Pursuant to Decree No. 52/2022/NĐ-CP on 08 August 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Construction;

Decree No.  of the Government on positions and staffing levels for civil servants; June 1, 2020 of the Government on job positions and civil servant staffing;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Construction issues this Circular guiding job positions for construction industry specialized civil service jobs.

Article 1. Scope of Regulation

This Circular guides the list of job positions, job descriptions, and competency frameworks for construction industry specialized civil service jobs.

Article 2. Applicability

This Circular applies to agencies and organizations implementing state management functions within the construction sector, including:

1. Administrative agencies and organizations under Ministries and ministerial-level agencies assisting Ministers and Heads of ministerial-level agencies in managing the construction sector.

2. Specialized agencies performing advisory and assistance functions to provincial People's Committees in managing the construction sector.

3. Specialized agencies performing advisory and assistance functions to district People's Committees in managing the construction sector.

4. Relevant organizations and individuals.

Article 3. Principles and bases for determining job positions for construction industry specialized civil service jobs

1. Principles for determining job positions for construction industry specialized civil service jobs shall be implemented in accordance with Article 3 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on job positions and civil servant staffing.

2. Bases for determining job positions for construction industry specialized civil service jobs shall be implemented in accordance with Clause 1 of Article 4 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on job positions and civil servant staffing.

Article 4. List of job positions, job descriptions, and competency frameworks for construction industry specialized civil service jobs

1. The list of job positions for construction industry specialized civil service jobs is specified in Appendix I attached to this Circular.

2. Job descriptions and competency frameworks for each job position for construction industry specialized civil service jobs are specified in Appendix II attached to this Circular.

3. The level framework for determining competency requirements for job positions for construction industry specialized civil service jobs is specified in Appendix III attached to this Circular.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. Based on this Circular, agencies and organizations mentioned in Article 2 of this Circular shall develop their job position plans and submit them to competent authorities for review and approval in accordance with regulations.

2. In cases where the legal documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.

Article 6. Transitional Provisions

For civil servants currently holding higher ranks than those required by the job positions specified in this Circular, such status will be maintained until new salary regulations are issued.

Article 7. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from December 5, 2023.

2. Ministries, ministerial-level agencies, provincial-level People's Committees, centrally-administered city People's Committees, and relevant agencies, organizations, and individuals must comply with this Circular.

3. Any difficulties or issues encountered during implementation should be reported to the Ministry of Construction for guidance, consideration, and resolution./.
