JOINT CIRCULAR
Guidelines for Financial Management of Skill Competition Activities
Pursuant to the State Budget Law and guiding documents for implementing the State Budget Law.
Pursuant to Circular No. 4572/VPCP-VX dated October 19, 2000 of the Prime Minister on organizing the National Skill Competition and sending Vietnamese teams to participate in the ASEAN Skill Competition on a regular basis.
To ensure consistency in content and financial expenditure management for skill competition activities, the Ministry of Finance and the Ministry of Labor, Invalids and Social Affairs hereby provide guidance as follows:
A- SCOPE AND APPLICABLE SUBJECTS
These guidelines apply to skill competitions at the grassroots level, national level, and the ASEAN region.
- Grassroots skill competitions: Organized annually by ministries, sectors, and localities to select contestants for the national skill competition.
- National skill competitions: Hosted biennially by the Ministry of Labor, Invalids and Social Affairs to select contestants for training and to form the national team for the ASEAN Skill Competition.
- ASEAN Skill Competition: Held every two years on a rotational basis among participating countries.
B- CONTENT AND EXPENSE LIMITS
I- NATIONAL SKILL COMPETITIONS:
1. Expenses for preparatory work:
1.1. Conference, seminar, meeting expenses: up to 50,000 VND per person per session.
1.2. Travel allowances for members of the Organizing Committee, Examination Board, Judging Panel, instructors, and experts shall be implemented according to current travel allowance regulations. In cases where air travel is necessary, those who do not meet the specified criteria will be decided by the Head of the Organizing Committee of the Competition.
1.3. Exam preparation:
- Compiling exam questions based on modules, including marking instructions and scoring tables (no more than five modules per trade), with expenses not exceeding 500,000 VND per module.
- Soliciting opinions from three experts (including those outside the Examination Board if necessary) via written consultation for each set of questions, with expenses not exceeding 300,000 VND per person per set of questions.
- Expenses for the Exam Review Board (up to three times), with expenses according to the provisions stated in Point 1.1 above.
- Copying, packaging, sealing exam questions according to the number of questions used, with expenses not exceeding 15,000 VND per question. Drawings in the exam questions will be reimbursed based on actual costs.
1.4. Translation:
- From foreign languages to Vietnamese: not exceeding 35,000 VND per page (300 words of the original text);
- From Vietnamese to foreign languages: not exceeding 40,000 VND per page (300 words of the original text).
2. National Competition Organization:
2.1. Renting venues (including examination rooms, sports fields, workshops), transportation means, machinery, equipment, tools, etc., serving the competition and marking.
According to actual contracts and selected in accordance with the vocational education and training environment in Vietnam and the ASEAN region. In special cases requiring the purchase of equipment, machinery, and tools, this will be decided by the Head of the Organizing Committee of the Competition.
2.2. Purchasing raw materials, fuels, and supplies for the competition.
According to standards and quotas for each trade, decided by the Head of the Organizing Committee of the Competition.
2.3. Marking, evaluating results, and compiling reports:
- Marking: Each trade has a judging panel, with no more than five members, with maximum expenses of 10,000 VND per module per contestant per marker;
- Evaluating results and awarding prizes, with expenses not exceeding 50,000 VND per person per session;
- Expenses for compiling and reporting on the competition results, with expenses not exceeding 200,000 VND per trade.
2.4. Expenses for members of the Organizing Committee, President, Vice Presidents, Secretaries, members of the Examination Board, and supervisors during the competition period (maximum seven days):
- Members of the Organizing Committee, President, Vice Presidents, and Secretaries of the Examination Board: 100,000 VND per person per day;
- Members of the Examination Board and supervisors: 50,000 VND per person per day.
2.5. Accommodation and meal support for members of the Organizing Committee, members of the Examination Board, members of participating teams, and supervisors during the competition period (maximum seven days):
- Meals: 40,000 VND per person per day;
- Accommodation: 90,000 VND per person per day.
Those who have received these supports shall not be entitled to travel allowances from their dispatching agencies or units.
2.6. Expenses for inspection and supervision personnel:
- Chief Inspector and Supervisor: 30,000 VND per person per day;
- Deputy Chief Inspector and Supervisor and other members of the team: 25,000 VND per person per day.
2.7. Expenses for medical staff, technical assistants, service personnel, drivers, and security guards during the competition period: 25,000 VND per person per day.
3. Reward expenses:
Rewards for contestants who win awards and instructors directly training contestants who win awards at the National Skill Competition:

Instructors can only receive the highest award.
4. Other expenses: As stipulated by current state regulations. In cases not covered by these guidelines or other legal documents, they will be implemented according to the decision of the Head of the Organizing Committee of the Competition.
The aforementioned expense limits are maximum limits. Annually, based on allocated funds, the Ministry of Labor, Invalids and Social Affairs will determine appropriate expense levels.
II. GRASSROOTS SKILL COMPETITIONS:
Based on the expense items and limits prescribed for national skill competitions, heads of ministries, sectors, localities, and grassroots units shall specify specific expense items and limits for grassroots skill competitions according to their unit's financial capacity, but not exceeding the limits set for national skill competitions.
III. EXPENSES FOR THE VIETNAMESE TEAM PARTICIPATING IN THE ASEAN SKILL COMPETITION:
1. Preparatory work related to foreign countries:
- Prior to the year of the competition, send three people to attend the organizing meeting held in the host country to prepare for the following year's competition;
- During the year of the competition, send a delegation to participate in the first technical meeting in the host country, with a maximum of two technical experts per trade and three members of the organizing committee.
2. Expenses for training the Vietnamese team (maximum duration of 60 days):
2.1. Renting venues (including examination rooms, sports fields, workshops), transportation means, machinery, equipment, tools, etc., serving training.
According to actual contracts and selected in accordance with the vocational education and training environment in Vietnam and the ASEAN region. In special cases requiring the purchase of equipment, machinery, and tools, this will be decided by the Head of the Organizing Committee of the Competition.
2.2. Purchase raw materials for training purposes.
According to standards and quotas for each trade, decided by the Head of the Organizing Committee of the Competition.
2.3. Provide living expenses, food allowances, and miscellaneous expenses for contestants, managers, and trainers during the training period.
- Meals: 40,000 VND per person per day;
- Accommodation allowance: 90,000 VND/person/day.
- Reimburse travel expenses (one way) for contestants and trainers throughout the entire training period according to the current travel expense regulations.
Those who have received this support will not be eligible for travel expense reimbursement from their respective agencies or units.
2.4. Payment for trainers and instructors, at a rate of 70,000 VND/session.
2.5. Expenses for inspection and supervision staff.
- Chief Inspector and Supervisor: 30,000 VND per person per day;
- Deputy Chief Inspector and Supervisor and other members of the team: 25,000 VND per person per day.
2.6. Allowance for managers (one person per trade), medical personnel, technical staff, service staff, drivers, and security guards during the competition period, at a rate of 25,000 VND/person/day based on actual working days.
3. Expenses for the Vietnamese delegation attending the ASEAN Skills Competition:
3.1. Preparatory work before departure and costs for welcoming the delegation back:
- Technical team meetings and delegation meetings prior to departure: each meeting shall not exceed one day, with expenses as stipulated in Section 1.1 above;
- Food and accommodation expenses for the delegation before departure shall not exceed three days, with expenses as specified during the training period;
- Uniforms and protective gear for the delegation (one set of uniforms per person for the entire delegation plus two sets of protective gear per contestant), with expenses based on actual costs but not exceeding 300,000 VND/set for uniforms and 150,000 VND/set for protective gear;
- Reimbursement for transportation costs of equipment and tools for the competition carried abroad based on actual expenses incurred;
- Information and publicity expenses for the delegation's departure and return, appropriate to each competition.
3.2. Interpreter fees (outsourced), not exceeding 500,000 VND/person/day (8 hours).
3.3. Expenses for the delegation while abroad:
- The content and amount of expenses shall be implemented according to Circular No. 45/1999/TT-BTC dated May 4, 1999, issued by the Ministry of Finance, regarding travel expense regulations for state officials and civil servants on short-term missions abroad, and Circular No. 108/1999/TT-BTC dated September 4, 1999, providing supplementary guidance for Circular No. 45/1999/TT-BTC;
- In cases where it is necessary to purchase tools, equipment, rent cars, or other means of transport for the competition delegation, the team leader may decide to purchase within the approved budget.
4. Expenses for summary and awards:
4.1. Expenses for organizing the competition summary: According to the current conference expenditure regulations.
4.2. Awards for contestants and trainers directly responsible for contestants who win prizes at the ASEAN Skills Competition:

Trainers can only receive the highest prize money.
In addition to the aforementioned monetary awards, contestants and teachers honored with commendations by the Prime Minister shall also enjoy rewards according to Decree No. 56/1998/NĐ-CP dated July 30, 1998, of the Government.
C- SOURCES OF FUNDS AND MANAGEMENT OF FUNDS
1. The funds for the "Skills Competition at the Basic Level" shall be guaranteed by the managing agency and the unit with contestants participating. For administrative agencies and public institutions, these funds shall be allocated in the annual budget; for enterprises and self-financing public institutions, they shall be included in production costs, circulation fees, or equivalent accounts.
2. The funds for the National Skills Competition, training expenses for contestants, and the ASEAN Skills Competition shall be guaranteed by the State budget. The Ministry of Labor, Invalids, and Social Affairs shall prepare the budget for these expenses outside the regular annual budget according to a biennial schedule.
In addition to the aforementioned sources of funding, organizations and units conducting competitions at all levels may raise and utilize additional legal sources of funding to support the competitions.
3. Budget preparation, allocation, and settlement of competition funds shall be conducted in accordance with current state regulations.
D- IMPLEMENTATION
This circular shall take effect fifteen days after its publication in the Official Gazette. During implementation, if there are any issues, please report them to the Joint Ministries for timely supplementation and amendment.
