Issuing technical safety inspection procedures for
formwork sliding systems; independent concrete distribution booms; drilling machines,
pile driving and pile insertion machines used in construction works

Pursuant to the Labor Safety Law on June 25, 2016;
Pursuant to Decree No. 81/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 44/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Labor Safety Law regarding technical safety inspection activities, labor safety training, and workplace environmental monitoring;
At the proposal of the Director of the National Appraisal Agency for Construction Quality,
The Minister of Construction issues this Circular on technical safety inspection procedures for formwork sliding systems; independent concrete distribution booms; drilling machines, pile driving and pile insertion machines used in construction works.

1. Technical safety inspection procedure for formwork sliding systems, code QTKĐ: 04-2017/BXD.
2. Technical safety inspection procedure for independent concrete distribution booms, code QTKĐ: 05-2017/BXD.
Article 2. Effective Date
This Circular takes effect from December 1, 2017.
Article 3. Implementation Organization
1. The National Construction Quality Inspection Agency shall be responsible for implementing this Circular; compiling and reporting to the Ministry of Construction any suggestions for amending and supplementing each technical safety inspection procedure to align with the technological development level of machinery and equipment under the management of the Ministry of Construction that have strict requirements for labor safety.
2. Within fifteen days from the date of issuance of the Certificate of Inspection Results for machinery and equipment according to the technical safety inspection procedures stipulated in Article 1 of this Circular, organizations conducting technical safety inspection activities shall be responsible for sending copies of the Certificate of Inspection Results to the National Construction Quality Inspection Agency for compilation and monitoring.
3. Organizations conducting technical safety inspections, enterprises, agencies, organizations, and individuals owning, managing, and using machinery and equipment according to the technical safety inspection procedures stipulated in Article 1 shall be responsible for implementing this Circular. In case of difficulties during implementation, they are requested to report to the Ministry of Construction for research and resolution./.
