DECREE
Regulations on functions, tasks, powers, and organizational structure
of the Vietnam Academy of Social Sciences

Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the request of the Chairman of the Vietnam Academy of Social Sciences;
The Government promulgates this Decree to stipulate the functions, tasks, powers, and organizational structure of the Vietnam Academy of Social Sciences.
Article 1. Position and Functions
Article 1. The Vietnam Academy of Social Sciences is an agency under the Government, with the function of researching fundamental issues related to social sciences; providing scientific grounds for the Party and State in formulating policies for rapid and sustainable development of the country in the socialist orientation; implementing policy advisory services; postgraduate training in social sciences; participating in developing the national potential in social sciences.
Article 2. The Vietnam Academy of Social Sciences has the international trade name in English as: Vietnam Academy of Social Sciences, abbreviated as VASS.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Vietnam Academy of Social Sciences (hereinafter referred to as the Academy) shall perform the following tasks and powers:
Clause 1. Submit to the Government draft Decrees stipulating the functions, tasks, powers, and organizational structure of the Academy; submit to the Prime Minister for decision on establishment, merger, dissolution, and renaming of organizations under the Academy within the Prime Minister's authority.
Clause 2. Submit to the Government and the Prime Minister for approval strategic plans, five-year plans, annual plans, important projects and programs on the development of social sciences and organize their implementation after approval.
Clause 3. Research theoretical and practical issues related to social sciences:
Point a) Reforming and perfecting the political system; enhancing the leadership capacity of the Communist Party of Vietnam; effectiveness and efficiency of state management, gradually perfecting the legal system of Vietnam;
Point b) The development of a socialist-oriented market economy, a socialist rule-of-law state, and socialist democracy in Vietnam;
Point c) Fundamental issues regarding comprehensive human development and excellent cultural values of the nation, absorbing the finest elements of world culture and civilization;
Point d. Fundamental and urgent issues concerning ethnicity, religion, history, culture, literature, language, psychology to mobilize the strength of the entire nation in the cause of building and defending the country;
Point d) Fundamental, comprehensive, systematic theoretical issues on development in Vietnam under the influence of globalization and international integration;
Point e. Aspects of social sciences of the knowledge-based economy in the context of globalization and responding to climate change and assessing its impact on the process of socio-economic development in Vietnam;
Point g) Theory and experience of development worldwide, forecasting major trends in regional and global development, evaluating the multifaceted impacts of globalization and international integration on global, regional, and Vietnamese development;
Point h) Research, basic interdisciplinary surveys, economic and social analysis and forecasting serving the needs of national development, focusing on key economic and social sectors, key economic regions, and regional linkages;
Point i) Research and organize the compilation of outstanding scientific works, large sets of books, reflecting the finest of Vietnamese and world intellect, serving research and dissemination of knowledge on social sciences.
Clause 4. Organize the collection, excavation, research, conservation, and museum display to promote the value of cultural heritage of the Vietnamese ethnic groups.
Clause 5. Combine research with training in the field of social sciences; train and confer master’s and doctoral degrees in social sciences according to the law; participate in developing high-level human resources according to national, sectoral, regional, local, and enterprise requirements.
Clause 6. Organize research cooperation and joint training in social sciences with international organizations, foreign institutes, and universities according to the law.
Clause 7. Provide advisory and critical review services for important economic and social development strategies, plans, policies, programs, and projects at the request of the Government, the Prime Minister, ministries, sectors, localities, and enterprises.
Clause 8. Organize advisory services and public service delivery according to the law.
Clause 9. Establish a national database system for social science information, disseminate scientific knowledge, contributing to raising the people's educational level.
Clause 10. Manage organizational structure, civil servant staffing, job positions, occupational cadre structure, and number of employees in public institutions; decide on rotation, transfer, appointment, dismissal, commendation, and disciplinary action; systems, policies, training, and upgrading of cadres, civil servants, and occupational cadres within their authority.
Clause 11. Manage financial resources and assets assigned by the State; decide and be responsible before the law for investment projects within their authority according to the law.
Clause 12. Perform other tasks and powers assigned by the Government, the Prime Minister, and according to the law.

In this Article, units specified from Clause 1 to Clause 5 are units assisting the Chairman of the Vietnam Academy of Social Sciences, established as departments; units specified from Clause 6 to Clause 37 are research units; units specified from Clause 38 to Clause 42 are other public service units.
The Chairman of the Vietnam Academy of Social Sciences shall submit to the Prime Minister for issuance of the list of remaining public service units directly under the Academy.
Article 4. Leadership of the Academy
Article 1. The Vietnam Academy of Social Sciences has a Chairman and not more than three Deputy Chairmen. The Chairman of the Vietnam Academy of Social Sciences is the head and leader of the Vietnam Academy of Social Sciences appointed by the Prime Minister and is responsible before the Government, the Prime Minister, and the law for all activities of the Vietnam Academy of Social Sciences.
Article 2. Deputy Chairmen of the Academy are appointed by the Prime Minister upon the recommendation of the Chairman and are responsible to the Chairman for the tasks assigned.
Article 3. The Chairman of the Vietnam Academy of Social Sciences promulgates individual documents, operational regulations of the Academy, organizational and operational regulations of subordinate units; decides on appointment, dismissal, rotation, commendation, disciplinary action, and other systems and policies according to the law for heads and deputy heads of subordinate units.
Article 5. Effectiveness and Responsibility for Implementation
Article 1. This Decree takes effect from February 22, 2013; abolishes Decree No. 53/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Vietnam Academy of Social Sciences.
Article 2. Abolish previous provisions that conflict with this Decree.
3. The President of the Vietnam Academy of Social Sciences, the Ministers, the Heads of ministerial-level agencies, the Heads of government-affiliated agencies, the Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decree./.
