RESOLUTION

ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE SECRETARIAT

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

On the basis of the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13;

Considering the proposal of the Director of the National Assembly Office at Report No. 3102/TTr-VPQH dated December 4, 2015;

RESOLUTION:

Article 1. Tasks and powers of the Secretariat

1. Advising and assisting the Secretary-General of the National Assembly on matters related to the proposed agenda of the National Assembly and the Standing Committee of the National Assembly; on procedures and processes for conducting activities of the National Assembly and the Standing Committee of the National Assembly.

2. Advising and assisting the Secretary-General of the National Assembly in drafting draft resolutions on contents assigned by the National Assembly and the Standing Committee of the National Assembly.

3. Advising and assisting the Secretary-General of the National Assembly in performing the spokesperson duties of the National Assembly and the Standing Committee of the National Assembly; organizing information provision, press, publishing, library, museum, and information technology application services to support the activities of the National Assembly, its agencies, and National Assembly deputies.

4. Advising the Secretary-General of the National Assembly and directly organizing secretarial operations during sessions of the National Assembly and meetings of the Standing Committee of the National Assembly; collecting and summarizing opinions of National Assembly deputies.

5. Performing other tasks and powers assigned by the Secretary-General of the National Assembly.

Article 2. Organizational structure of the Secretariat

1. The Secretariat has two Deputy Secretaries-General of the National Assembly and members of the Secretariat.

2. One Deputy Secretary-General of the National Assembly concurrently serves as Deputy Director of the National Assembly Office, another Deputy Secretary-General of the National Assembly concurrently serves as Deputy Chairman of the National Assembly Law Committee, approved by the Standing Committee of the National Assembly upon the recommendation of the Secretary-General of the National Assembly.

3. Members of the Secretariat work part-time, being heads of certain departments and units of the National Assembly Office as follows:

a) Head of the Ethnic Affairs Department;

b) Head of the Legal Affairs Department;

c) Head of the Judicial Affairs Department;

d) Head of the Economic Affairs Department;

đ) Head of the Finance and Budget Department;

e) Head of the Defense and Security Department;

g) Head of the Culture, Education, Youth, Children, and Adolescents Department;

h) Head of the Social Issues Department;

i) Head of the Science, Technology, and Environment Department;

k) Head of the Foreign Relations Department;

l) Head of the Consolidation Department;

m) Head of the Supervision Support Activities Department;

n) Head of the Information Department;

o) Director of the National Assembly Library;

p) Director of the Computing Center.

4. The specific list of Secretariat members is approved by the Standing Committee of the National Assembly upon the recommendation of the Secretary-General of the National Assembly.

Article 3. Tasks and powers of Deputy Secretary-General of the National Assembly

1. Assisting the Secretary-General of the National Assembly in managing the Secretariat's areas of responsibility as delegated by the Secretary-General of the National Assembly.

2. When the Secretary-General of the National Assembly is absent, one Deputy Secretary-General of the National Assembly, authorized by the Secretary-General of the National Assembly, shall act on behalf of the National Assembly and the Standing Committee of the National Assembly in spokesperson duties.

3. The tasks and powers stipulated in Article 4 of this Resolution and other tasks and powers as delegated by the Secretary-General of the National Assembly.

Article 4. Tasks and powers of Secretariat member

1. Participating in Secretariat meetings.

2. Directly organizing the implementation of the Secretariat's tasks and powers as delegated by the Secretary-General of the National Assembly.

3. Assisting the Secretary-General of the National Assembly in maintaining working relations with the National Ethnic Council, National Assembly Committees, agencies under the Standing Committee of the National Assembly, and other relevant agencies and organizations.

4. Being able to utilize the machinery and civil servants of the department or unit under the National Assembly Office that they directly oversee to perform the duties and powers of a Secretariat member.

Article 5. Directive and management work

1. The Secretary-General of the National Assembly directly leads and directs the activities of the Secretariat and is responsible to the Standing Committee of the National Assembly for the activities of the Secretariat.

2. The Secretariat and members of the Secretariat are responsible to the Secretary-General of the National Assembly for the performance of their duties and powers.

Article 6. Budget and other guarantee conditions

The budget for operations and other guarantee conditions of the Secretariat shall be ensured by the Office of the National Assembly.

Article 7. Implementation Provisions

1. This Resolution takes effect from January 1, 2016.

2. The Secretary-General of the National Assembly - Head of the Office of the National Assembly, members of the Secretariat, and related agencies shall implement this Resolution according to their responsibilities./.
