Pursuant to the Law on Legislative Documents of 2008;
Pursuant to the Law on Information Technology 2006;
Pursuant to the Law on Telecommunications 2009;
Pursuant to the Law on Cryptography 2011;
Pursuant to Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government on management, provision, and use of Internet services and electronic information on the Internet;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Considering the proposal of the Chief of General Staff;
The Minister of National Defense decides:
Article 1. To promulgate with this Circular the Regulation on management, provision, and use of Internet services in the Vietnam People's Army.
Article 2. This Circular takes effect from October 10, 2014, and replaces Decision No. 06/2003/QĐ-BQP dated January 17, 2003 of the Minister of National Defense promulgating the Regulation on management, provision, and use of Internet services in the Vietnam People's Army.
Article 3. The Chief of General Staff, commanders of agencies and units in the Vietnam People's Army are responsible for implementing this Circular./.
