Repealing in whole or in part certain legislative regulatory documents
issued jointly by the Minister of Public Security
Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Enacting Legislative Regulatory Documents;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Department of Legal Affairs and Administrative Reform and Justice;
The Minister of Public Security issues this Circular to repeal in whole or in part certain legislative regulatory documents issued by the Minister of Public Security, issued jointly.
Article 1. Repeal all regulatory legal documents jointly issued by the Minister of Public Security
Repeal all regulatory legal documents jointly issued by the Minister of Public Security as follows:
1. Joint Circular No. 04/2001/TTLT-BCA-TCĐC dated June 19, 2001 of the Minister of Public Security, Director General of the Land Administration guiding the implementation of Decision No. 566/QĐ-TTg dated June 22, 2000 of the Prime Minister approving the land security planning managed by the Ministry of Public Security in the territory of 61 provinces and centrally governed cities.
2. Joint Circular No. 04/2002/TTLT-BCA-BNG dated January 29, 2002 of the Minister of Public Security, Minister of Foreign Affairs guiding the implementation of Decree No. 21/2001/NĐ-CP dated May 28, 2001 of the Government detailing the implementation of the Ordinance on Entry, Exit, and Residence of Foreigners in Vietnam.
3. Joint Circular No. 16/2004/TTLT-BCA-BQP dated November 1, 2004 of the Minister of Public Security, Minister of National Defense guiding the implementation of some provisions of the Road Traffic Law regarding the organization of registration, issuance of license plates for economic vehicles of defense enterprises, military vehicles requiring civilian license plates, and the inspection and handling of traffic administrative violations by military vehicles.

Article 2. Repeal all regulatory legal documents issued by the Minister of Public Security
Repeal all the following regulatory legal documents issued by the Minister of Public Security:
1. Decision No. 511/1999/QĐ-BCA(V26) dated September 3, 1999 of the Minister of Public Security promulgating the Regulation on Prevention and Control of HIV/AIDS in prisons, educational facilities, and juvenile rehabilitation centers.
2. Circular No. 01/2010/TT-BCA dated January 12, 2010 of the Minister of Public Security guiding the implementation of some articles of Decision No. 20/2009/QĐ-TTg dated February 10, 2009 of the Prime Minister stipulating the provision and use of technical equipment in the work of prevention, detection, and handling of violations of environmental protection laws by the People's Police force.
3. Circular No. 35/2010/TT-BCA dated October 11, 2010 of the Minister of Public Security stipulating the issuance of permits for the transportation of industrial explosives and dangerous goods.
4. Circular No. 48/2010/TT-BCA dated November 16, 2010 of the Minister of Public Security stipulating the technical assessment of investment projects within the Public Security Force.
5. Circular No. 50/2010/TT-BCA dated November 16, 2010 of the Minister of Public Security stipulating the quality management of products and goods purchased and imported within the Public Security Force.
6. Circular No. 03/2011/TT-BCA dated January 24, 2011 of the Minister of Public Security stipulating the division of responsibilities, levels of authority, and coordination in logistical and technical work within the Public Security Force.
7. Circular No. 42/2011/TT-BCA dated June 29, 2011 of the Minister of Public Security guiding the issuance of border crossing permits for Vietnam-Cambodia for officials, employees, and Vietnamese citizens traveling to Cambodia.
8. Circular No. 67/2013/TT-BCA dated December 11, 2013, issued by the Minister of Public Security, stipulates the issuance of border crossing permits for Vietnamese citizens traveling across the Vietnam-China border.
9. Circular No. 04/2014/TT-BCA dated January 21, 2014, issued by the Minister of Public Security, amends and supplements certain provisions of Circular No. 35/2010/TT-BCA dated October 11, 2010, issued by the Minister of Public Security, concerning the issuance of permits for the transportation of industrial explosives and dangerous goods.
10. Circular No. 29/2016/TT-BCA dated July 6, 2016, issued by the Minister of Public Security, provides guidance on the issuance, amendment, and supplementation of ordinary passports within the country for Vietnamese citizens.
Article 3. Repeal part of the legal normative documents promulgated by the Minister of Public Security.
Repeal Clause 1 of Article 2; Clause 1 of Article 3; Article 4; Model TK7 of Circular No. 41/2011/TT-BCA dated June 29, 2011, issued by the Minister of Public Security, guiding the issuance of border crossing permits for Vietnamese citizens to Laos and permits to visit provinces and cities of Vietnam for Laotian citizens.
Article 4. Organization of Implementation
1. This Circular takes effect from November 15, 2021.
2. The Director of the Legal System and Administrative Reform Department, Heads of units under the Ministry, Directors of Provincial Police Departments under the direct jurisdiction of the Central Government, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
