DECISION OF THE CHAIRMAN OF THE GOVERNMENT
Establishing the National Steering Committee for Resettlement of People Affected by the Son La Hydropower Plant Project
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 44/2001/QH10 of the National Assembly, Session X, Ninth session on June 29, 2001, concerning the investment policy for the Son La Hydropower Plant Project,
DECISION:
Article 1. The National Steering Committee for Resettlement of People Affected by the Son La Hydropower Plant Project is hereby established, comprising:
1. Deputy Prime Minister Nguyen Cong Tan, Chair,
2. Vice Minister of Agriculture and Rural Development Nguyen Dinh Thinh, Vice Chair in charge,
3. Vice Minister of Industry, Hoang Trung Hai, Vice Chair,
4. Members include:
Comrade Ngo Xuan Loc, representative of the Prime Minister,
Vice Minister of Planning and Investment, Nguyen Xuan Thao,
Vice Minister of Finance, Vu Van Ninh,
Vice Minister of Science, Technology and Environment, Pham Khoi Nguyen,
Deputy Director of the Committee for Ethnic Minorities and Mountainous Areas, Hoang Cong Dung,
Deputy Chairman of the People's Committee of Lai Chau Province, Nguyen Minh Quang,
Deputy Chairman of the People's Committee of Son La Province, Ha Hung,
Inviting representatives from the Central Economic Commission, the National Assembly's Ethnic Council, and the Vietnam Farmers' Association to participate.
The Ministry of Agriculture and Rural Development shall utilize its administrative apparatus to support the activities of the Steering Committee.
Article 2. Tasks of the Steering Committee:
1. Direct the development of resettlement model areas and pilot projects to gather experience and propose solutions regarding mechanisms and policies for organizing management and implementation of resettlement in accordance with each specific area.
2. Direct ministries, sectors, local authorities, and coordinate with mass organizations to implement resettlement for households affected by the Son La Hydropower Plant Project.
3. Guide, urge, and inspect ministries, sectors, and localities in the implementation of resettlement to ensure stable production and living conditions for the people.
Article 3. The Ministry of Finance shall allocate funds to the Ministry of Agriculture and Rural Development to directly finance the activities of the Steering Committee (including inspection and urging costs at grassroots levels, seminars, printing materials, etc.).
Article 4. This Decision takes effect from the date of signature.
- Office of the President of the StateArticle 5.The Ministers of Agriculture and Rural Development, Industry, Planning and Investment, Finance, Science, Technology and Environment, the Director of the Committee for Ethnic Minorities and Mountainous Areas, and the Chairmen of the People's Committees of Lai Chau and Son La Provinces, and the individuals named in Article 1 are responsible for implementing this Decision./.
