CIRCULAR
Guidelines for implementing trade promotion activities to develop foreign trade under the National Trade Promotion Program
Part of the National Trade Promotion Program
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decision No. 30/2019/QD-TTg dated October 8, 2019 of the Prime Minister promulgating the Regulation on the construction, management, and implementation of the Vietnam National Brand Program;
Pursuant to Decision No. 72/2010/QD-TTg dated November 15, 2010 of the Prime Minister on the issuance of the Regulation on the construction, management, and implementation of the National Trade Promotion Program;
Pursuant to Decision No. 12/2019/QD-TTg dated February 26, 2019 of the Prime Minister amending and supplementing some articles of the Regulation on the construction, management, and implementation of the National Trade Promotion Program issued together with Decision No. 72/2010/QD-TTg dated November 15, 2010 of the Prime Minister;
At the proposal of the Director of the Department of Trade Promotion,
The Minister of Industry and Trade issues this Circular guiding the implementation of trade promotion activities to develop foreign trade under the National Trade Promotion Program.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates criteria, specific contents, and funding support for trade promotion activities to develop foreign trade within the framework of the National Trade Promotion Program (hereinafter referred to as the Program).
Article 2. Applicability
This Circular applies to units responsible for implementing the Program (hereinafter referred to as the responsible unit), units participating in projects under the Program (hereinafter referred to as participating units), agencies managing the implementation of the Program, agencies providing funding support, organizations, and individuals related to the National Trade Promotion Program.
Article 3. Criteria for building and implementing projects under the National Trade Promotion Program
1. Projects must comply with the provisions of Article 8 of Decree No. 28/2018/NĐ-CP dated March 1, 2018 of the Government.
2. Projects are trade promotion activities for industries, products with export potential of the country, economic regions, or from two provinces/cities directly under the central government or more; or products that have been protected by geographical indication, collective trademark, or certification mark.
Article 4. Review and Approval of Projects
1. Projects will be reviewed according to the criteria set out in the Appendix attached to this Circular.
2. A project is eligible for approval if it scores at least 85 points in the review.
3. Principles for approving projects
a) The project meets the requirements specified in Clause 2 of this Article;
b) Based on the budget estimate for the Program announced by the Ministry of Finance, the Minister of Industry and Trade decides to approve the project and the amount of support according to the principle that the total support funds for implementing projects shall not exceed the total allocated budget.
Chapter II
CONTENTS OF TRADE PROMOTION ACTIVITIES TO DEVELOP FOREIGN TRADE UNDER THE NATIONAL TRADE PROMOTION PROGRAM
CONNECTION AND PARTICIPATION IN DISTRIBUTION SYSTEMS
ABROAD AND IN VIETNAM
Section 1
Article 5. Organizing and Participating in International Trade Fairs and Exhibitions Abroad
1. Implementation Content
a) Publicity and Promotion:
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
- Organizing information sessions about the fair or exhibition, business delegations participating in the fair or exhibition;
- Organizing cultural performances to attract visitors for fairs or exhibitions organized or co-organized by Vietnam abroad with a scale of 100 booths or more (if applicable).
b) Organizing and setting up the national exhibition area (if applicable);
c) Organizing and setting up booths:
- Overall and detailed design;
- Floor plan, electricity, water services, security, protection, sanitation, environment;
- Setting up a common trade promotion information area and product demonstration area (if applicable);
- Booth setup;
- General decoration.
d) Opening ceremony (for fairs or exhibitions organized or co-organized by Vietnam with a scale of 100 Vietnamese enterprise booths or more, or participating in fairs or exhibitions abroad with a scale of 30 booths or more): Inviting guests, reception, decoration, cultural performances, stage, sound, lighting;
đ) Administrative expenses for personnel from the responsible unit participating in organization;
e) Organizing seminars: Conference hall, equipment, decoration, sound, lighting, interpretation, security, reception, refreshments during breaks, materials, speakers (if applicable);
g) Consulting on selecting products to participate (if applicable).
2. Scale: Multi-sector trade fairs and exhibitions with a minimum of 12 booths and a minimum of 12 participating enterprises. Specialized trade fairs and exhibitions with a minimum of 6 booths and a minimum of 6 participating enterprises.
3. Support Content: The State supports up to 100% of the costs for the contents specified in Points a, b, c, d, and đ of Clause 1 of this Article.
2. Scale: A multi-sector trade fair or exhibition must have a minimum of 12 booths and a minimum of 12 participating enterprises. A specialized trade fair or exhibition must have a minimum of 06 booths and a minimum of 06 participating enterprises.
3. Content of support: The State supports up to 100% of the costs for implementing the contents specified in points a, b, c, d, and đ of Clause 1 of this Article.
Article 6. Organization of international trade fairs and exhibitions in Vietnam for export products
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
- Organizing information sessions about the fair or exhibition, business delegations participating in the fair or exhibition;
- Promote and advertise through various media channels;
- Organizing introduction and information dissemination about the fair and exhibition.
b) Organizing and setting up booths:
- Setting up a common trade promotion information area and product demonstration area (if applicable);
d) Opening ceremony (for fairs or exhibitions organized or co-organized by Vietnam with a scale of 100 Vietnamese enterprise booths or more, or participating in fairs or exhibitions abroad with a scale of 30 booths or more): Inviting guests, reception, decoration, cultural performances, stage, sound, lighting;
đ) Administrative expenses for personnel from the responsible unit participating in organization;
c) Venue for organizing the fair and exhibition;
d) Services: electricity, water, sanitation, environment, security, protection, fire prevention and extinguishing, health care, internet;
đ) Opening ceremony and related events within the framework of the fair and exhibition;
e) Activities related to organizing and managing the fair and exhibition.
2. Scale
a) Multi-sector trade fairs and exhibitions must have a minimum scale of 300 standard booths (3m x 3m) and 150 participating units from Vietnam when organized in centrally governed cities, and 200 standard booths and 100 participating units from Vietnam when organized in other localities;
b) Specialized trade fairs and exhibitions must have a minimum scale of 100 standard booths (3m x 3m) of Vietnamese enterprises when organized in centrally governed cities, and 80 standard booths (3m x 3m) of Vietnamese enterprises when organized in other localities.
3. Content of support: Support up to a maximum of 100% of the costs for implementing the contents specified in point a and point b of Clause 1 of this Article.
Article 7. Organization of international trade fairs and exhibitions in Vietnam for products of foreign enterprises with import demand from Vietnam
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
- Organizing information sessions about the fair or exhibition, business delegations participating in the fair or exhibition;
- Promote and advertise through various media channels;
- Organizing introduction and information dissemination about the fair and exhibition.
b) Organizing and setting up booths:
- Setting up a common trade promotion information area and product demonstration area (if applicable);
d) Opening ceremony (for fairs or exhibitions organized or co-organized by Vietnam with a scale of 100 Vietnamese enterprise booths or more, or participating in fairs or exhibitions abroad with a scale of 30 booths or more): Inviting guests, reception, decoration, cultural performances, stage, sound, lighting;
đ) Administrative expenses for personnel from the responsible unit participating in organization;
c) Venue for organizing the fair and exhibition;
d) Services: electricity, water, sanitation, environment, security, protection, fire prevention and extinguishing, health care, internet;
đ) Opening ceremony and related events within the framework of the fair and exhibition;
e) Activities related to organizing and managing the fair and exhibition.
2. Scale: The fair and exhibition must have a minimum scale of 60 standard booths (3m x 3m), including at least 15 booths of foreign enterprises with import demand.
3. Content of support: Support up to a maximum of 100% of the costs for implementing the contents specified in Clause 1 of this Article.
Article 8. Organization of trade fairs and exhibitions in Vietnam for imported products, raw materials, equipment serving production of export goods, technological products, and raw materials serving production of competitive advantage products produced domestically
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Promotion and publicity: - Promotion and publicity through media channels; - Organizing introduction and information dissemination about the fair and exhibition.
b) Organizing and setting up booths: - Overall and detailed design; - Booth setup; - General decoration.
c) Venue for organizing the fair and exhibition;
d) Services: electricity, water, sanitation, environment, security, protection, fire prevention and extinguishing, health care, internet;
đ) Opening ceremony and related events within the framework of the fair and exhibition;
e) Activities related to organizing and managing the fair and exhibition.
2. Scale: The fair and exhibition must have a minimum scale of 50 enterprises and 100 standard booths (3m x 3m).
3. Content of support: Support up to a maximum of 100% of the costs for implementing the contents specified in point a of Clause 1 of this Article.
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Opening an account on the e-commerce trading platform;
b) Maintaining member status;
c) Building procedures, coding, and managing inventory of products intended for sale through a common booth on the e-commerce trading platform;
d) Legal advice for trademark registration of products;
đ) Registering trademarks in export markets according to the requirements of the e-commerce trading platform and export markets;
e) Rebuilding packaging and labels according to standards of the e-commerce trading platform and export markets;
g) Taking photos of products according to the standards of the e-commerce trading platform;
h) Managing the common online booth: updating images, information, prices of each product according to the catalog of the e-commerce trading platform, confirming orders, notifying warehouse shipping, receiving information about post-sales issues;
i) Promoting the common booth through social networks and internet search tools;
k) Shipping orders;
l) Other activities:
- Researching consumer trends and competitors on the e-commerce trading platform to build marketing and promotional strategies;
- Building digital content (video clips) to promote the common booth or products;
- Upgrading the ranking of the common booth on the e-commerce trading platform to increase sales opportunities.
2. Scale: A minimum of 15 participating units, each providing a minimum of three products manufactured in Vietnam. The e-commerce trading platform selected to organize the booth must be among the top 20 global e-commerce trading platforms ranked by Alexa or Similarweb organizations.
3. Content of support: Support up to a maximum of 100% of the costs for implementing the contents specified in point a, point b, point h, and point i of Clause 1 of this Article for a period not exceeding 12 months.
Article 10. Organization of trade delegations abroad
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Promoting, advertising and inviting foreign organizations and enterprises to engage in trade:
- Promote and advertise through various media channels;
- Organizing introductions and information about the business delegation.
b) Organizing seminars and trade meetings: Conference halls, equipment, decoration, product display areas, interpreters, receptionists, refreshments during breaks, documents, name tags, office supplies;
c) Travel expenses for personnel from the main organizing unit participating in the organization;
d) Activities related to organization and management by the main organizing unit;
đ) Participating units: Air tickets/train tickets/car tickets, sample transportation costs, meals, accommodation, travel;
2. Scale: At least 15 participating units for multi-sector delegations, and at least 7 participating units for specialized sector delegations.
3. Content of support: Support up to 100% of the costs for implementing the contents specified in points a, b, and c of Clause 1 of this Article and travel expenses including: Airfare, train fare, car fare from Vietnam to the working country and back (including domestic airfare, train fare, and car fare within the working country) for 1 person/unit participating.
Article 11. Organization of foreign business delegations entering Vietnam for trading purposes to purchase goods
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
- Organizing information sessions about the fair or exhibition, business delegations participating in the fair or exhibition;
- Inviting foreign organizations and enterprises and Vietnamese enterprises;
- Organizing introductions and information about the foreign business delegation and Vietnamese enterprises.
b) Organizing seminars and trade meetings: Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
c) Management activities of the main organizing unit: Travel expenses for personnel from the main organizing unit participating in the organization, postal services, telephone, office supplies;
d) Foreign enterprises participating: Meals, accommodation, travel in Vietnam;
đ) Round-trip air tickets, meals, accommodation, travel in Vietnam for personnel from the partner unit organizing the delegation's entry into Vietnam;
e) Domestic enterprises: Display products, equipment, transportation, meals, accommodation, travel, organizing tours for foreign business delegations to visit factories, production bases, raw material regions.
2. Scale
a) At least 7 foreign enterprises, 21 Vietnamese enterprises for specialized trade delegations;
b) At least 20 foreign enterprises, 60 Vietnamese enterprises for multi-sector trade delegations.
3. Content of support
a) Support up to 100% of the costs for implementing the contents specified in points a, b, and c of Clause 1 of this Article;
b) Support up to 100% of the costs for implementing the contents specified in point d of Clause 1 of this Article and not exceeding 4 days and 3 nights for 1 person/foreign enterprise;
c) Support up to 100% of the costs for implementing the contents specified in point đ of Clause 1 of this Article and not exceeding 4 days and 3 nights for 1 person/delegation with a minimum scale of 7 foreign enterprises.
Article 12. Organization of International Conferences on Export Commodities in Vietnam
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
- Organizing information sessions about the fair or exhibition, business delegations participating in the fair or exhibition;
- Inviting foreign organizations and enterprises and Vietnamese enterprises;
- Organizing introductions and information about the international conference on export commodities.
b) Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
c) Speakers and presenters: Fees, meals, accommodation, travel in Vietnam;
d) Management activities of the main organizing unit: Travel expenses for personnel from the main organizing unit participating in the organization, postal services, telephone, office supplies.
2. Scale: At least 60 Vietnamese enterprises, 20 foreign enterprises and organizations producing, trading, and operating in the relevant commodity sector.
3. Content of support: Support up to 100% of the costs for implementing the contents specified in points a, b, and d of Clause 1 of this Article.
Article 13. Connecting trade transactions in Vietnam between suppliers and export enterprises and trade promotion organizations
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Promoting, advertising, inviting organizations and businesses to transact;
b) Organizing trade transactions:
- Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
- Organizing booths, exhibition areas for product presentation.
c) Management costs of the organizing unit: Expenses for personnel of the organizing unit participating in organization, postal services, telephone, office supplies.
2. Scale: At least 21 suppliers and 07 export enterprises.
3. Supported content: Supporting up to a maximum of 100% of the expenses for implementing the contents specified in Clause 1 of this Article.
Section 2
SUPPORT FOR DEVELOPMENT AND OPERATION OF COMMERCIAL INFRASTRUCTURE,
LOGISTICS TO SERVE FOREIGN TRADE ACTIVITIES
Article 14. Organizing and participating in foreign trade fairs and exhibitions on logistics
The supported content is regulated in Article 5 of this Circular.
Article 15. Inviting foreign business delegations to Vietnam to exchange about investment opportunities and cooperation in developing logistics services, logistics centers serving foreign trade activities
The supported content is regulated in Article 11 of this Circular.
Article 16. Organizing the Vietnam Logistics Forum, organizing international trade fairs and exhibitions on logistics in Vietnam
1. Organizing an international forum on logistics in Vietnam
a) The supported content is regulated in Clause 1 and Clause 3 of Article 12 of this Circular;
b) Scale: At least 50 Vietnamese enterprises, 10 foreign enterprises and organizations operating in the logistics sector.
2. Organizing international trade fairs and exhibitions on logistics in Vietnam The supported content is regulated in Article 6 of this Circular.
Section 3
SUPPORT ACTIVITIES FOR RESEARCH, DEVELOPMENT, IMPROVEMENT OF PRODUCT QUALITY AND GOODS
Article 17. Building and issuing information and databases on products, industries, markets
a) Collecting, purchasing information and databases on industries, markets, products domestically and internationally;
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
b) Compiling, analyzing, processing information and data;
c) Editing, building reports, databases, and other information products;
d) Issuing in printed form (printing, distribution), electronic publications, or disseminating at conferences, seminars, training sessions.
2. Supported content: Supporting up to a maximum of 100% of the expenses for implementing the contents specified in Point a, Point b, and Point c of Clause 1 of this Article.
Article 18. Guiding and supporting enterprises to access, apply, and comply with regulations, standards, and conditions set by import organizations, international commitments regarding exported and imported products
a) Building guidance materials on regulations, standards, and conditions set by import organizations, international commitments regarding exported and imported products;
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
b) Organizing dissemination and training:
- Dissemination through mass media;
- Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
- Lecturers, speakers: Remuneration, meals, accommodation, travel.
2. Scale: At least 70 units participating.
c) Management costs of the organizing unit: Expenses for personnel of the organizing unit participating in organization, postal services, telephone, office supplies.
a) Supporting up to a maximum of 100% of the expenses for implementing the contents specified in Clause 1 of this Article;
3. Content of support
b) Each participating unit is supported for no more than 02 trainees.
Article 19. Organizing and participating in programs to survey and gather information on products, industries, markets
a) Gathering information, researching products, industries, markets;
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
b) Organizing field research in Vietnam and/or abroad;
c) Building research reports on product, industry, market information;
d) Issuing research reports in printed form (printing, distribution) or electronic publications, or disseminating at conferences, seminars, training sessions;
đ) Management costs of the organizing unit: Postal services, telephone, office supplies.
2. Supported content: Supporting up to a maximum of 100% of the expenses for implementing the contents specified in Point c and Point đ of Clause 1 of this Article.
2. Content of support: Support up to 100% of the costs for implementing the contents specified in points c and đ of Clause 1 of this Article.
Article 20. Organizing conferences, seminars, roundtables, forums to provide information on product development, industry sectors, and markets
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Promoting, advertising, inviting organizations and enterprises to participate;
b) Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
c) Speakers: Fees, accommodation, travel;
d) Management activities of the main organizing unit: Travel expenses for personnel from the main organizing unit participating in the organization, postal services, telephone, office supplies.
2. Scale
a) At least 100 participants for programs providing information on product and export market development;
b) At least 50 foreign enterprises for programs providing information on promoting Vietnamese products and industry sectors.
3. Content of support: Supporting up to 100% of the costs for implementing the contents specified in point a, point c, and point d of Clause 1 of this Article.
Article 21. Training, workshops, disseminating knowledge to enhance design and product development capabilities for exporting enterprises
Implementation content in accordance with Articles 26 and 27 of this Circular.
Article 22. Organizing advisory activities, hiring consulting experts, supporting the implementation of product design and development
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Advisory, design, and development activities for products/product groups:
- Experts: Fees, accommodation, travel, or full-package contracts;
- Consulting organizations: Conference halls, equipment, decoration, interpretation, translation, printing of materials, refreshments during breaks.
b) Dissemination of advisory, design, and development results to enterprises (if applicable);
c) Management costs of the organizing unit: Expenses for personnel of the organizing unit participating in organization, postal services, telephone, office supplies.
2. Scale: At least 50 enterprises participating.
3. Content of support: Supporting up to 100% of the costs for implementing the contents specified in point a and point c of Clause 1 of this Article.
Article 23. Organizing connection activities between enterprises and designers
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Promoting, advertising, inviting organizations and enterprises to participate;
b) Conference halls, equipment, decoration, interpretation, translation, printing of documents, refreshments during breaks;
c) Management activities of the main organizing unit: Travel expenses for personnel from the main organizing unit participating in the organization, postal services, telephone, office supplies;
d) Organizing a product display area (if applicable).
2. Scale: At least 50 enterprises and 10 service design provider units.
3. Content of support: Supporting up to 100% of the costs for implementing the contents specified in point a and point c of Clause 1 of this Article.
Article 24. Organizing promotion and advertising of Vietnamese industry sectors, geographical indications, collective trademarks, certification trademarks abroad
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Hiring consultants to build content and plans, promotional and advertising strategies;
b) Implementing promotional and advertising products: - Building promotional and advertising products: Design, collecting materials, writing articles, producing films, photos, communication products; - Promoting, advertising, and distributing at trade promotion events and through various media channels.
2. The program is implemented continuously for a minimum of three years and a maximum of five years for each target market.
3. Content of support: Support up to a maximum of 100% of the costs for implementing the contents specified in Clause 1 of this Article.
Article 25. Inviting foreign organizations and experts in communication to Vietnam to produce promotional products for Vietnamese export industries abroad
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Developing communication plans and content;
b) Full-package contracts with foreign organizations and communication experts: Writing articles, making reports in specialized newspapers, magazines, radio, television, internet;
c) Management costs of the organizing unit: Expenses for personnel of the organizing unit participating in organization, postal services, telephone, office supplies.
2. Content of support: Supporting up to 100% of the costs for implementing the contents specified in Clause 1 of this Article.
Section 4
TRAINING AND ENHANCING MARKETING PROMOTION AND MARKET DEVELOPMENT CAPABILITIES
MARKET PROMOTION
Article 26. Organizing training, workshops, enhancing marketing promotion and market development capabilities
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Compiling training and workshop content;
b) Translation, interpretation;
c) Printing materials, office supplies;
d) Lecturers, speakers: Fees, accommodation, travel;
đ) Conference halls, equipment, decoration, refreshments during breaks;
e) Management organization of the main unit: Administrative expenses for personnel from the main unit participating in organizing, promoting, inviting participation, postal services, telephone.
2. Scale: At least 50 units participating.
3. Content of support:
b) Each participating unit is supported for no more than 02 trainees.
Article 19. Organizing and participating in programs to survey and gather information on products, industries, markets
Article 27. Organizations participating in full-package training courses offered by training organizations (both in-person and online)
- Publicity and promotion through media channels and promotional methods of the fair or exhibition;
a) Full-package tuition fees for the course;
b) Management organization of the main unit: Administrative expenses for personnel from the main unit involved in organizing, promoting, inviting participants, postal services, and telephone communications.
2. Scale: At least 10 units participating in the in-person course, and at least 20 units participating in the online course.
3. Supported content:
a) Support up to a maximum of 50% of the costs for implementing the content specified in point a, Clause 1 of this Article.

IMPLEMENTATION
Article 28. Contract for assignment of tasks to implement the project
1. Based on the decision approving the Program by the Minister of Industry and Trade, the Agency for Trade Promotion signs a contract with the main units to assign tasks for implementing the project and settles and finalizes the support funds according to the signed contract.
2. The main unit builds a deployment plan and a financial plan, detailed budget for the implementation of the approved project, along with relevant documents and sends them to the Agency for Trade Promotion to sign the contract for assigning tasks to implement the project. For projects that must apply the bidding process in accordance with the Law on Bidding and related guiding documents currently in effect, the main unit must submit the budget and relevant documents to sign the contract at least 45 days before the event date.
3. The content of the contract shall be implemented in accordance with Article 12 of Decree No. 28/2018/ND-CP dated March 1, 2018 issued by the Government.
Article 29. Responsibilities of the main unit
1. Develop plans, draft proposals, and budgets for the annual national program on trade promotion.
2. Solicit opinions from trade promotion agencies in regions and areas regarding trade promotion proposals for products in those regions and areas; solicit opinions from industry associations regarding inter-industry trade promotion proposals.
3. Report on the results of implementing the project in accordance with Article 14 of Decree No. 28/2018/ND-CP dated March 1, 2018 issued by the Government.
4. Be responsible for retaining all relevant files and documents related to the national program on trade promotion in accordance with the law.
5. Fully implement the contents of the contract signed with the Agency for Trade Promotion.
6. Settle and finalize the funds in accordance with the progress of implementing the project, ensuring compliance with laws on state budget usage, provisions of this Circular, and other related regulations.
Article 30. Responsibilities of the Department of Industry and Trade
1. Advise provincial People's Committees to issue mechanisms for coordination and implementation of projects under the national program on trade promotion within their jurisdictions.
2. Coordinate with the Agency for Trade Promotion and related agencies to supervise the implementation of projects under the national program on trade promotion within their localities.
Article 31. Responsibilities of units under the Ministry of Industry and Trade
1. The Agency for Trade Promotion is the main body responsible for managing and implementing the national program on trade promotion, and is responsible for:
a) Guiding main units in building plans, drafting proposals, and budgets for the annual program;
b) Receiving proposals, conducting preliminary evaluations, organizing appraisals, and submitting to the Minister of Industry and Trade for approval of proposals within the program;
c) Organizing and guiding the implementation of the approved program plan, and temporarily advancing, settling, and finalizing the program funds;
d) Approving procurement plans for projects that require the application of procurement procedures;
đ) Urging and supervising the implementation of contracts for project execution; guiding main units to implement projects in accordance with approved objectives and contents and complying with relevant laws;
e) Leading and coordinating with related agencies to organize inspections and evaluations of project implementation and management and use of program funds;
g) Summarizing, evaluating, and reporting to the Ministry of Industry and Trade on the implementation of the program.
Article 32. Effectiveness
1. This Circular takes effect from September 16, 2019.
2. During the implementation of this Circular, if there are difficulties or obstacles, organizations and individuals concerned are requested to promptly reflect these issues to the Ministry of Industry and Trade for research and resolution./.
