Pursuant to the Law on Information Technology dated June 29, 2006;
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
The Minister of Information and Communications promulgates this Circular amending and supplementing Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications on the List of software and hardware, electronic products.
Article 1. Amending and supplementing Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications on the List of software and hardware, electronic products as follows:
The Minister of Information and Communications issues this Circular to regulate Professional Information Technology Human Resource Skill Standards.
Article 1. Scope of Regulation
This Circular stipulates certain Professional Information Technology Human Resource Skill Standards, including:
1. Database Skill Standard;
2. Network System Skill Standard;
3. Information Technology System Management Skill Standard;
5. Software Design and Development Skill Standard.
Article 2. Applicability
1. This Circular applies to agencies, organizations, and individuals directly involved or related to the assessment of specialized skills of information technology human resources (IT) in short-term training activities and the enhancement of specialized skills.
2. It is encouraged for organizations and individuals to apply this Circular in the development of training programs and curricula; recruitment and utilization of labor; learning and improving qualifications; and other activities related to the evaluation of the level and specialized skills of IT human resources.
Article 3. Explanation of Terms
In this document, the following terms are understood as follows:
2. The intermediate, college, and university levels used in ranking the skill standards prescribed in Article 4 of this Circular are defined in the Law on Education and its implementing regulations.
Article 4. Regulation of Professional Information Technology Human Resource Skill Standards
1. Professional Information Technology Human Resource Skill Standards are a system of requirements regarding knowledge and skills in information technology that workers in the field of information technology need to achieve in order to perform specific tasks or groups of tasks. Some Professional Information Technology Human Resource Skill Standards are as follows:
a) Database Skill Standard (DBSS): includes requirements regarding knowledge and skills necessary to carry out activities related to overall planning, requirement determination, analysis, design, construction, testing, and operation management of database systems;
b) Network System Skill Standard (NWSS): includes requirements regarding knowledge and skills necessary to carry out activities related to requirement determination, design, construction, testing, operation, maintenance, management, and advisory development of computer network systems;
c) Information Technology System Management Skill Standard (SMSS): includes requirements regarding knowledge and skills necessary to carry out activities related to planning, operation management, human resource management, user management, resource management, error and incident management, information security management, performance management, maintenance, activity evaluation of the system, and user support;
đ) Software Design and Development Skill Standard (SDSS): includes requirements regarding knowledge and skills necessary to carry out activities related to requirement determination, user requirement analysis, systematization requirement determination, development preparation, overall design, component design, detailed design, programming, software installation support, and software testing.
2. Requirements for knowledge and skills: each Professional Information Technology Human Resource Skill Standard has basic knowledge requirements and advanced knowledge and skill requirements. Specifically as follows:
a) Basic knowledge requirements: basic information technology knowledge requirements for Professional Information Technology Human Resource Skill Standards prescribed in Appendix No. 01 of this Circular, corresponding to each level as specified in Clause 3 of this Article;
- Database Skill Standard: advanced knowledge and skill requirements for the Database Skill Standard are prescribed in Appendix No. 02 of this Circular;
- Network System Skill Standard: advanced knowledge and skill requirements for the Network System Skill Standard are prescribed in Appendix No. 03 of this Circular;
- Information Technology System Management Skill Standard: advanced knowledge and skill requirements for the Information Technology System Management Skill Standard are prescribed in Appendix No. 04 of this Circular;
- Information Security Skill Standard: advanced knowledge and skill requirements for the Information Security Skill Standard are prescribed in Appendix No. 05 of this Circular;
- Software Design and Development Skill Standard: advanced knowledge and skill requirements for the Software Design and Development Skill Standard are prescribed in Appendix No. 06 of this Circular.
3. Classification of Professional Information Technology Human Resource Skill Standards: each Professional Information Technology Human Resource Skill Standard is divided into four levels from low to high, corresponding to Level 04 to Level 01. Specifically as follows:
a) Level 4:
- Meeting the basic information technology knowledge requirements prescribed in Point a, Clause 02 of this Article at the intermediate level, or graduating from an information technology training program at the intermediate level or higher vocational education;
- Meeting the advanced knowledge and skill requirements of Level 4 corresponding to each standard as prescribed in Point b, Clause 2 of this Article.
b) Level 3:
- Meeting the basic information technology knowledge requirements prescribed in Point a, Clause 02 of this Article at the college level, or graduating from an information technology training program at the college level or higher vocational education;
- Meeting the advanced knowledge and skill requirements of Level 3 corresponding to each standard as prescribed in Point b, Clause 2 of this Article.
c) Level 2:
- Fulfilling the basic knowledge requirements about information technology as stipulated at Point a, Clause 2 of this Article at the bachelor's level, or graduating from a bachelor's degree program or higher in information technology;
- Meeting the specific knowledge and skill requirements for Level 2 corresponding to each standard as prescribed at Point b, Clause 2 of this Article;
- Possessing the ability to lead a technical staff group of ten or more people in a field consistent with the corresponding skill standard;
- Having at least six consecutive years of work experience at Level 3;
d) Level 1:
- Fulfilling the basic knowledge requirements about information technology as stipulated at Point a, Clause 2 of this Article at the bachelor's level, or graduating from a bachelor's degree program or higher in information technology;
- Meeting the specific knowledge and deep expertise requirements for Level 1 corresponding to each standard as prescribed at Point b, Clause 2 of this Article;
- Possessing the ability to lead a technical staff group of fifty or more people in a field consistent with the corresponding skill standard;
- Having at least three consecutive years of work experience at Level 2;
Article 5. Effective Date
This Circular takes effect from June 22, 2015.
Article 6. Implementation Organization
1. The Director of the Office, the Heads of the Department of Information Technology, the Heads of agencies and units under the Ministry of Information and Communications, the Directors of Provincial Departments of Information and Communications, and related organizations, entities, and individuals are responsible for implementing this Circular.
2. Entrust the Department of Information Technology (Ministry of Information and Communications) with the responsibility to advise and organize guidance on the implementation of this Circular; research, propose, supplement, and update professional IT human resource standards suitable for actual conditions.
3. During the implementation process, if any issues arise, agencies, organizations, and individuals should report them to the Ministry of Information and Communications (Department of Information Technology) for prompt resolution./.
