RESOLUTION
ON THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2012
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Based on the examination of reports from the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies of the National Assembly, and opinions of National Assembly deputies,
RESOLVES
I. REGARDING THE IMPLEMENTATION OF THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2011
In 2011, the world economy continued to experience complex developments; domestically, natural disasters, epidemics, along with accumulated difficulties, weaknesses from previous years increased macroeconomic volatility, affecting production and people's livelihoods. With efforts and determination to overcome difficulties, Vietnam's economy maintained a growth rate of about 6%, and major macroeconomic balances improved positively. Political stability was maintained, national defense, security, public order, and social safety were secured; foreign relations were further strengthened. Border issues, territorial disputes on land, at sea, and on islands were resolved satisfactorily and in accordance with international law.
However, Vietnam's economy still faces many challenges, with high inflation; the negative effects of measures to control inflation and stabilize the macroeconomy have impacted economic growth rates. The living conditions of the people, especially the poor and low-income workers, remain difficult. Education, healthcare, culture, and sports still face many shortcomings. Social issues such as crime, traffic accidents, traffic congestion, and environmental pollution continue to cause public concern.
II. REGARDING THE OBJECTIVES AND KEY INDICATORS FOR 2012
In 2012, the world economy is forecasted to continue experiencing unpredictable fluctuations. Domestically, the limitations and weaknesses will become more pronounced, making macroeconomic management more challenging in balancing stability, controlling inflation, and maintaining reasonable growth rates. These circumstances will create both opportunities and challenges, requiring decisive, focused leadership and full mobilization of internal strength nationwide.
1. General Objective
Prioritize controlling inflation, stabilizing the macroeconomy, maintaining reasonable growth rates linked to reforming the growth model and restructuring the economy, improving quality, efficiency, and competitiveness; ensuring social welfare, social security, and improving people's lives; maintaining political stability, consolidating national defense, ensuring national security, public order, and social safety; enhancing the effectiveness of external activities and international integration.
Consumer price index increase below 5%.
a) Economic Indicators
Gross Domestic Product (GDP) to increase by approximately 6% - 6.5%.
Total export value to increase by 13%. Trade deficit to be around 11% - 12% of total export value. Under permissible conditions, strive to reduce the trade deficit below 10% of total export value.
Budget deficit to aim for under 4.8% of GDP.
Total investment capital for social development to be around 33.5% of GDP.
Consumer Price Index to increase below 10%.
b) Social Indicators
Create jobs for approximately 1.6 million workers.
Urban unemployment rate to be approximately 4%.
Proportion of laborers with vocational training among the total workforce to reach 46%.
The poverty rate to decrease by 2%, specifically in poor districts by 4%.
Rate of children under five suffering from malnutrition to be below 16.6%.
Number of hospital beds per ten thousand people (excluding village health station beds) to reach 21.5 beds.
c) Environmental Indicators
Ratio of serious environmental polluters that have been treated to reach 79%.
Ratio of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards to reach 70%.
The forest coverage rate reaches 41%.
III. SOME MAJOR TASKS AND SOLUTIONS
1. Direct the Government to promptly complete the overall plan for restructuring the economy in conjunction with reforming the growth model towards enhancing quality, efficiency, and competitiveness; implement synchronously according to appropriate timelines across all industries and sectors nationwide and report to the National Assembly at its third session.
Restructure investment, focusing on public investment, reducing its share gradually and improving its effectiveness. Develop mechanisms and policies to guide and facilitate socialization in investment activities. Enhance the quality and sustainability of foreign direct investment capital.
Restructure the financial market, focusing on restructuring the banking system and financial organizations. Improve service quality and enhance system safety; gradually reduce reliance on bank credit for investment; create conditions for enterprises to raise funds from capital markets; strictly monitor securities companies' operations; improve insurance activity efficiency; effectively manage investment funds and prevent speculative manipulation of the market.
Restructure businesses across various economic components, with a focus on state-owned corporations and conglomerates. Enhance corporate governance capabilities of state-owned enterprises; ensure transparency in financial statements and business results to contribute to economic stability. Increase access to capital for small and medium-sized enterprises, export-oriented enterprises, agricultural product processing enterprises, and consumer goods producers serving the direct needs of the population, creating jobs, and income for workers.
2. Ensure coordinated implementation by state management agencies and strict enforcement by local authorities in prioritizing the control of inflation. Strengthen management, supervision, and control of government debt, public debt, and foreign debt. Prudently manage fiscal, monetary, and import-export policies to keep the Consumer Price Index increase low, stable monthly, and achieve annual targets. Prioritize using excess revenue from the state budget in 2011 to reduce the deficit, increase repayment, or reduce borrowing. Strictly control and minimize imports, particularly non-essential consumer goods.
Actively control prices, ensure supply-demand balance, and stabilize market prices; strengthen oversight of price law compliance and market management to curb speculation and resolutely combat smuggling and commercial fraud.
3. Continue to vigorously develop domestic industries and exports, especially services with high added value, competitive products, and those capable of participating in global value chains.
Review and synchronize land policies, taxes, credit, labor, and market policies to enhance investment attraction in agricultural and rural development sectors. Implement specific measures to promptly address the consequences of natural disasters and epidemics to increase food production; prioritize solutions to boost agricultural, forestry, and fishery production to support farmers in increasing their income and improving their living standards; build and develop integrated clusters connecting production, processing, distribution, and consumption of agricultural products... Organize the effective implementation of the National Target Program on New Rural Development in accordance with the practical conditions of each locality.
Establish mechanisms and policies to encourage the development of industry and commerce serving agriculture and rural areas; review industrial development plans in various regions, improve the efficiency of existing industrial zones and clusters; focus on new investments in power generation projects, petrochemical products, and continue to implement policies to promote production for export.
4. Effectively implement the three strategic breakthroughs in 2012, focusing on summarizing the implementation and building amendments and supplements to the 1992 Constitution as a foundation for the construction and improvement of a comprehensive, stable, and transparent legal system. Strengthen legal education and dissemination, enhance administrative discipline and rule of law within the executive branch. Increase investment in human resources to meet the requirements of salary reform. Intensify inspections, reviews, and corrections at universities upgraded from colleges and newly established universities. Leverage the role of research institutions and scientists in evaluating economic and social development policies, programs, and projects. Enhance the application of science and technology in key industries and fields that have basic material and human resource foundations. Review and assess infrastructure development projects, especially in key economic regions, to allocate capital for projects that can be completed and put into use within the next two years, 2012-2013. Efficiently utilize land funds for infrastructure development, linking land use planning with transportation infrastructure planning to increase non-budgetary funding sources.
5. Continue to effectively implement social welfare policies, implement the poverty reduction program efficiently, particularly in areas affected by natural disasters and epidemics, economically and socially difficult regions, and extremely difficult regions; publicize, clarify, and simplify administrative procedures to provide timely support to the people. Continue to support poor households, near-poor households, and policy beneficiaries significantly impacted by state adjustments in electricity, oil, coal prices, and service fees under market mechanisms. Increase health insurance subsidies for certain groups and support farmers in participating in the universal health insurance program. Implement national target programs in healthcare, employment, vocational training, and poverty reduction; simultaneously study and adjust poverty reduction policy mechanisms, concentrating resources to achieve better poverty reduction results.
6. Strengthen mechanisms, policies, and measures for afforestation and forest protection. Manage, exploit, and use land, water, mineral, and other resources effectively. Announce the National Program on Climate Change Response and Sea Level Rise for each region and local area, along with specific implementation plans to ensure people's peace of mind and proactive prevention and mitigation of losses. Focus on intensifying environmental pollution control in economic zones, industrial parks, export processing zones, craft villages, hospitals, and regularly inspect and promptly handle violations strictly.
7. Improve the quality and effectiveness of investigation, prosecution, trial, and enforcement activities. Reform the organization and operation of judicial bodies based on the central position of the courts and the core activity of trials in judicial reform. Strengthen the material and personnel bases of judicial bodies. Enhance the responsibility of the Procuracy during the investigation and trial stages, preventing the release of guilty individuals and wrongful convictions; pay attention to the consolidation and improvement of the quality of auxiliary judicial bodies' operations.
8. Strengthen defense and security capabilities in local defense areas, especially critical areas, borders, and islands; closely integrate economy with defense and security in strategic planning, plans, and individual investment development projects; accelerate the development of defense and security industries; invest in developing economic-defense zones and maritime areas. Vigorously carry out mass mobilization work, build strong and comprehensive grassroots organizations, consolidate the defense and security posture more firmly. Intensify efforts to prevent law violations and crimes, particularly organized crime, transnational crime, economic crime, official crime, and corruption; strictly punish acts of resisting law enforcement officers. Prevent social vices, curb and reverse traffic accidents, gradually resolve traffic congestion in major cities.
9. Continue to expand and harmonize foreign relations, deepen and stabilize relations with partners, especially neighboring countries, regions, major powers, potential partners, and traditional friends; create a peaceful and stable environment for development and national protection. Fulfill international commitments. Strive to protect legitimate interests in trade disputes; consolidate mechanisms for directing and implementing international agreements. Improve strategic research, advisory, and forecasting work, closely following new developments in global and regional situations, promptly identifying and addressing emerging issues to ensure the cause of national construction and protection.
IV. IMPLEMENTATION
The Government, the Supreme People's Court, and the Supreme People's Procuracy shall organize the effective implementation of the Resolution of the National Assembly according to their respective functions.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Members, and National Assembly Members shall supervise the implementation of this Resolution.
The Vietnam Fatherland Front Central Committee, the member organizations of the Front, and social organizations established in accordance with the law shall supervise and encourage all strata of the people to implement this National Assembly Resolution effectively.
The National Assembly calls on compatriots, soldiers throughout the country, and overseas Vietnamese to raise their patriotic spirit of competition, unity, and effort, seize favorable opportunities, overcome difficulties and challenges, and successfully implement the economic and social development plan for 2012, laying a foundation for the comprehensive completion of the Five-Year Plan from 2011 to 2015.
This Resolution was adopted by the XIIth Session of the XIIIth National Assembly of the Socialist Republic of Vietnam on November 9, 2011./.
