Regulations on uniforms for officials, civil servants, and employeesCivil Aviation Administration of Vietnam

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decision No. 51/2016/QĐ-TTg dated November 29, 2016 of the Prime Minister on certain special financial mechanisms for the Civil Aviation Administration of Vietnam;
At the proposal of the Director of the Legal Department and the Director of the Civil Aviation Administration of Vietnam;
The Minister of Transport hereby issues this Circular regulating the uniforms for officials, civil servants, and employees of the Civil Aviation Administration of Vietnam.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates the uniforms for officials, civil servants, and employees of the Civil Aviation Administration of Vietnam.
Article 2. Applicability
This Circular applies to officials, civil servants, and employees of the Civil Aviation Administration of Vietnam, including:
1. Director, Deputy Director.
2. Head of Office, Inspector General, Heads of Departments, Deputy Heads of Departments, Deputy Heads of Office, Deputy Inspectors General, and equivalent positions.
3. Civil servants not holding leadership or management positions.
4. Contract-based workers (hereinafter referred to as employees).
Article 3. General Principles
1. Officials, civil servants, and employees of the Civil Aviation Administration of Vietnam shall be provided uniforms according to the regulations and issuance periods set forth in this Circular.
2. Officials, civil servants, and employees of the Civil Aviation Administration of Vietnam are responsible for maintaining and preserving the uniforms provided. In case the provided uniforms are lost or damaged, they must immediately report to the head of the agency in writing for consideration and supplementary issuance.
3. Officials, civil servants, and employees of the Civil Aviation Administration of Vietnam, upon termination of employment, transfer to other positions, or disciplinary action leading to dismissal, must return all issued uniforms.
4. Officials, civil servants, and employees of the Civil Aviation Administration of Vietnam shall wear uniforms while performing official duties; they shall not wear uniforms that have been issued incorrectly.
Chapter II
This Circular takes effect from May 16, 2017.
Article 4. General provisions on uniforms
1. Uniforms for officials, civil servants, and employees of the Civil Aviation Administration of Vietnam (hereinafter collectively referred to as uniforms) include: shirt, vest, trousers, skirt, tie, shoes, socks, belt.
2. Color of uniforms
a) Shirt: white.
b) Trousers, skirt, vest, tie, socks: dark blue.
c) Leather shoes, leather belt: black.
Article 5. Detailed provisions on uniforms
1. Male uniform
a) Vest: lined inside, regular collar with two buttons, two pockets under flap (flap height 4.5 cm), four sleeve buttons, back split on both sides, one chest pocket on the left side, with a clip on the left chest to attach the civil servant badge;
b) Trousers: straight leg, two diagonal front pockets, one pleat, one back pocket with button, hidden button, with belt loops, waistband 4 cm;
c) Long-sleeved shirt: stand-up collar, one cuff button, one chest pocket on the left side, two pleats at the back measuring 1 cm each;
d) Short-sleeved shirt: stand-up collar, one chest pocket on the left side, sleeve length 3 cm from the elbow, two pleats at the back measuring 1 cm each;
đ) Leather belt: width 38 mm, metal buckle color white;
e) Shoes: black, short ankle, closed toe, not too pointed, with laces.
2. Female uniform
a) Vest: lined inside, regular collar with two buttons, two pockets under flap (flap height 3 cm), three sleeve buttons, no side splits, with a clip on the left chest to attach the civil servant badge;
b) Trousers: straight leg, two hidden front pockets, with belt loops, waistband 3 cm;
c) Skirt: length reaching the knee or just below the knee, lined, two hidden pockets, with belt loops, waistband 3 cm;
d) Long-sleeved shirt: stand-up collar, one cuff button, with plackets on both chest areas;
đ) Short-sleeved shirt: stand-up collar, cuffs, sleeve length 2 cm from the elbow;
e) Belt: leather, dark blue, width 28 mm, metal buckle color white;
g) Shoes: black, square heel 50 mm high, closed toe, not too pointed, with laces or without laces.
3. Accessories for male and female
a) Tie: dark blue; width 60 mm; emblem of the Civil Aviation Administration of Vietnam; woven diagonally with the letters "Civil Aviation Authority of Viet Nam - CAAV";
b) Socks: made of fabric yarn, dark blue.
4. Sample uniforms are specified in the attached Appendix to this Circular.
Article 6. Issuance regime, service life, and funding for uniforms
Clause 1. The issuance regime and service life of uniforms for officers, civil servants, and employees of the Vietnam Civil Aviation Authority are as follows:
Point a) For items with a two-year service life: vest: 01 piece every two years (in the first year, 02 pieces are issued).

2. Source of funds for implementation
The funding for uniforms for officers, civil servants, and employees of the Vietnam Civil Aviation Authority shall be implemented in accordance with Decision No. 51/2016/QĐ-TTg dated November 29, 2016, of the Prime Minister on certain special financial mechanisms for the Vietnam Civil Aviation Authority.
Chapter III
IMPLEMENTING PROVISIONS
Article 7. Effective Date
Clause 1. This Circular takes effect from June 1, 2017.
Clause 2. This Circular replaces Circular No. 40/2012/TT-BGTVT dated September 26, 2012, of the Minister of Transport regarding the uniforms of officers, civil servants, and officials of the Vietnam Civil Aviation Authority.
Article 8. Implementation organization
Clause 1. The Heads of the Ministry's Office, the Inspectorate, the Department Heads, the Director of the Vietnam Civil Aviation Authority, relevant agencies, organizations, and individuals are responsible for implementing this Circular.
Clause 2. In the course of implementation, if there are any difficulties, they are requested to report to the Ministry of Transport for consideration and decision./.
