CIRCULAR
Regulations on civil defense training and education for forces within the Vietnam People's Army and Self-Defense Forces
Based on the Civil Defense Law dated June 20, 2023, amended and supplemented in 2025;
Based on the Self-Defense Forces Law dated November 22, 2019, amended and supplemented in 2025;
Based on Decree No. 200/2025/NĐ-CP dated July 9, 2025 of the Government detailing certain provisions of the Civil Defense Law;
Based on Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain provisions of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Chief of General Staff;
The Minister of National Defense promulgates this Circular regulating civil defense training and education for forces within the Vietnam People's Army and Self-Defense Forces.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular applies to officers, professional soldiers, students, technical staff, non-commissioned officers, privates, and Self-Defense Forces personnel undergoing civil defense training and education in agencies, units; military academies, officer schools, universities, colleges, secondary schools, military schools under military regions, corps, and the Command of Hanoi Capital (educational and training institutions in the Military); and vocational training and education centers in the Military.
Article 2. Applicability
Article 3. Objectives and requirements for training and education
Clause 1. Objectives
Point a) For commanders: To enhance their level, capacity, and methods of command and operation, advisory work in civil defense activities;
Point b) For professional soldiers and technical staff: To train them to improve their skills in using equipment to perform civil defense tasks; their ability to handle basic situations according to the functions and tasks of each agency and unit;
Point c) For non-commissioned officers and privates: To train them to improve their basic knowledge and skills to ensure the performance of civil defense tasks, suitable for the characteristics of each unit and the area where they are stationed;
Point d) For educational and training institutions in the Military: To train them basic knowledge, command organization capabilities, and the ability to build and implement Civil Defense Plans, meeting assigned tasks;

Point đ) For specialized and concurrent units: To train them to deepen their expertise in specific fields. Focus on training to proficiently use equipment and means to respond to emergencies, natural disasters, and search and rescue operations according to their specialties, especially modern equipment;
Point e) For Self-Defense Forces personnel: To train them to know how to act and use local resources to handle civil defense situations; to master search and rescue techniques and actions; to understand search and rescue information and methods to cope with disasters, accidents, and natural disasters; to ensure personal and community safety when participating in rescue operations.
Clause 2. Requirements
Point a) Commanders must be familiar with the principles and regulations regarding the organization and operation of civil defense activities; direct and guide units to effectively execute civil defense orders and plans issued by commanders. Develop plans and organize training for troops to thoroughly understand civil defense operations, ensuring comprehensive content, sufficient time, and high effectiveness;
Point b) Those undergoing practical training and education must be proficient in the professional and technical aspects of civil defense work, flexibly applying them to actual conditions; strictly adhere to the principle of "4 at the spot," closely coordinating between individuals and squads in performing tasks;
Point c) Training and education work must closely align with the requirements of civil defense tasks; combine specialized civil defense training and education with technical, tactical, and physical training. Strictly enforce safety rules during training, particularly when responding to emergencies, natural disasters, and disasters.
Chapter II
REGULATIONS ON TRAINING AND EDUCATION FOR CIVIL DEFENSE
TRAINING AND EDUCATION FOR CIVIL DEFENSE
Article 4. Content and Program of Civil Defense Training and Education
The content and program of civil defense training and education shall be implemented in accordance with the provisions set out in the Appendix attached to this Circular and applied to the following subjects:
1. General civil defense training.
2. Civil defense training for specialized and兼任部队的民防训练。
3. Civil defense training for teams participating in humanitarian support and disaster relief activities under the Ministry of National Defense.
4. Civil defense education for students at educational and training institutions within the Military.
5. Civil defense training and education for vocational training centers.
6. Civil defense training for Militia Self-Defense Forces.
Article 5. Duration of Training and Education for Various Subjects
The total duration of civil defense training equals 02% of the total military training time, specifically:
1. Command and staff training at units, vocational training centers, and educational institutions within the Military.
The duration of civil defense training is 0.5 days (03 hours)/year.
2. General civil defense training
a) For units fully prepared for combat training 16 days/month: The duration of civil defense training is 24 hours/year, including soldiers in their first year training 08 hours/year (Phase 2), soldiers in their second year training 16 hours/year (Phase 1: 08 hours, Phase 2: 08 hours).
b) For units training while on duty, including: Naval fleets, naval squadrons, border guard posts, coast guard; electronic warfare; cyber warfare; maintenance units; operational and tactical transportation units training 08 days/month:
Professional military personnel, technical staff: The duration of civil defense training is 07 hours/year (Phase 1).
Non-commissioned officers, soldiers: The duration of civil defense training is 12 hours/year, including soldiers in their first year 06 hours (Phase 2), soldiers in their second year 06 hours (Phase 1).
c) For units constructing combat engineering projects, national defense economic detachments; units ensuring communication and national defense economy; hospitals, warehouses, stations; security platoons, cooking detachments at all levels; coastal police units, strategic-level transportation units serving battalion-level and equivalent organs training 04 days/month:
Professional military personnel, technical staff: The duration of civil defense training is 06 hours/year (Phase 1).
Non-commissioned officers, soldiers: The duration of civil defense training is 06 hours/year (soldiers in their first year, Phase 2).
3. Specialized and兼任部队的培训时间根据各专业内容和培训任务的具体规定确定。
4. Militia Self-Defense Force Training
The duration of civil defense training equals 02% of the total military training time. The duration of military training ranges from 75% to 80% of the total training time for each subject.
a) First-year Militia Self-Defense Force members, training 15 days/year (08 hours/day, 120 hours/year): The duration of civil defense training is 02 hours/year.
b) Mobile Militia Self-Defense Force members, maritime, arms (Air Defense, Artillery, Communications, Reconnaissance, Engineering, Chemical Defense, Medical), training 12 days/year (08 hours/day, 96 hours/year): The duration of civil defense training is 1.5 hours/year.
c) Local Militia Self-Defense Force members, training 07 days/year (08 hours/day, 56 hours/year): The duration of civil defense training is 01 hour/year.
d) Regular Militia Self-Defense Force members, regular militia naval squadrons, training 60 days/year (08 hours/day, 480 hours/year): The duration of civil defense training is 07 hours/year.
5. Education for students at educational and training institutions within the Military.
The duration of civil defense education ranges from 02% to 04% of the total military content training time, based on the specific professional content and training tasks to determine the appropriate duration.
Article 6. Inspection Organization
1. Upon completion of training for units, organize inspections, competitions, and sports events for subordinate units; the inspection time shall be determined by the unit commander.
2. Educational and training institutions within the Military shall organize inspections to evaluate the academic performance of students; vocational training centers shall assess results and issue Certificates to trainees.
3. The National Civil Defense Steering Committee shall inspect the training of five teams participating in humanitarian assistance and disaster relief activities under the Ministry of National Defense.
4. Local military authority commanders shall organize inspections to evaluate the training results of the Self-Defense Forces.
Article 7. Implementation Organization
1. Agencies and units according to their assigned functions and tasks shall be responsible for guiding and urging the implementation of civil defense training and education programs for forces within the Vietnam People's Army and the Self-Defense Forces.
2. Annually, the Rescue and Relief Department/BTTM (Office of the National Civil Defense Steering Committee) shall be responsible for compiling the results of civil defense training and education, and reporting to the National Civil Defense Steering Committee.
Chapter III
IMPLEMENTING PROVISIONS
Article 8. Effective Date
For applications for awarding ranks to high-performance sports athletes that are being processed before the effective date of this Circular, the provisions of Circular No. 06/2021/TT-BVHTTDL dated July 22, 2021 issued by the Minister of Culture, Sports and Tourism concerning standards for awarding ranks to high-performance sports athletes shall apply.
Decisions of the General Staff Chief of the Vietnam People's Army: No. 214/QĐ-TM dated February 5, 2020 on the issuance of the Basic Rescue and Relief Training Program for various categories; No. 215/QĐ-TM dated February 5, 2020 on the issuance of the Basic Rescue and Relief Training Program for academies and officer schools shall cease to be effective from the date this Circular takes effect.
Contents regarding rescue and relief training stipulated in Decision No. 2831/QĐ-TM dated December 8, 2021 of the General Staff Chief of the Vietnam People's Army on the issuance of the Basic Training Program for various categories in 2021, and contents regarding the Basic Training Program for infantry and mechanized infantry units shall cease to be effective from the date this Circular takes effect.
Contents regarding training for flood prevention and control duties as stipulated in Decision No. 2831/QĐ-TM dated December 8, 2021 of the General Staff Chief of the Vietnam People's Army on the issuance of the Basic Training Program for various categories in 2021, and contents regarding the Basic Training Program for engineering units shall cease to be effective from the date this Circular takes effect.
Article 9. Responsibility for implementation
The General Staff Chief, heads of agencies, units, organizations, and individuals concerned shall be responsible for implementing this Circular.
