CIRCULAR
Regulations on the Conditions for Operating Sports Facilities Organizing Judo Activities
Pursuant to the Law on Physical Culture and Sports No. 77/2006/QH11 dated October 29, 2006;
“1. Position
Article 1. Other types of artistic performances
Pursuant to the Government Decree No. 69/2008/NĐ-CP dated May 30, 2008 on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;
Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.
The Minister of Culture, Sports and Tourism stipulates the professional conditions for operating sports facilities organizing Judo activities.
Article 1. Scope of Regulation
This Circular provides detailed regulations on professional conditions, infrastructure, equipment, and professional staff of sports facilities organizing Judo activities.
Article 2. Applicability
This Circular applies to organizations and individuals organizing Judo activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing Judo activities must be a business entity that conducts operations and obtains a certificate of eligibility for business operations according to the procedures prescribed in Clause 5, Article 55 of the Law on Physical Culture and Sports.
2. When organizing high-performance sports training and competition activities in Judo, a sports facility must ensure the conditions specified in Article 43 of the Law on Physical Culture and Sports.
Article 4. Conditions regarding Infrastructure and Equipment for Training
The location for organizing Judo activities must meet the following conditions:
1. There must be a training mat with an area of at least 64 square meters. The surface of the mat must be flat, non-slippery, and safe from causing injuries during training and competition. The minimum thickness of the mat is 4 cm.2 or more. The mat surface must be flat, non-slippery, ensuring it does not cause injury to athletes during training and competition. The thickness of the mat must be at least 4 cm.
2. The mat must be placed on a floor made of concrete, wood, or a spring-loaded platform.
3. The minimum training density is 3 square meters per person.2/01person.
4. The lighting level in the training area must be at least 200 lux.
5. Sound levels must comply with national technical standards. The measurement points for sound and noise are located outside the windows and doors of the training area.
6. There must be sufficient first aid supplies, changing rooms, storage areas for clothing, restrooms, and parking spaces.
7. There must be a logbook recording the names, date of birth, gender, place of residence, and application forms of each participant.
8. There must be a bulletin board displaying rules including training hours, safety measures during training, and other relevant regulations.
9. There must be a display of Judo techniques and illustrative images.
10. Security, hygiene, environment, labor safety, and fire prevention must comply with legal provisions.
11. Participants must wear specialized Judo uniforms.
Article 5. Conditions concerning specialized staff
1. Sports facilities organizing Judo activities must have coaches or instructors who meet one of the criteria set out in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the Committee for Physical Culture and Sports guiding the implementation of certain provisions of Government Decree No. 112/2007/NĐ-CP dated June 26, 2007 on detailed regulations and guidance for implementing certain articles of the Law on Physical Culture and Sports, and hold a black belt of at least 1st dan issued by the International Judo Federation or the Vietnam Judo Federation.
2. Each professional staff member guiding training may not exceed 30 participants per session.
Article 6. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Department of Culture, Sports and Tourism shall conduct inspections and handle violations of this Circular within its authority against organizations and individuals organizing Judo activities.
3. Provincial Departments of Culture, Sports and Tourism under the central government are responsible for implementing this Circular.
Article 7. Effective Date
1. This Circular takes effect from January 15, 2013.
Sports facilities organizing Judo activities that were established but do not yet meet the conditions specified in this Circular must complete the necessary improvements within six months from the date this Circular takes effect.
2. During implementation, if any issues arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and timely resolution./.
