PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
At the proposal of the Minister of Education and Training and the Minister of Finance,
DECISION:
Article 1. Scholarships
a) Academic encouragement scholarships.
The recipients of academic encouragement scholarships are regular full-time students at public training institutions who have achieved good to excellent academic and discipline results.
A full academic encouragement scholarship is set at 120,000 VND/month for university and college students and 110,000 VND/month for vocational high school and trade students.
Students who achieve outstanding grades receive double the amount of the full academic encouragement scholarship.
The academic encouragement scholarship is granted for eleven months in a year.
b) Policy scholarships
The recipients of policy scholarships are selected students from highland and remote areas studying at state-funded universities and colleges; preparatory university students from ethnic minorities; boarding secondary school students from ethnic minorities; and vocational students from central vocational schools for war invalids and disabled persons managed by the Ministry of Labor, Invalids, and Social Affairs.
The policy scholarship is unified at 120,000 VND/month and is granted for twelve months in a year.
Article 2. Social Allowances
The recipients of social allowances are regular full-time long-term students at public training institutions belonging to the following categories:
1. Ethnic minority people living in mountainous regions.
2. Orphans without any support.
3. Disabled persons as defined by the State and facing economic difficulties.
4. Students with particularly difficult economic circumstances who overcome these challenges to study.
The social allowance is 100,000 VND/monthand is granted for twelve months in a year.
Article 3. Students benefiting from preferential policies under Article 66 of Decree No. 28/CP dated April 29, 1995 of the Government, who are currently receiving monthly allowances, and students mentioned in Section b of Article 1 and Article 2 of this Decision, if they meet the criteria specified in Section a of Article 1 of this Decision, shall also receive additional incentive awards from the scholarship fund.
Article 4. The scholarship and social allowance funds are budgeted separately but both are funded from the annual regular state budget for training.
Article 5. This Decision takes effect from January 1, 1998. Previous regulations that conflict with the provisions of this Decision are abolished.
Article 6. The Minister of Education and Training shall coordinate with the Minister of Finance and the Minister of Labor, Invalids, and Social Affairs to guide the implementation of this Decision.
Article 7. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
