.

During the implementation process, if there are difficulties or obstacles, please report them to the Ministry of Finance and the Ministry of Education and Training for research and appropriate amendments and supplements./.
