CIRCULAR
Issuing Guidelines for Youth Statistics in Vietnam
Pursuant to the Law on Statistics dated November 23, 2015;
Pursuant to the Law on Youth dated November 29, 2005;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Based on Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators under the National Statistical Indicator System;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Department of Youth Work;
The Minister of Home Affairs issues this Circular stipulating the Guidelines for Youth Statistics in Vietnam,
Article 1. Issued together with this Circular are the Guidelines for Youth Statistics in Vietnam
1. The Guidelines for Youth Statistics in Vietnam are a system of statistical indicators related to various sectors and fields, connecting regions.
The Guidelines for Youth Statistics in Vietnam are tools for collecting statistical data on youth to monitor and evaluate the development of youth across economic and social sectors, meeting the information needs of the Government of Vietnam and organizations and individuals, serving as a basis for state management agencies on youth to inspect, assess the implementation of policies towards youth and formulate policies for youth.
2. The Guidelines for Youth Statistics in Vietnam include:
a) The list of indicators under the Guidelines for Youth Statistics in Vietnam including code number, group, name of indicator (Annex I attached);
b) The content of indicators under the Guidelines for Youth Statistics in Vietnam including definition, calculation method, main classification, publication period, source of statistical data and the agency, organization, unit responsible for collecting and compiling (Annex II attached).
Article 2. Implementation
1. The Ministry of Home Affairs shall take the lead and coordinate with the Ministry of Planning and Investment (General Statistics Office) and relevant agencies:
a) To establish a reporting system and regulations on information sharing between the Ministry of Home Affairs and other ministries and sectors; integrate the collection of indicators under the Guidelines for Youth Statistics in Vietnam through the reporting systems of ministries and sectors; statistical surveys and administrative data usage for collecting and compiling information under the Guidelines for Youth Statistics in Vietnam.
b) To compile statistical information under the Guidelines for Youth Statistics in Vietnam to submit to the Minister of Home Affairs for publication; organize the dissemination of statistical information; monitor, guide, and report on the implementation of this Circular.
c) To analyze youth data annually and every five years to assess the implementation of youth policies; simultaneously serve as a basis for policy formulation and youth development strategy.
d) To build a database on youth statistics; develop software for collecting, processing, and disseminating statistical information on youth in Vietnam.
2. Based on the Guidelines for Youth Statistics in Vietnam issued together with this Circular, it is requested that ministries, ministerial-level agencies, government agencies, Supreme People's Procuracy, Supreme People's Court, provincial People's Committees, municipal People's Committees directly under the central government, Provincial Departments of Home Affairs, municipal Departments of Home Affairs directly under the central government, and relevant agencies within their respective functions and powers implement integration, collection, and compilation of assigned indicators under the Guidelines for Youth Statistics in Vietnam, and provide them to the Ministry of Home Affairs for consolidation, compilation, and publication.
Article 3. Effectiveness
Article 1. This Circular takes effect from October 30, 2018.
Article 2. In the course of implementation, if there are difficulties, please send comments to the Ministry of Home Affairs for timely guidance, research, and amendment./.
