RESOLUTION
Regular Meeting of the Government in September 1999

On October 6 and 7, 1999, the Government convened its regular meeting for September 1999 to discuss and adopt the following issues:
1. The Government heard the presentation by Minister Truong Dinh Tuyen, Vice Chairman of the National Committee on International Economic Cooperation, on the draft "Comprehensive Strategy for International Economic Cooperation."
Integration is an objective trend in the international situation and an inherent requirement for each country in today's world. For our country, economic integration into the international community has not only been affirmed in policy but also implemented in practice for many years.
The Government affirms that we implement international economic integration based on the principle of maintaining national independence, sovereignty, upholding the socialist orientation, and making the country stronger; during the process of international integration, particular attention must be paid to adjusting the economic structure to suit the new trends of the times, enhancing technological innovation and equipment to improve product quality, increase the competitiveness of Vietnamese products in the global market, and adjust mechanisms and policies to align with the process of international integration.
The National Committee on International Economic Cooperation is tasked to lead and coordinate with the Government Office and relevant agencies, incorporate the opinions of government members, synthesize the two drafts "Directions and Measures to Adjust Production Structures and Investment Sectors During the Process of Integration" and "Comprehensive Strategy for International Economic Cooperation," complete them into a unified draft, and report to the Prime Minister for submission to the Politburo.
2. After hearing the reports by Minister Tran Xuan Gia of the Ministry of Planning and Investment on "The Implementation of the Plan in 1999 and the Development Plan for 2000" and Minister Nguyen Sinh Hung of the Ministry of Finance on "The Implementation of the State Budget in 1999 and the Budget Estimate for 2000," government members contributed many opinions to these reports.
In general, the Government agrees with the assessments of the implementation of the plan and state budget in 1999 as well as the plan for 2000 presented by the Ministries. The Ministry of Planning and Investment and the Ministry of Finance are instructed to incorporate the opinions of government members, perfect the documents, report to the Prime Minister for submission to the Politburo for comments before presenting to the National Assembly at the upcoming session.
3. The Government heard the report by Minister and Head of the Government Organization and Cadre Department Do Quang Trung on "The Government's Plan to Implement Resolution No. 7 of the 7th Plenary Session of the Central Committee (Term VIII)." Government members contributed many opinions to supplement and perfect this plan.
The Government Organization and Cadre Department is tasked to lead and coordinate with the Government Office and related ministries and sectors to incorporate the opinions of government members, perfect the Government's plan to successfully implement Resolution No. 7 of the 7th Plenary Session of the Central Committee (Term VIII).
4. At this meeting, Minister and Head of the Government Organization and Cadre Department Do Quang Trung presented the "Report on the Implementation of Preparations for the Election of People's Council Deputies at All Levels for the Term 1999-2004"; Minister and Director of the Government Office Duong Manh Giao presented the "Report on the Review of Leadership, Management, and Implementation of the Working Regulations of the Government in the First Nine Months of 1999."
The Government agreed to approve these reports and unanimously concluded that the preparation work for the election of People's Council deputies at all levels for the term 1999-2004 has been carried out comprehensively and widely according to the plan set forth in the national election deployment conference. Directing the conduct of this round of elections is one of the key tasks from now until the end of 1999. The Government instructs all ministries, agencies equivalent to ministries, and government bodies to promptly implement plans for directing, organizing, and serving this election based on their respective functions and responsibilities.
In the first nine months of 1999, the Government made significant efforts in leadership and management to implement Party resolutions, National Assembly resolutions, and the Government's work program for 1999. In the remaining three months of 1999, the Government needs to focus more strongly and closely on completing the annual work program effectively.
5. Minister Tran Xuan Gia of the Ministry of Planning and Investment presented to the Government the "Report on the Socio-Economic Situation in September and the First Nine Months of 1999" and the "Preliminary Report on the Inspection of Basic Construction Work in 1999."
The socio-economic situation in the first nine months of 1999, despite many difficulties, showed some positive changes: agricultural production had a good harvest, industry saw improvements, exports increased significantly, and state revenue grew. However, the tasks for the last three months of 1999 remain quite heavy.
The Government requests ministries and sectors to continue to effectively direct the measures outlined in Resolution No. 08/CP dated July 9, 1999; particularly focusing on accelerating investment programs, disbursing funds that have been delayed, creating purchasing power among various social strata, rapidly increasing exports, enhancing product consumption capacity to stimulate production development, addressing urgent social issues, especially employment and social vices.
