Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government regarding functions, tasks, authorities, and organizational structure of the Ministry dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry. Pursuant to the Credit Agreement No. 3292-VN dated February 24, 2000 and the Non-Reimbursable Aid Agreement No. TF023742 dated February 27, 2001 between the Socialist Republic of Vietnam and the Danish International Development Association;

Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government promulgating the Regulation on management and use of official development assistance funds,

Pursuant to Decision No. 25/2000/QD-TTg dated February 21, 2000 of the Prime Minister approving the feasibility study project for protecting and developing coastal wetlands in southern Vietnam in four provinces: Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh, pursuant to the grant agreement of

Pursuant to credit agreement No. 3292-VN signed on February 24, 2000 between the Government of the Socialist Republic of Vietnam and the World Bank,

DANIDA DANIDA Pursuant to the grant agreement No. TF 023742 signed on February 27, 2001 between the Government of the Socialist Republic of Vietnam and the World Bank (trustee of the grant from DANIDA),

Pursuant to Circular No. 70/2001/TT-BTC dated August 24, 2001 of the Ministry of Finance guiding the financial management regime for state-owned assets from non-reimbursable grants,

Considering the proposal of the Forestry Project Management Board in Document No. 1053/DALN/WB2 dated October 23, 2001,

At the request of the Director of the Financial Accounting Department,

 

DECISION:

Article 1. Now hereby issues the standards for allowances for provincial-level staff under the Project to protect and develop coastal wetlands in southern Vietnam from the non-reimbursable grant of DANIDA (as attached Appendix at the exchange rate of 1 USD = 15,000 Vietnamese Dong).

Article 2. The provisions set forth in Article 1 shall be applied from the date of signing the grant agreement of DANIDA for the Project to protect and develop coastal wetlands in southern Vietnam (February 27, 2001).

Article 3. The Director of the Ministry's Office, Heads of Departments, Bureaus, and related functional Boards of the Ministry of Agriculture and Rural Development, members of the Central Project Management Board, Directors of the Central Project Office, and Provincial Project Directors in Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh under the Project to protect and develop coastal wetlands in southern Vietnam are responsible for implementing this Decision.

STANDARDS

ALLOWANCES FOR PROVINCIAL STAFF UNDER THE PROJECT TO PROTECT AND DEVELOP COASTAL WETLANDS IN SOUTHERN VIETNAM

(issued pursuant to Decision No. 110/2001/QD-BNN dated November 23/11/2001

of the Minister of 2001 by the Minister of Agriculture and Rural Development).

The Ministry of Agriculture and Rural Development stipulates the standards for allowances for provincial-level staff under the Project to protect and develop coastal wetlands in southern Vietnam from the non-reimbursable grant of DANIDA as follows:

1. Staff Allowances.

1.1. Provincial Project Management Board.

Director/Deputy Director: 1,500,000 dong/month.

Other staff: 750,000 dong/month.

Comprising 12 positions: accountant (3 positions), planning, procurement, technology transfer, social development, resettlement, land administration, forestry, fisheries, and monitoring as decided by the People's Committee of the province based on the staffing plan designed in the Project Implementation Manual (PIM). If a province assigns more staff to the Project Management Board, it will self-adjust within the allowance standard for the 12 positions.

1.2. Provincial Project Steering Board.

Members of the Provincial Project Steering Board: 255,000 dong/month.

2. Field Allowance.

Field allowance is calculated based on the actual number of days on duty confirmed in the travel permit with specific rates as follows:

Traveling to Hanoi and Ho Chi Minh City: 105,000 dong/day.

Traveling to other points within the Project area: 75,000 dong/day.

For the Director, Deputy Director, and three staff members: accountants, planners, and procurement officers, the average number of days traveling does not exceed 6 days/person/month. For staff members involved in technology transfer, social development, resettlement, land administration, forestry, fisheries, and monitoring, the average number of days traveling does not exceed 12 days/person/month. For staff members from provincial agencies participating in project activities, the average number of days traveling does not exceed 4 days/person/month.

Staff members receiving field allowance from the non-reimbursable grant of DANIDA shall not be reimbursed for travel expenses from the counterpart fund. Other travel-related costs such as train, bus fares, accommodation fees... still apply according to Section III of Decision No. 2891/QD-BNN-TCKT dated July 21, 2000 of the Ministry of Agriculture and Rural Development on issuing expenditure standards for the Project to protect and develop coastal wetlands in southern Vietnam.

Based on the above expenditure standards, the Directors of Provincial Project Management Boards must balance the accounts to ensure that expenditures do not exceed the total DANIDA grant allocated for these items and guarantee sufficient allowances for staff and field work throughout the implementation of the project.

During implementation, if there are any difficulties, please report to the Ministry of Agriculture and Rural Development for prompt resolution.
