Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 86/CP dated December 8, 1995 of the Government stipulating the division of responsibilities for state management of product quality;
Pursuant to the Decree No. 15/CP dated March 19, 1996 of the Government on the management of livestock feed;
At the proposal of the Director of the Bureau of Agriculture Extension and Forestry Extension, the Head of the Department of Science, Technology and Product Quality,

Article 1. The attached Decision promulgates the List of minimum technical requirements that must be published when developing basic standards for animal feed products.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 3. The Heads of the Ministry's Office, the Directors of the Bureau of Agriculture Extension and Forestry Extension, the Heads of the Department of Science, Technology and Product Quality, the Directors of Provincial Departments of Agriculture and Rural Development under the Central Government, organizations and individuals involved in the production and business of animal feed are responsible for implementing this Decision./.
