Regarding the issuance of the Training and Capacity Building Plan for Management of Information Technology

for Leaders in Information and Information Technology for the period 2006-2008

THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decision No. 331/QĐ-TTg dated April 6, 2004 of the Prime Minister approving the Program on Developing Human Resources in Information Technology from now until 2010;

Considering the proposal of the Director of the Department of Training and Capacity Building for State Officials,

 

DECISION:

 

Article 1. This Decision hereby promulgates the Training and Capacity Building Plan for Management of Information Technology for Leaders in Information and Information Technology for the period 2006-2008 attached hereto.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. The Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of related agencies are responsible for implementing this Decision./.

 

TRAINING AND CAPACITY BUILDING PLAN FOR MANAGEMENT OF INFORMATION TECHNOLOGY

FOR LEADERS IN INFORMATION AND INFORMATION TECHNOLOGY

PERIOD 2006 - 2008

(Issued together with Decision No. 112/2005/QĐ-BNV dated November 1, 2005)

Training and capacity building in management of information technology (IT) is a significant task contributing decisively to the success of the Program on Developing Human Resources in IT from now until 2010. Decision No. 331/QĐ-TTg dated April 6, 2004 of the Prime Minister approving the Program on Developing Human Resources in IT until 2010 sets the goal of training and capacity building for leaders in information and IT to fulfill the task of managing the application and development of IT in ministries, sectors, and localities.

To implement the tasks assigned by the Prime Minister, the Ministry of Home Affairs has developed the Training and Capacity Building Plan for Management of IT for Leaders in Information and IT (Chief Information Officer - abbreviated as CIO) for the period 2006-2008 to facilitate the effective implementation of IT application and development in ministries, sectors, and localities.

I. Current Competencies and Training Needs of the Group of Leaders in Information and IT:

1. Current Level and Management Competencies:

In response to Circular No. 398/BTCCBCP-CCVC dated September 5, 2001 of the Government Organizational and Cadre Affairs Committee (now the Ministry of Home Affairs) requesting each ministry, agency equivalent to a ministry, government agency, and provincial people's committees to appoint one leader directly responsible for the field of information application and IT, up to now, over 100 leaders have been appointed by ministries, sectors, and provincial people's committees to be responsible for this field.

Survey results from 70 CIOs of ministries, sectors, and provincial people's committees show:

- Age: CIOs aged 35-50 account for 32.9%, aged 51-60 account for 61.4%, and over 60 years old account for 5.7%.

Generally, the group of information and IT managers all have university degrees or higher, leadership experience in state administration according to their respective fields and regions, knowledge and skills in organizing and implementing strategic tasks.

- Duration of leadership in information and IT: those with less than one year of leadership account for 15.7%, one to three years account for 31.4%, and more than three years account for 52.9%.

- Main difficulties in performing tasks: lack of knowledge about information and IT; lack of leadership skills or limited leadership experience in this field; shortage of human resources to carry out activities; outdated information infrastructure that does not meet requirements.

Survey results indicate that CIOs still face many shortcomings in specialized knowledge and basic skills necessary to establish a stable and developing IT infrastructure that meets the requirements of managing a socialist-oriented market economy and international integration. Additionally, CIOs are directly responsible for directing, managing, and supervising the process of applying information and IT to serve state management, professional work in their respective fields and regions within their assigned responsibilities, thus requiring enhanced awareness of the application of IT in management, operation, and professional work.

Regarding self-assessment of task completion by CIOs: only 31.4% of officials complete their tasks well, 61.4% complete their tasks, and 7.2% fail to complete their tasks.

Some fundamental reasons for slow implementation and ineffective application of IT in ministries, sectors, and localities include:

- Managers in information and IT have not been equipped with necessary knowledge and skills regarding the application and development of information and IT.

- Infrastructure and human resources serving the leadership, application of information and IT in ministries, sectors, and localities are weak.

2. Training and Capacity Building Needs for Management of IT for CIOs:

- According to survey results on the training and capacity building needs for management of IT for CIOs:

In addition to the aforementioned knowledge and skills, some CIOs have training and capacity building needs in the following areas: Strategies, planning, and development plans for IT in Vietnam and implementation solutions; Protection, security, and management of databases, operating systems, and IT applications in national defense and security; and regular updates on new IT developments.

b) Forms, Time, and Locations for Training and Capacity Building:

+ Regarding the form of training and capacity building: centralized.

+ Regarding the duration of each course: 10% of the officials propose organizing courses lasting less than one week; 30% propose organizing courses lasting one week; 34.3% propose organizing courses lasting two weeks; 25.7% propose organizing courses lasting more than two weeks.

+ Regarding the location for training and development: 45.7% of the officials propose organizing courses within the country; 48.5% propose organizing courses both within and outside the country; 2.9% wish to study abroad.

II. Progress and Content of Training and Development for CIO Officials on Information Management and Information Technology from 2005 to 2008

1. Objectives and Requirements:

- Equip basic knowledge and skills in information management and IT leadership; enhance the capabilities of CIO officials to meet the requirements of applying and developing information in a modern administrative system.

- Ensure that by 2008, all CIO officials have been trained and developed with necessary knowledge and skills to meet the requirements of leading and managing information and IT at ministries, sectors, and localities.

2. Content and Training Program on Information Management and IT:

The content of training and development on information management and IT includes three parts:

a) Part One: Basic knowledge about information management and IT to create a common level of proficiency; including the following contents:

+ Basic concepts of information systems and IT; legal regulations on information management and IT.

+ Strategy for IT development in Vietnam.

+ Basic concepts, structure, management characteristics, operational mechanisms of e-Government and its basic functions. The role and trends of IT application in leadership, management, and building e-Government in Vietnam.

+ Functions, tasks, and roles of officials responsible for leading and managing information and IT.

b) Part Two: Methods and skills for managing, exploiting, and applying information and IT knowledge in leadership and management; including the following contents:

+ Developing strategies and plans for the development and application of information and IT in state administration. Experiences of other countries regarding the development and application of IT in state administration.

+ Skills in building and managing IT projects and implementing projects within an overall strategy for IT development.

+ Information security techniques and IT.

+ Practical exercises on certain models of information and IT management.

+ Web technology and applications.

c) Part Three: Research and survey experiences in organizing, managing, and applying information and IT in state administration in some Southeast Asian countries.

3. Implementation Schedule:

a) Building the curriculum framework and compiling training materials on information management and IT:

- Curriculum framework and distance learning materials (based on the content of part one): completion time in the fourth quarter of 2005.

- Curriculum framework and concentrated training materials (based on the content of part two): completion time in the first quarter of 2006.

b) Training and Development Progress Plan:

- From the second quarter of 2006 to the third quarter of 2007: organize 5 to 6 training and development sessions according to the program content comprising the three parts mentioned in item 2 for CIO leaders of ministries, sectors, and provincial People's Committees.

- In 2008, organize updates on knowledge, exchange of skills, and experience in information and IT management for these target groups.

4. Forms and Duration of Training and Development:

a) Organizing each course (in the years 2006-2007):

- Distance learning (content of part one): send materials for CIO officials to self-study.

- Concentrated domestic training (content of part two): duration of one week.

- Overseas research and survey (part three): duration of one week.

b) Organizing updates on knowledge, exchange of skills, and experience in information and IT management (in 2008) in a concentrated form; each session organized for approximately 2 to 3 days.

5. Training and Development Budget:

The budget is sourced from regular training and development funds; overseas training and development funded by state budget and other sources of sponsorship.

6. Organization of implementation:

Assign the Department of Training and Development of Civil Servants under the Ministry of Home Affairs to be the main body to implement the following tasks:

+ Organize the construction of the program and compilation of training and development materials for CIO officials.

+ Develop detailed plans and budgets for each training and development session, submit to the Ministry of Home Affairs Leadership for approval; advise on selecting units to organize training and development sessions according to the approved decisions of the Ministry of Home Affairs Leadership.

+ Inspect and evaluate the implementation results of training and development work on IT management for CIO officials as stipulated in this Plan.

+ Organize the evaluation of post-training and development effectiveness for CIO officials./.
