Pursuant to Ordinance on Livestock Breeds No. 16/2004/PL-UBTVQH11 dated March 24, 2004 of the Standing Committee of the National Assembly, Session 11;

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 123/2018/NĐ-CP dated September 17, 2018 of the Government amending and supplementing certain Decrees stipulating conditions for investment and business in the agricultural sector;

DECISION:

Article 1. The attached Decision promulgates "Regulations on Management and Use of Male Goat Breeding Stock."

Article 2. These Regulations shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Heads of the Ministry's Office, the Director of the Livestock Production Department, the Head of the Science and Technology Department, the Directors of the Departments of Agriculture and Rural Development of provinces and centrally-administered cities, the Heads of units, and individuals concerned are responsible for implementing these Regulations.

 

REGULATIONS

On Management and Use of Male Goat Breeding Stock

PART I

GENERAL PROVISIONS

Article 1. These Regulations apply to organizations and individuals in Vietnam, foreign organizations and individuals breeding male goats in Vietnam for the production of frozen semen and liquid semen for artificial insemination or direct mating (hereinafter referred to as goat breeding stock farms).

Article 2. Goat breeding stock farms must comply with the provisions of the Ordinance on Livestock Breeds and other relevant legal documents.

Article 3. The terms used in these Regulations are understood as follows:

1. Goat breeding stock farm is a place where male goats are raised for the production of semen for artificial insemination or direct mating.

2. Quality breed certificate is a document issued by the competent state management agency certifying the quality grade of male goat breeding stock.

3. Frozen goat semen is goat semen preserved in liquid nitrogen at a temperature of -196°C.0C

4. Liquid goat semen is diluted goat semen preserved at a temperature of 5°C.0C.

Chapter II

MANAGEMENT AND USE OF MALE GOAT BREEDING STOCK FOR PRODUCTION OF FROZEN SEMEN

Article 4. Goat breeding stock farms producing frozen semen must ensure the conditions prescribed in points a, b, c, đ, and e Clause 1 Article 19 and Clause 1 Article 20 of the Ordinance on Livestock Breeds, and at the same time must ensure the following conditions:

1. Male goats for producing frozen semen must be individually tested for productivity. Male goats must have a three-generation pedigree, accompanied by an annual veterinary quarantine certificate, and a quality breed certificate. Each male goat must be numbered and recorded in a tracking book according to regulations.

2. The number of male goats for producing frozen semen in a farm must not be less than three males for each breed.

3. Housing facilities must meet technical standards, veterinary hygiene standards, and environmental protection standards as prescribed by laws on veterinary medicine and environmental protection. The minimum housing area per goat is 2.5m² (excluding feeding trough and drinking trough areas) and the play area must be at least 5m² per goat.2per animal (excluding the area for feeding troughs and drinking troughs) and play area not less than 5 meters2per animal.

4. There must be or hire technicians trained and certified in the techniques of semen collection, dilution, production, and preservation by the competent authority.

5. There must be sufficient records of semen quality, specialized equipment, and materials for semen collection, testing, evaluation, dilution, production, and preservation.

Article 5. During the period of semen collection, male goats must be monitored and tested monthly for sperm morphology index (K). Each semen collection must test the following indicators: color, smell, volume of ejaculation (V), sperm motility (A), sperm concentration (C), and pH. The results of semen quality testing must be accurately recorded in the logbook and forms as prescribed (Annexes 5, 6, 7).

Article 6. Semen collection, quality testing, dilution, conservation, distribution, and transportation must be carried out strictly in accordance with the artificial insemination techniques for goats issued by the Ministry of Agriculture and Rural Development.

Article 7. Annually, goat breeding stock farms must conduct selection, appraisal, and culling of animals that do not meet breed standards. Goat breeding stock farms must report semi-annually to the competent state management agency on the quality of male goats, semen quality, production results, and consumption of goat semen.

Article 8. The frequency of semen collection must not exceed three times per week; the age for starting semen collection and use for indigenous and crossbred male goats must be at least twelve months old, and for imported breeds, it must be at least fifteen months old; the usage period for male goats must not exceed four years.

Article 9. Male goats must be vaccinated and tested for infectious diseases as prescribed. It is strictly prohibited to collect, circulate, and use semen from male goats that are sick, in the incubation period, or in an epidemic area.

Article 10. The environment for diluting and preserving domestically produced or imported goat semen can only be put into use after being tested and approved for application in production by the Director of the Livestock Production Department based on the acceptance and evaluation results of the Scientific Council established by the Ministry.

The cost of testing is the responsibility of the organization or individual producing or importing (Annexes 2, 3).

Article 11. Organizations and individuals exporting and importing male goat breeding stock and goat semen must comply with the Ordinance on Livestock Breeds and related legal documents.

Chapter III

MANAGEMENT AND USE OF MALE GOAT BREEDING STOCK FOR PRODUCTION OF LIQUID SEMEN

Article 12. Goat breeding stock farms producing liquid semen must ensure the conditions prescribed in Article 4 of these Regulations, and there must be or hire technicians trained and certified in the techniques of semen collection, testing, dilution, production, and preservation by the competent authority.

Article 13. During the period of producing liquid semen, male goats must be monitored and tested every three months for sperm morphology index (K). Each semen collection must test the following indicators: color, smell, volume of ejaculation (V), sperm motility (A), sperm concentration (C), and pH. The results of semen quality testing must be accurately recorded in the logbook and forms as prescribed.

Article 14. The exploitation, inspection, quality control, mixing, production, preservation, distribution, mixing, production, preservation, distribution, and transportation of semen must comply with the technical regulations for artificial insemination of goats issued by the Ministry of Agriculture and Rural Development. Packaging containing liquid semen must bear labels in accordance with the provisions of the law on product labeling.

Article 15. Goat breeding farms must implement the provisions set out in Articles 9, 10, and 11 of this Regulation.

Chapter IV

MANAGEMENT AND USE OF GOAT BUCKS FOR DIRECT BREEDING

Article 16. Goat breeding farms producing and trading goat bucks for direct breeding must comply with Article 19 of the Livestock Breeding Ordinance.

Article 17. Goat bucks used for direct breeding must be vaccinated and tested for infectious diseases in accordance with the regulations of the veterinary sector.

Article 18. The age at which goat bucks begin direct breeding shall be from ten months old for indigenous and crossbred goats, and not less than thirteen months old for imported breeds. The period during which a buck is used for direct breeding within a herd shall not exceed two years, avoiding inbreeding.

Chapter V

STATE MANAGEMENT OF GOAT BUCK BREEDING

Article 19. State management levels for goat buck breeding facilities are as follows:

1. The Livestock Breeding Department shall be responsible for:

a) Implement state management over the quality of goat bucks nationwide, managing the quality of breeding stock at goat farms producing frozen semen and original goat breeding farms under the Ministry's jurisdiction;

b) Issue monitoring, evaluation, and management forms for the quality of goat bucks throughout the country;

c) Organize inspections and evaluations of the implementation of regulations governing the management and use of goat bucks at breeding and trading facilities.

2. Departments of Agriculture and Rural Development of provinces and centrally governed cities shall be responsible for:

a) Implement state management over the quality of goat bucks and liquid semen production within the province, issuing quality certification for goat farms under provincial jurisdiction;

b) Annually organize the selection of breeding bucks at goat farms under the Department's jurisdiction;

c) Direct specialized county-level state management agencies to organize the selection and appraisal of breeding herds of goat bucks for direct breeding within their jurisdiction;

d) Organize inspections and audits of the implementation of regulations governing the management and use of goat bucks at breeding farms within the province's jurisdiction;

đ) Report to the Ministry of Agriculture and Rural Development (Livestock Service) on the number and quality of goat bucks managed within the province annually by December each year.

3. Specialized county-level state management agencies:

a) Manage the quality of goat bucks used for direct breeding at farms within their jurisdiction;

b) Organize the selection of goat bucks within their jurisdiction;

c) Report to the Provincial Department of Agriculture and Rural Development on the number and quality of goat bucks managed within their jurisdiction annually by November.

4. People's Committees at the commune level are responsible for:

a) Inspecting and supervising compliance with these regulations by goat buck breeding farms within their jurisdiction;

b) Cooperating with specialized county-level state management agencies to register, inventory, and list households engaged in buck breeding; inspect, audit, and handle administrative violations in the management of goat bucks according to their assigned levels.

Article 20. Units within the scope of their responsibilities, if encountering difficulties during the implementation of this Regulation, should report to the Ministry of Agriculture and Rural Development for review and resolution.
