Regulations on specific criteria and conditions for promotion to higher ranks in the profession of medical, pharmaceutical, and population specialists

Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants; Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Health issues this Circular to specify the criteria and conditions for promotion to higher ranks in the profession of medical, pharmaceutical, and population specialists.

Article 1. Scope of Regulation

This Circular specifies the criteria and conditions for promotion to higher ranks in the profession of medical, pharmaceutical, and population specialists, including:

1. Criteria and conditions for promotion to the rank of Senior Doctor (Class I), Senior Preventive Medicine Doctor (Class I), Senior Public Health Doctor (Class I), Senior Pharmacist (Class I);

2. Criteria and conditions for promotion to the rank of Principal Doctor (Class II), Principal Preventive Medicine Doctor (Class II), Principal Public Health Doctor (Class II), Principal Pharmacist (Class II), Class II Nursing Officer, Class II Midwife, Class II Medical Technician, Class II Nutritionist, Class II Population Officer.

Article 2. Criteria and conditions for promotion to higher ranks in the profession of medical, pharmaceutical, and population specialists

1. General criteria and conditions:

a) Meeting the criteria and conditions stipulated in Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants, amended and supplemented by Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants, and the following conditions:

- Being appointed by the head of the competent authority to participate in the promotion examination;

- For requirements regarding academic degrees and certificates, fully meeting the standards for educational training and professional competence as prescribed in the Circulars and Joint Circulars on the code and criteria for the profession of medical, pharmaceutical, and population specialists.

b) Having a vacant position corresponding to the rank of the civil servant's profession being promoted.

2. Specific criteria and conditions for promotion from Class II to Class I for medical and pharmaceutical specialists:

Civil servants participating in the promotion examination for the rank of Senior Doctor (Class I), Senior Preventive Medicine Doctor (Class I), Senior Public Health Doctor (Class I), Senior Pharmacist (Class I) must meet the general criteria and conditions stipulated in Clause 1 of this Article and achieve one of the following achievements or results during their tenure at Class II:

a) Being appointed as Professor or Associate Professor in a relevant specialty;

b) Receiving the title of "People's Doctor";

c) Receiving the title of National Labor Medalist;

d) Being awarded the Labor Medal of Second Class or higher;

đ) Serving as principal investigator or a key participant in at least one scientific and technological task at the ministry or provincial level, with the task being evaluated as successful or better;

e) Serving as principal investigator or a key participant in at least one project or technical guidance procedure in the field of work at the ministry or provincial level;

g) Serving as principal investigator in at least three scientific and technological tasks at the grassroots level or higher, with the tasks being evaluated as successful or better.

3. Specific criteria and conditions for promotion from Class III to Class II for medical, pharmaceutical, and population specialists:

Civil servants participating in the promotion examination for the rank of Principal Doctor (Class II), Principal Preventive Medicine Doctor (Class II), Principal Public Health Doctor (Class II), Principal Pharmacist (Class II), Class II Nursing Officer, Class II Midwife, Class II Medical Technician, Class II Nutritionist, Class II Population Officer must meet the general criteria and conditions stipulated in Clause 1 of this Article and achieve one of the following achievements or results during their tenure at Class III:

a) Obtaining a Master's degree or Doctorate in a relevant specialty;

b) Receiving the title of "Outstanding Doctor" or "People's Doctor";

c) Receiving the title of Provincial or Higher Labor Medalist;

d) Being awarded the Labor Medal of Third Class or higher;

đ) Serving as principal investigator in at least two scientific and technological tasks at the grassroots level or higher, with the tasks being evaluated as successful or better;

e) Serving as principal investigator in at least one scientific and technological task at the grassroots level or higher and a key participant in at least one scientific and technological task at the ministry or provincial level, with the tasks being evaluated as successful or better;

g) Serving as principal investigator in at least two projects or technical guidance procedures in the field of work at the grassroots level or higher, or technical innovations approved by the competent authority;

h) Serving as a key participant in at least two projects or technical guidance procedures in the field of work at the ministry or provincial level.

Article 3. Effectiveness

1. This Circular takes effect from September 1, 2024.

2. In case the referenced documents in this Circular are replaced, amended, or supplemented, they shall be applied according to the replaced, amended, or supplemented documents.

3. Circular No. 06/2021/TT-BYT dated May 6, 2021 of the Minister of Health on criteria and conditions for examination and promotion, content, form, and determination of successful candidates in the promotion examination for the profession of medical, pharmaceutical, and population specialists shall cease to be effective from the date this Circular takes effect. During implementation, if there are any difficulties, please report to the Ministry of Health (Department of Organization and Cadres) for guidance or consideration and resolution.
