Implementing the Government DecreeNo. 25/CP dated May 23, 1993 on the temporary salary system for civil servants, administrative officials, and members of the armed forces; based on the Circular of the Inter-Ministerial Joint Circular No. 11/LB-TT dated June 2, 1993 of the Ministry of Labor, Invalids, and Social Affairs - Civil Service Personnel Department of the Government - Ministry of Finance guiding the implementation of allowances for appointed leadership positions in the administrative and public service sectors. After receiving the opinion of theCivil Service Personnel Department of the Government in Official Letter No. 75/BTCCBCP-TL dated June 20, 2002, the Ministry

of Finance in Official Letter No. 4566/TC-CSTC dated May 14, 2002, the Ministry of Health guides the implementation of allowances for leadership positions for Heads of Departments, Deputy Heads of Departments, Heads of Divisions, and Deputy Heads of Divisions in provincial-level health service units under the direct control of the provincial level as follows: Civil servants and administrativeofficials appointed to hold the positions of Head of Department, Deputy Head ofDepartment, Head of Division, and Deputy Head of Division in public health service units at the provincial level as stipulated in the Joint Circular No. 02/1998/TTLT-BYT-BTCCBCP dated June 27, 1998 of the Ministry Y OF ALLOWANCES AND CALCULATION METHOD

I. APPLICABLE OBJECTS

Implemented according to theprovisions of the Joint CircularN ||| No. 11/LB-TT dated June 2, 1993 ofthe Ministry

of Labor, Invalids, and SocialAffairs - Civil Service Personnel Department of the Government - Ministry ofFinance guiding the implementation of allowances for appointed leadershippositions in the administrative and public service sectors. IV. SOURCE OF FUNDS FOR PAYMENT The source of funds for implementingthe payment of the aforementioned allowances shall be allocated within the budget of the unit according to the current budget management hierarchy. This Circular takes effect 15 daysafter its date of issuance. The subjects already specified inCircular No. 13/BYT-TT dated November 27, 1993 on temporarily guiding the classification of public health service units shall continue to be implemented according to Circular No. 13/BYT-TT dated November 27, 1993.

During the implementation process,if there are any difficulties, please report to the Ministry

of Health (Personnel Department)for research and resolution./.

V. IMPLEMENTATION

This Circular shall take effect fifteen days from the date of issuance.

The subjects already specified in Circular No. 13/BYT-TT dated November 27, 1993, guiding temporarily the ranking of medical public service units shall continue to be implemented according to the provisions of Circular No. 13/BYT-TT dated November 27, 1993.
