CIRCULAR
Supplementary Guidance on Certain Points of Circular No. 45/1999/TT-BTC dated May 4, 1999, Regarding the Regulations on Travel Expenses for State Officials on Short-Term Missions Abroad
Considering the actual situation, the Ministry of Finance supplements certain points of Circular No. 45/1999/TT-BTC dated May 4, 1999, as follows:
1. Supplementing Point 2.5 after Point 2.4, Section A, Part I with the following:
a. In cases where the foreign side covers all expenses for food, accommodation, and travel without providing a cash allowance for incidental expenses for the mission, the traveler shall be entitled to a per diem allowance. The basis for this entitlement shall be the invitation letter from the foreign side clearly stating the financial costs of the mission, which the competent authority will use to issue a decision granting the traveler the per diem allowance. The finance department shall base the issuance of the per diem allowance on the decision of the competent authority.
b. The amount of the per diem allowance is specified as follows:
* For countries in Group I and II listed in Appendix I of Circular No. 45:
Level A: 12 USD/person/day.
Level B: 10 USD/person/day.
* For countries in Group III and IV listed in Appendix I of Circular No. 45:
Level A: 10 USD/person/day.
Level B: 8 USD/person/day.
2. Supplementing the category eligible for reimbursement of tips and gratuities as follows: Comrades holding positions equivalent to Minister or higher and comrades who are members of the Central Committee of the Communist Party of Vietnam serving as heads of delegations on official friendly visits and attending Party Congresses shall be entitled to a tip and gratuity allowance of 20 USD/person/country.
3. Supplementing Point 9 after Point 8, Section A, Part II with the following: There shall be no supplementary allowance for all delegations on missions.
This circular takes effect fifteen days from the date of signature.
