Pursuant to the Law on Foreign Trade Management year 2017;
Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade issues this Circular to stipulate the tariff quota for importation of raw tobacco year 2023.
Article 1. Quantity of tariff quota for import of tobacco leaves in 2023
The quantity of tariff quota for import of tobacco leaves (HS Code 2401) in 2023 is 68,414 tons.
Article 2. Method of managing the tariff quota for importation of raw tobacco
The tariff quota for import of tobacco leaves shall be implemented according to the allocation method prescribed in Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Ministry of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management.
Article 3. Recipients of the allocation of the tariff quota for importation of raw tobacco
The tariff quota for import of tobacco leaves shall be allocated to traders holding production licenses for cigarettes issued by the Ministry of Industry and Trade and having a need to use imported tobacco leaves for cigarette production.
Article 4. Effective date
This Circular takes effect from June 23, 2023 until December 31, 2023./.
