ARTICLE 2. This Decision shall take effect fifteen days from the date of signature.
ARTICLE 3. The Heads of the Ministry's Office, the Director of the Science and Technology Department and the Plant Protection Department, the Director of the Institute of Vegetable and Fruit Research, and the Heads of related units shall be responsible for implementing this Decision.
