DIRECTIVE
CONCERNING THE LAUNCH OF COMPETITIONS TO SUCCESSFULLY IMPLEMENT THE TASKS OF ECONOMIC AND SOCIAL DEVELOPMENT IN 2006 AND THE FIVE-YEAR PLAN (2006-2010) ACCORDING TO THE RESOLUTION OF THE 10TH NATIONAL CONGRESS OF THE COMMUNIST PARTY FOR UNITS UNDER THE CONSTRUCTION SECTOR
Pursuant to Directive No. 17/2006/CT-TTg dated May 8, 2006 of the Prime Minister on launching competitions to successfully implement the tasks of economic and social development in 2006 and the five-year plan (2006-2010) according to the Resolution of the 10th National Congress of the Communist Party, and based on the reality of patriotic competition movements within the Construction Sector, the Minister of Construction requests the heads and party committees of units under the Construction Sector to implement the work of competition and commendation in the new situation as follows:
1. Organize the dissemination of Directive No. 17/2006/CT-TTg dated May 8, 2006 of the Prime Minister on launching competitions to successfully implement the tasks of economic and social development in 2006 and the five-year plan (2006-2010) according to the Resolution of the 10th National Congress of the Communist Party to all leaders, civil servants, and employees in the entire unit.
2. Launch competition movements suitable for the characteristics of their own units with practical and effective content; and disseminate to each worker, making the competition movement truly a strong driving force to promote production and business, improve the living standards of workers. Continue to implement well the three major campaigns launched by the Ministry of Construction and the Vietnam Construction Union - the campaign "Ensuring and improving the quality of construction works and products"; "Organizing good living and working conditions for construction workers"; "Building and developing the workforce of construction workers and employees in the new situation".
3. Seriously implement the programs of the Ministry on anti-corruption, thrift, and waste reduction, and administrative reform. These are important tasks aimed at effectively enhancing the efficiency and effectiveness of management mechanisms, Party building work, government operations, and mass organizations in each unit.
4. Seriously implement the Law on Competition and Commendation and the Government's Decrees guiding the implementation of the Law on Competition and Commendation, aiming to enhance the quality of competition movements; and compile the situation and results of implementing competition movements according to the criteria registered, conduct mid-term and final reviews, evaluate, and honor outstanding leading units in competition movements, identify and promote exemplary models and new factors from units throughout the Sector.
5. Improve and enhance the quality of activities of the Competition and Commendation Councils at all levels, as well as the cadre working on competition and commendation, build a cadre team that is both capable and has the right qualities to meet the requirements of innovation in competition and commendation work in the new period, contributing to bringing the Law on Competition and Commendation into practice; ensuring that commendation work is timely, accurate, and appropriate to the achievements, so that competition and commendation truly become a driving force for economic and social development, ensuring national security and defense, and building new people.
6. Strengthen the inspection of the implementation of policies and regulations on competition and commendation. Publicize units that implement well, criticize units that do not comply with the provisions of the Law on Competition and Commendation. Strictly handle negative phenomena in competition and commendation work.
The Minister of Construction requests the heads and party committees of units throughout the Sector to be responsible for disseminating the content of this Directive, organize its serious implementation, conduct mid-term and final reviews, and report (every six months and annually) to the Competition and Commendation Council of the Ministry of Construction.
The entire Construction Sector should pay attention to organizing competition movements with the highest effectiveness, practically contributing to successfully implementing the tasks of economic and social development in 2006 and the five-year plan (2006-2010) according to the Resolution of the 10th National Congress of the Communist Party.
The Competition and Commendation Board of the Ministry of Construction is responsible for monitoring, urging, and inspecting the implementation of this Directive and reporting the results to the leadership of the Ministry.
