Decision No. 114/2000/QĐ-TTg Regarding the establishment of the Drafting Board for the Ordinance to amend and supplement certain provisions of the Ordinance on Dikes; the Ordinance on Flood and Storm Prevention; and the Ordinance on the Exploitation and Protection of Irrigation Works

DECISION OF THE PRIME MINISTER

Regarding the establishment of the Drafting Board for the Ordinance Project to amend and supplement certain provisions of the Ordinance on Dikes; the Flood and Typhoon Prevention Ordinance; the Waterworks and Water Conservancy Works Management and Protection Ordinance

Pursuant to Resolution No. 33/1999/QH10 of the National Assembly of the Socialist Republic of Vietnam, the tenth session, sixth meeting (from November 18, 1999 to December 21, 1999) concerning the Law and Ordinance Construction Program for 2000;

The Drafting Board for the Ordinance Project to amend and supplement certain provisions of the Ordinance on Dikes; the Flood and Typhoon Prevention Ordinance; the Waterworks and Water Conservancy Works Management and Protection Ordinance shall consist of the following members:

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

1. The Minister of Agriculture and Rural Development, Chairperson;

At the request of the Minister of Agriculture and Rural Development,

DECISION:

Article 1. 2. The Deputy Minister of Agriculture and Rural Development, Permanent Member;

3. The Deputy Minister of Justice, Member;

4. The Deputy Minister of Defense, Member;

5. The Deputy Minister of Public Security, Member;

6. The Deputy Minister of Transport, Member;

7. The Deputy Minister of Construction, Member;

8. The Vice Director of the Land Administration General Department, Member;

9. The Vice Director of the Meteorology and Hydrology General Department, Member;

10. The Deputy Chairman of the People's Committee of Hanoi City, Member.

Tasks of the Drafting Board:

1. Assist the Government in directing and managing the research, survey, collection of materials, and drafting of the content of the Ordinance Project to amend and supplement certain provisions of the Ordinance on Dikes; the Flood and Typhoon Prevention Ordinance; the Waterworks and Water Conservancy Works Management and Protection Ordinance;

Article 2. 2. Establish the Editorial Group for the Ordinance Project to amend and supplement certain provisions of the Ordinance on Dikes; the Flood and Typhoon Prevention Ordinance; the Waterworks and Water Conservancy Works Management and Protection Ordinance and direct the Editorial Group to carry out tasks related to these Ordinance Projects;

3. Organize the solicitation of opinions from relevant Ministries, sectors, and agencies regarding the content of the Ordinance Project to amend and supplement certain provisions of the Ordinance on Dikes; the Flood and Typhoon Prevention Ordinance; the Waterworks and Water Conservancy Works Management and Protection Ordinance;

4. Report to the Prime Minister on difficulties and obstacles encountered during the drafting of the Ordinance Projects;

5. Propose the schedule and budget for the Ordinance Projects. Organize the construction of the Ordinance Projects according to schedule;

6. Submit the Ordinance Projects to the Government for consideration and approval to be submitted to the Standing Committee of the National Assembly. By February 20, 2000, the agencies represented in the Drafting Board for the Ordinance Projects shall notify the Chairperson of the list of representatives participating in the Drafting Board for the above Ordinances.

This Decision takes effect from the date of signature. The Ministers, Heads of agencies at the ministerial level, Heads of agencies under the Government, and the Chairman of the People's Committee of Hanoi City who have representatives in the Drafting Board are responsible for implementing this Decision.

6. Submit to the Government for consideration and approval the Draft Ordinances to be submitted to the Standing Committee of the National Assembly.

Article 3. By no later than February 20, 2000, the agencies with representatives on the Drafting Board of the Draft Ordinances shall notify the Chairperson of the list of representatives participating in the Drafting Board of the above-mentioned Ordinances.

Article 4. This Decision takes effect from the date of signature. The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, and the Chairman of the People's Committee of Hanoi City who have representatives participating in the Drafting Board are responsible for implementing this Decision.
