ISSUING NATIONAL TECHNICAL REGULATIONS ON SAFE EXPLOSIVES FOR UNDERGROUND MINES WITH METHANE GAS (AH1)
for methane gas coal mines (AH1)
WHEREAS, THE GOVERNMENT DECREE NO. 189/2007/NĐ-CP OF DECEMBER 27, 2007 ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INDUSTRY AND TRADE AND THE GOVERNMENT DECREE NO. 44/2011/NĐ-CP OF JUNE 14, 2011 AMENDING AND SUPPLEMENTING ARTICLE 3 OF THE GOVERNMENT DECREE NO. 189/2007/NĐ-CP OF DECEMBER 27, 2007;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
WHEREAS, THE CIRCULAR NO. 23/2007/TT-BKHCN OF SEPTEMBER 28, 2007 OF THE MINISTRY OF SCIENCE AND TECHNOLOGY GUIDING THE DEVELOPMENT, REVIEW AND ISSUANCE OF TECHNICAL REGULATIONS;
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON SAFE EXPLOSIVES FOR UNDERGROUND MINES WITH METHANE GAS (AH1)
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 26, 2012.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION, THE DIRECTORS OF THE MINISTRY’S DEPARTMENTS, THE DIRECTORS OF THE MINISTRY’S TOTALITY BUREAUS AND DIRECTORATES, THE DIRECTORS OF THE PROVINCES’ AND CENTRALLY-GOVERNED CITIES’ INDUSTRY AND TRADE DEPARTMENTS, THE HEADS OF THE AFFECTED AUTHORITIES, ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
