THE MINISTER OF FINANCE

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 38/2001/PL-UBTVQH dated August 28, 2001 on fees and charges; Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Law on Fees and Charges;
Pursuant to the proposal of the Ministry of Transport at Circular No. 4283/GTVT-TCKT dated November 13, 2002 and the recommendation of the Director of the Enterprise Finance Department,

DECISION:

Article 1:

Attached herewith is the Table of Fees for Technical Safety and Quality Inspection of Inland Waterway Vessels, including:

1. Fee for approval of design of inland waterway vessels.

2. Fee for technical safety and quality inspection of newly built inland waterway vessels.

3. Fee for technical safety and quality inspection of inland waterway vessels in operation.

4. Fee for technical safety and quality inspection during repair and modification of inland waterway vessels.

5. Fee for inspection and certification of water displacement volume of inland waterway vessels.

Article 2:

The fees set out in this Table include value-added tax but exclude the fee for issuing certificates of technical safety and quality of inland waterway vessels and travel expenses, accommodation costs, and communication expenses incurred for inspection work more than 100 kilometers away from the office.

Article 3:

The design price, construction price, manufacturing price, repair price, and modification price of inland waterway vessels (including materials and equipment provided by customers) serving as the basis for calculating inspection fees in this fee table is the price excluding value-added tax.

Article 4:

For inspection tasks not specified in this fee table, the inspection fee will be calculated based on the time spent on inspection, with the rate being: 100,000 VND per hour. The minimum charge for one inspection session is: 100,000 VND per session.

Article 5:

The entities subject to payment of fees under this Decision are organizations and individuals whose inland waterway vessels are inspected for technical safety and quality by the Vietnam Inspection Authority during design, construction, repair, modification, and operation.

Article 6:

Some concepts in this fee table are understood as follows:

- Inland waterway vessel: Includes boats and ships (with or without engines) and other floating structures used for transportation or business services on inland waterways.

- Gross tonnage: Is the weight in tons of cargo, passengers, fresh water, ballast water, food, fuel oil, lubricating oil corresponding to the dry side as stipulated by current technical regulations and standards.

Article 7:

This Decision takes effect from February 1, 2003 and replaces the inspection service fee table for inland waterway vessels prescribed in Decision No. 129/1999/QĐ-BVGCP dated December 16, 1999 of the Government Price Board on the pricing of inspection services for inland waterway vessels and related guiding documents.

Article 8:

Organizations and individuals subject to payment of fees, inspection authorities, and relevant agencies are responsible for implementing this Decision.

3. Design approval fee for construction drawings is 30% of the fee specified in Table 1, and the design approval fee for completion drawings is 20% of the fee specified in Table 1.

4. Design approval fee for modifications, design approval fee for the second and subsequent products, copies of design approvals, and issuance of design files for standardized models recognized by the Vietnam Inspection Authority shall be 30% of the design approval fee specified in Table 1 or Table 2.

3. In cases where technical safety and quality inspections are conducted for batches of over 10 vessels of the same design produced at the same factory, the inspection fee is reduced by 20% starting from the second vessel.

III. TECHNICAL SAFETY AND QUALITY INSPECTION FEE FOR INLAND WATERWAY VESSELS IN OPERATION

The inspection fee for technical safety and quality of inland waterway vessels in operation includes:

1. Annual inspection fee for inland waterway vessels.

2. Periodic inspection fee for inland waterway vessels.

3. Initial inspection fee for inland waterway vessels.

4. Unusual inspection fee for inland waterway vessels.

5. Inspection fee on slipways or in dry docks for inland waterway vessels.

6. Inspection fee for small river transport vessels and small river boats.

7. Inspection fee for cargo handling equipment on vessels and floating cranes.

8. Inspection fee for pressure vessels on inland waterway vessels.

1. Annual inspection fee:

The annual inspection fee for inland waterway vessels in operation is calculated according to the formula:

Wherein:

L : The designed length of the vessel measured in meters

B: Width of the vessel design measured in meters

D: Height of the vessel's side design measured in meters

P: Total rated power of the main and auxiliary engines measured in horsepower

a: Coefficient for the type of vessel specified in Table 4 Section II.

b: Coefficient for the age of the vessel specified as follows:

A: Value of a unit fee set at 1,400 Vietnamese dong.

2. Annual inspection fee:

The annual inspection fee for inland waterway vessels is calculated based on the inspection fee level specified in Point 1 and multiplied by a factor of 1.5.

3. Initial inspection fee:

3.1 The initial inspection fee for newly constructed inland waterway vessels according to approved designs and supervised by the inspection authority during construction is calculated based on the fee level specified in Section II.

3.2 For initial inspections of inland waterway vessels that have been converted and coincide with initial, periodic, annual, launching, propeller shaft removal, or abnormal inspections, in addition to the inspection fee calculated based on the fee level specified in Section IV, the corresponding periodic or annual inspection fee will be added.

3.3 The initial inspection fee for newly constructed or converted inland waterway vessels according to approved designs, with technical supervision documentation from the inspection authority, is calculated based on the annual inspection fee level specified in Point 1.

3.4 For initial inspections of newly constructed or converted inland waterway vessels that do not comply with approved designs or lack designs, without construction supervision from the inspection authority, the inspection fee is calculated as follows:

3.4.1 Design approval fee calculated based on the fee level specified in Section I.

3.4.2 Inspection fee for newly constructed vessels calculated based on the fee level specified in Section II, and for converted vessels calculated based on the fee level specified in Section IV and Article 2 of this section.

4. Abnormal inspection fee (including inspections for unusual cases, accidents, change of ownership, transfer of registration region, extension...) is calculated based on the annual inspection fee level specified in Point 1 and multiplied by a factor of 0.8 or calculated based on the provisions of Article 4 of this Decision.

5. Inspection fee on slipways, in dry docks:

5.1 The inspection fee when inspecting on slipways, in dry docks without annual inspections and repair supervision is calculated based on the annual inspection fee level specified in Point 1 and multiplied by a factor of 0.5 or calculated based on the provisions of Article 4 of this Decision.

5.2 When inspections on slipways, in dry docks coincide with annual or periodic inspections, they are calculated based on the annual or periodic inspection fee levels specified in Points 1 and 2 and multiplied by a factor of 1.25.

6. Inspection fee for small river-crossing transport vessels, small river vessels only inspected periodically, calculated based on the annual inspection fee level specified in Point 1 or calculated based on the provisions of Article 4 of this Decision.

7. Inspection fee for cargo lifting equipment on transport vessels, floating cranes:

2. In cases where vessels must be resurveyed and redrawn to establish the basis for certifying displacement at all types of inspections, the inspection fee is calculated based on the fee level specified in Table 10 and multiplied by a factor of 2.0.

3. In cases where certificates of displacement are reissued without the need for redrawing the vessel profile, the inspection fee is calculated based on the fee level specified in Table 10 and multiplied by a factor of 0.8.

3. In cases where the certificate of water displacement volume is reissued but there is no need to remeasure and redraw the hull profile of the vessel, the inspection fee shall be calculated at eighty percent of the fee specified in Table 10.
