1. Amend and supplement Point d of Clause 2 of Article 24 as follows: certain provisions of the Regulations on University and College Admissions for Full-time Programs issued together with Circular No. 03/2010/TT-BGDĐT dated February 11, 2010, of the Minister of Education and Training

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the Department of Higher Education,
The Minister of Education and Training decides:
Article 1. Amending and supplementing certain provisions of the Regulations on University and College Admissions for Full-time Programs issued together with Circular No. 03/2010/TT-BGDĐT dated February 11, 2010, of the Minister of Education and Training, as follows:
1. Supplementing Point d and Point đ of Clause 3, Article 7, as follows:
“d) Candidates who are persons with disabilities unable to independently perform daily living activities: The principals of schools shall base their decisions on the candidates' high school academic records, health status, and the requirements of the training program to admit them for study. health status and training requirements to consider deciding admission.
đ) Candidates who are foreign nationals wishing to study at Vietnamese universities: The principals of schools shall base their decisions on the candidates' high school academic records (grade sheets), results of knowledge and Vietnamese language tests as prescribed by the schools to admit them for study.”
2. Supplementing an item in Point b, Clause 2, Article 8, as follows:
“- A certified copy of the certificate of preferential treatment (if applicable).”
3. Supplementing Point h of Clause 1, Article 19, as follows:
“h) For multiple-choice test questions:
- Members of the Test Question Committee draw questions from the question bank.
- The Head of the Subject Examination assigns members of the committee to develop and review each multiple-choice question according to the requirements of the examination content (Article 18).
- The committee works collaboratively, successively revising each question in the proposed examination.
- After the final revision, the Head of the Subject Examination signs the examination and hands it over to the Head of the Test Question Committee.
- Members of the Test Question Committee mix the examination into different versions.
- The committee reviews each version of the examination, answers, and signs each version of the examination.”
4. Supplementing Point n of Clause 1, Article 24, as follows:
“n) For multiple-choice subjects, in addition to the responsibilities specified in Clause 1 of this Article, invigilators must perform the following tasks:
- Collect examination bags, answer sheets, and related examination files and bring them to the examination room; sign the rough draft paper and answer sheet.
- Distribute answer sheets and rough draft papers, instructing candidates to fill in items 1 through 9 on the answer sheet.
- Distribute examinations to candidates so that two adjacent candidates (both horizontally and vertically) do not have the same examination code. When distributing the examination, require candidates to place the examination under the answer sheet and not view the examination until the last candidate receives it and is allowed to turn it over and write and mark the examination code on the answer sheet, and record the examination code on two collection sheets.
- Check the writing and marking of the examination code on the answer sheet by the candidates (compare the examination code written and marked on the answer sheet with the code recorded on the candidate's examination paper).
- Do not allow candidates to leave the examination room before the end of the examination time and do not collect answer sheets before the end of the examination time.
- Hand over all answer sheets (arranged in ascending order of registration number) and one copy of the collection sheet (with the examination code filled in and signed by all candidates) placed in the examination bag to the examination venue leadership (to be transferred to the unit leader for independent custody and management separate from the Examination Processing Team). One copy of the collection sheet remains outside the examination bag and is handed over to the examination venue leadership (to be transferred to the unit leader for independent custody and management separate from the Examination Processing Team).”
5. Point đ of Clause 3 of Article 25 is amended and supplemented as follows:
“đ) Before starting the examination, candidates must fully fill in their registration number (both the alphabetic and numeric parts) on the examination paper and rough draft paper, and request both invigilators to sign and clearly write their full names on the examination paper and rough draft paper.”
6. Supplementing Clause 4 to Article 25 as follows:
“4. When taking multiple-choice subjects:
a) Candidates must complete the examination on the pre-printed answer sheet as prescribed by the Ministry of Education and Training; the completed answer sheet must have signatures of two invigilators. On the answer sheet, only one type of ink may be used, which cannot be red ink. The boxes for registration number, examination code, and responses must be shaded with black pencil. In case of shading errors or wanting to change the answer, candidates must erase the old shading completely and then shade the new box they choose;
b) Fill in all required information accurately and completely in the blank spaces at the top of the answer sheet; for the registration number, all six boxes (including leading zeros) must be shaded; fill in the examination code accurately on two collection sheets;
c) When receiving the examination, candidates must place the examination under the answer sheet; they are not allowed to view the examination until permitted by the invigilator;
d) Candidates must check the examination to ensure that the number of multiple-choice questions matches the number stated in the examination; the content of the examination is printed clearly without missing characters or blurred print; all pages of the examination bear the same examination code. If there are any unusual details in the examination or more than one examination, candidates must immediately report to the invigilator for handling; for examination invigilators to handle;
đ) When the examination time ends, upon the command to collect the answer sheets, candidates must stop working, place the answer sheet on top of the examination, and wait to submit the answer sheet according to the invigilator's instructions. Even if they cannot complete the examination, candidates must still submit the answer sheet. Upon submitting the answer sheet, candidates must sign both collection sheets;e) Candidates may leave the examination room only after the invigilator has verified all answer sheets in the examination room and given permission to leave.”
7. Amending the title of Clause 2, Article 28, as follows: “2. Handling examination results and making examination marking records for subjective subjects.”
8. Supplementing Clause 3 to Article 28 as follows:
“3. Handling examination results and making examination marking records for multiple-choice subjects
a) All answer sheets (candidates' responses) must be graded using machines and specialized software. The grading software must have the function of detecting and identifying individual candidate errors to grade correctly according to the Regulations;
b) The composition of the Examination Processing Team: The Team Leader is the Examination Grading Committee Leader, members are staff and technicians, the Supervision Section includes inspectors assigned by the unit leader and police officers;
a) All answer sheets for multiple-choice questions (the candidates' work) must be graded by machine and specialized software. The grading software must have the function to check and identify errors in the candidates' individual sections to grade accurately according to the Regulations;
b) Members of the organization handling the multiple-choice test: The head is the leader of the grading committee, members are staff and technicians, the supervisory team consists of inspectors assigned by the unit's head and police officers;
c) During the process of marking multiple-choice tests, a direct and continuous supervision team must be arranged from the moment the envelope containing the answer sheets is opened until the end of the marking process. Members involved in handling the answer sheets must absolutely not bring pencils or erasers into the marking room and are strictly prohibited from making any alterations to the answer sheets of candidates for any reason. Any unusual occurrences must be immediately reported to the Supervision Team and the Head of the Group for confirmation and recording in the minutes. After scanning, all answer sheets and test collection sheets must be sealed, stored, and kept secure at the unit.
d) After scanning, a verification process must be conducted to check for all logical errors and correct any technical errors (if any) during the scanning process. For subjects with two parts (common and specific sections), the marking software function must be used to filter out all answer sheets that have completed both specific sections and carefully verify them to ensure the rights of candidates.
đ) Data storage:
Scanned data (exported from the software, ensuring structure and requirements according to the regulations of the Ministry of Education and Training) must be recorded on two identical CDs, sealed under the supervision of the police. One CD is handed over to the Chief of the Marking Board (of the unit with marked papers) for safekeeping, while the other CD is sent via express mail to the Ministry of Education and Training (Quality Assurance and Testing Department), no later than ten days after the last subject of the examination period.
Only after sending the CD containing scanned data to the Quality Assurance and Testing Department can the Multiple Choice Test Paper Processing Group open the seal on the CD containing the marking data to proceed with scoring.
e) Scoring: The marking group uses computers to convert scores from a scale of 100 to a scale of 10 (with decimal points up to 0.25) for each multiple-choice test paper. Uniformly use the subject code in the data files as prescribed by the Ministry of Education and Training.
f) Reporting results:
Immediately after completing the marking process, the processed and marked multiple-choice test data files (exported from the software, ensuring structure and requirements according to the regulations of the Ministry of Education and Training) must be saved on a CD and sent to the Quality Assurance and Testing Department.
9. Amend the numbering of Clause 3 of Article 28 to Clause "4."
10. Add Clause 4 to Article 30 as follows:
"4. Rechecking of multiple-choice test papers:
a) Candidates may request a recheck of their multiple-choice test papers after completing the procedures stipulated in the Regulations.
b) The Rechecking Group for Multiple Choice Test Papers (part of the Appeals Board) has a similar composition to the Processing Group for Multiple Choice Test Papers.
c) The score rechecked by the Rechecking Group for Multiple Choice Test Papers is the official score of the candidate in the examination period."
11. Clause 1 of Article 35 is amended and supplemented as follows:
"1. The Chairman of the Admissions Council directly reviews the list of successful candidates submitted by the Secretariat and signs the call-up notice for successful candidates to enroll. In the call-up notice, clearly state the examination results of the candidate and the necessary procedures for the candidate when enrolling; do not send the call-up notice for successful candidates who did not submit an application for admission to the school.
Schools must commence the academic year no later than October 30. By October 15 each year, schools must prepare a list of successful candidates and publish it on the Internet."
12. Add Point f to Clause 1 of Article 40 as follows:
"f) Issue a warning or impose a higher disciplinary action against the Chairman of the Admissions Council and others involved if they violate any of the following offenses:
- Sending call-up notices for successful candidates to those who did not submit an application for admission to the school.
- Announcing the acceptance and closing of applications for admission outside the specified time frame.
- Lowering admission scores contrary to regulations.
- Calculating the minimum score requirement using scaled scores."
Article 2. Abolish certain provisions of the University and College Regular System Admissions Regulations issued together with Circular No. 03/2010/TT-BGDĐT dated February 11, 2010, of the Minister of Education and Training, as follows:
1. Abolish Point i of Clause 1 of Article 5.
2. Abolish Point e of Clause 3 of Article 35.
Article 3. This Circular takes effect from April 14, 2011. All previous provisions contrary to this Circular are hereby abolished.
Article 4. The Director of the Office, the Inspector General, the Director of the Higher Education Department, the Director of the Quality Assurance and Testing Department; Heads of relevant units under the Ministry of Education and Training, Ministers of Ministries, Heads of agencies equivalent to ministries, Chairmen of provincial People's Committees, Directors of provincial Departments of Education and Training, Directors of universities and academies; Principals of universities and colleges are responsible for implementing this Decision./.
