Pursuant to the Statistics Law dated November 23, 2015;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
At the proposal of the Minister of Planning and Investment,
The Prime Minister issues the Classification Table of Household Consumption by Purpose in Vietnam.
Article 1. Scope of Regulation
This Decision specifies the detailed list (Annex I attached) and contents (Annex II attached) of the Classification Table of Household Consumption by Purpose in Vietnam, to be uniformly applied in state statistical activities.
Article 2. Applicability
The objects subject to this Decision are all consumption expenditures of Vietnamese households for goods and services.
Article 3. The Classification Table of Household Consumption by Purpose in Vietnam includes the list and contents
1. The list of the Classification Table of Household Consumption by Purpose in Vietnam consists of four levels:
- Level 1 comprises 13 codes numbered consecutively from 01 to 13;
- Level 2 comprises 56 codes; each code is numbered with three digits, of which the first two digits inherit from the corresponding level 1 code;
- Level 3 comprises 180 codes; each code is numbered with four digits, of which the first three digits inherit from the corresponding level 2 code;
- Level 4 comprises 347 codes; each code is numbered with five digits, of which the first four digits inherit from the corresponding level 3 code;
2. The contents of the Classification Table of Household Consumption by Purpose in Vietnam clearly explain the expenditure items on goods and services classified under each code, including:
- Including: expenditure items on goods and services determined to fall within the code;
- Excluding: expenditure items on goods and services not determined to fall within the code, belonging to another code.
Article 4. Effective date
This Decision takes effect from April 20, 2018.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
