Respected: Departments of Education and Training
To fulfill the task of secondary education, the Ministry of Education and Training (MOET) guides the organization of the Vocational Secondary Examination from the academic year 2008-2009 as follows:
I. GENERAL PROVISIONS
1. Annually, the Department of Education and Training is responsible for organizing the examination and issuing the Vocational Secondary Certificate (VSC) to students of lower secondary schools (LSS) and upper secondary schools (USS) who have studied vocational programs (VP) at school or at Technical and Vocational Centers (TVTC), or other vocational training institutions assigned to implement the VP curriculum issued or approved by the MOET.
2. The examination plan is decided and announced by the Departments of Education and Training at the beginning of the academic year. The Departments of Education and Training arrange the time for organizing the examination and issuing the VSC during the summer break following the end of the academic year or in March each year.
3. The VSC of students issued at which level of education will be retained at that level to enjoy incentives when recognized as having completed LSS, admitted to USS, or passed the USS graduation examination.
4. Students who are issued the VSC will be awarded bonus points in the USS graduation examination according to the regulations stipulated in the Decision on the Regulations for the USS Graduation Examination No. 08/2008/QĐ-BGDĐT dated March 6, 2008, the Decision on the Regulations for Recognizing Completion of LSS No. 11/2006/QĐ-BGDĐT dated April 5, 2006, and the Decision on Admitting to LSS and USS No. 12/2006/QĐ-BGDĐT dated April 5, 2006, issued by the Minister of Education and Training.
II. ORGANIZATION OF THE EXAMINATION AND ISSUANCE OF THE VOCATIONAL CERTIFICATE
SECONDARY
1. Candidates and Conditions for Participation in the Examination
a) Candidates: Are students currently enrolled in LSS and USS who have completed the VP program and voluntarily registered to take the VP examination they have studied.
b) Conditions for Participation:
- Have completed the VP program as prescribed (70 class hours for LSS, 105 class hours for USS) and have an overall grade of at least average (5.0 points) - Not absent more than 10% of the total number of class hours of the VP program (5.0 points) /second or more;
(for LSS not exceeding 7 class hours, for USS not exceeding 11 class hours). 2. List of Candidates
The list of candidates is compiled by the vocational training institution, clearly indicating the overall grade of the VP program, listed separately for each VP, each LSS and USS with a form issued by the Department of Education and Training. If students study VP at TVTC or vocational training institutions, they must simultaneously have confirmation from the leadership of the vocational training institution and the principal of the LSS or USS. The list must be signed, stamped, and reported to the Department of Education and Training before the examination according to the deadline set by the Department of Education and Training.
3. Content of the Examination and Examination Papers
a) The content of the examination within the scope of the curriculum of one of the VP programs issued or approved by the MOET.
b) Students must complete two examination papers:
- A theoretical paper in the form of an essay or multiple-choice questions or a combination of both, with a duration of 45 minutes, weighted at 1 point;
- A practical paper: The duration of the examination is determined by the Department of Education and Training for each VP program (duration: 60, 90, 120, 150, or 180 minutes), weighted at 3 points.
c) The score of the VP examination is the average of the scores of the theoretical and practical papers, after applying the corresponding weighting. If the papers are graded on different scales, the scores must be converted to a scale of 10 when calculating the VP score.
4. Establishment of the Examination Board and Management of the Examination
a) The Director of the Department of Education and Training issues a decision to establish a provincial (city) Joint Examination Board for the VP or separate boards for each district or cluster of schools, headed by a leader of the Department of Education and Training. If multiple boards are established, some directors of provincial or district TVTCs, principals of USS, and heads of Education Departments may also serve as chairpersons. Each Examination Board consists of a Question Paper Committee, an Invigilation Committee, and a Marking Committee.
b) The Director of the Department of Education and Training applies the current Regulations for the USS Graduation Examination to issue a document detailing the composition, duties, and powers of the VP Examination Board, and the procedures and formalities for conducting the examination process, including supervision; approving the results of the VP examination and the list of students eligible for the VSC; directing the issuance of the VSC; and directing the storage of examination records according to the regulations for storing examination records.
5. Classification of Examination Results and Issuance of the Vocational Secondary Certificate
a) Students achieving an average score of at least 5.0 in both papers, without any paper scoring below 3.0, will be recognized and classified according to the following criteria:
- Excellent: Average score of both papers from 9.0 to 10;
- Good: Average score of both papers from 7.0 to less than 9.0; theoretical paper score of at least 5.0;
- Average: All remaining cases recognized as having completed the VP.
b) Students recognized as having passed the VP examination will be issued the VSC, clearly stating the classification as Excellent, Good, or Average. The VSC is signed by the Director or Deputy Director of the Department of Education and Training (according to the current model).
1. Regarding the Organization of Teaching and Evaluation of Learning Outcomes of the VP The implementation of the curriculum and evaluation of learning outcomes of the VP shall be carried out in accordance with the guidelines provided in Section
III. IMPLEMENTATION

of the document No. 7475/BGDĐT-GDTrH dated August 15, 2008, issued by the MOET. To suit the psychological characteristics of students and learning conditions, for the LSS level, the VP program is only organized in Grade 8. 2. Regarding the Organization of the Examination and Issuance of the VSC a) Responsibilities of the Department of Education and Training:
- The Director of the Department of Education and Training decides on the examination plan for the VP, announces it at least 90 days before the examination date; establishes the VP Examination Board; and based on the examination results, issues the VSC to students meeting the criteria;
- The Department of Education and Training reports to the Provincial People's Committee the examination plan for the VP and requests approval for the portion of the budget allocated from the state budget and the amount collected from candidates to organize the examination.
b) Responsibilities of the relevant departments of the Department of Education and Training, LSS, USS, TVTC, and vocational training institutions implementing the VP program:
- The Department of General Education leads and coordinates with related departments to assist the leadership of the Department of Education and Training in strictly guiding teaching activities, ensuring the requirements of the curriculum, especially practical sessions; organizing the examination seriously and issuing the VSC;
- LSS and USS assigned to teach the VP accurately assess the learning outcomes of students, record them in the Student Register and markbooks as required.
- The Department of General Education and Training shall take the lead in coordinating with relevant units to assist the Department of Education and Training in strictly directing teaching and learning activities to meet the requirements of the program, especially the practical component; organizing examinations rigorously and issuing Certificates of Completion;
- Secondary schools assigned to teach such subjects shall accurately assess students' academic performance, record it in the Call Book and Grade Book in accordance with regulations (for middle school, record in the "Self-selection" column). The TTKTTH-HN centers and vocational training institutions are required to implement the NPT program and issue the NPT Score Sheet for students. (with attached sample).
The Ministry of Education and Training requests that the Departments of Education and Training organize the implementation of the NPT program effectively; conduct examinations and issue NPT certificates; organize strict inspections and evaluations to ensure the quality of this work. During the implementation process, if there are difficulties or obstacles, they should report them to the Ministry of Education and Training for guidance and resolution.
