DECREE

Abolishing certain legislative texts of the Government

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Law Amending and Supplementing Several Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;

At the proposal of the Minister of Justice;

The Government promulgates this Decree to abolish certain regulatory legal documents issued by the Government.

This Circular takes effect from January 25, 2026.

1. Decision No. 112-HĐBT dated October 15, 1981 of the Council of Ministers on the functions, tasks, and organizational structure of grassroots administrative units.

2. Decree No. 52-HĐBT/NĐ dated March 19, 1982 of the Council of Ministers on amending the organizational structure of the Ministry of Foreign Trade.

3. Decision No. 153-HĐBT dated December 13, 1983 of the Council of Ministers on establishing the Committee for Promoting the Purchase of National Debt Securities.

4. Decision No. 159-HĐBT dated October 30, 1987 of the Council of Ministers on the composition of the Central Committee for Promoting the Purchase of National Debt Securities for Building the Nation.

5. Decree No. 87-CP dated December 12, 1995 of the Government on strengthening management of cultural activities and cultural services and intensifying efforts to eliminate serious social evils.

6. Decree No. 07/CP dated February 5, 1996 of the Government on managing plant varieties.

7. Decree No. 119/1999/ND-CP dated September 18, 1999 of the Government on certain policies and financial mechanisms to encourage enterprises to invest in scientific and technological activities.

8. Decree No. 71/2000/ND-CP dated November 23, 2000 of the Government on extending the working period of cadres and civil servants until retirement age.

9. Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and eventually reduce traffic accidents and traffic congestion.

10. Resolution No. 08/2004/NQ-CP dated June 30, 2004 of the Government on continuing to promote decentralization in state management between the Government and provincial-level city authorities directly under the central government.

11. Decree No. 08/2007/ND-CP dated August 8, 2007 of the Government on transferring the Central Board of Awards and Commendations, the State Committee for Religious Affairs, and the State Committee for Official Communications into the Ministry of Home Affairs.

12. Decree No. 19/2014/ND-CP dated March 14, 2014 of the Government promulgating the Model Charter of a Joint Stock Company with One Member being the State.

13. Decree No. 115/2014/ND-CP dated December 3, 2014 of the Government on the system of supervision and inspection of the implementation of strategies, plans, objectives, and assigned tasks of state-owned enterprises.

14. Decree No. 55/2016/ND-CP dated June 15, 2016 of the Government adjusting pension levels, disability allowances, monthly allowances, and allowances for kindergarten teachers who worked before 1995.

15. Decree No. 76/2017/ND-CP dated June 30, 2017 of the Government adjusting pensions, social insurance benefits, and monthly allowances.

16. Decree No. 88/2018/ND-CP dated June 15, 2018 of the Government adjusting pensions, social insurance benefits, and monthly allowances.

Article 2. Repealing part of legal normative documents

1. Abolish Clause 2 Article 1, Clause 2 Article 2 of Decree No. 01/2012/ND-CP dated January 4, 2012 of the Government amending, supplementing, replacing, or abolishing regulations related to administrative procedures within the scope of the functions of the Ministry of Culture, Sports and Tourism.

2. Abolish Clause 2 Article 1, Chapter III of Decree No. 66/2016/ND-CP dated July 1, 2016 of the Government stipulating conditions for investment and business in plant quarantine, plant seeds, ordinary wildlife breeding, animal husbandry, aquaculture, food.

Article 3. Implementation Provisions

1. This Decree takes effect from December 30, 2022.

2. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairpersons of provincial-level municipal People's Committees, and relevant agencies and units shall be responsible for implementing this Decree.
