CIRCULAR

Repeals Circular No. 23/2014/TT-BGDĐT dated July 18, 2014

of the Minister of Education and Training promulgating regulations on

high-quality undergraduate education

On the basis of Law on Legislative Issuance of Legal Normative Documents dated June 22, 2015; Law Amending and Supplementing Certain Articles of the Law on Legislative Issuance of Legal Normative Documents dated June 18, 2020;

On the basis of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Issuance of Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No.Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Issuance of Legal Normative Documents;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Legal Department;

The Minister of Education and Training issues this Circular to repeal Circular No. 23/2014/TT-BGDĐT dated July 18, 2014 of the Minister of Education and Training promulgating regulations on high-quality undergraduate education.

Article 1. Repeals Circular No. 23/2014/TT-BGDĐT dated July 18, 2014 of the Minister of Education and Training promulgating regulations on high-quality undergraduate education.

Article 2. Implementation clause

1. This Circular takes effect from December 1, 2023.

2. Programs of high-quality undergraduate education that have been admitted under Circular No. 23/2014/TT-BGDĐT dated July 18, 2014 of the Minister of Education and Training promulgating regulations on high-quality undergraduate education before the effective date of this Circular shall continue to be implemented until completion of the academic year.

3. The Director of the Office, Heads of the Department of Legal Affairs, heads of relevant units under the Ministry of Education and Training; rectors of universities and academies; principals of university schools and related organizations and individuals are responsible for implementing this Circular./.
