Regarding the establishment of the National Committee for the Advancement of Women in Vietnam

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 34/2007/QĐ-TTg dated March 12, 2007 of the Prime Minister on the issuance of the Regulation on the establishment, organization, and operation of inter-ministerial coordination bodies.

Considering the proposal of the Minister of Labor, Invalids, and Social Affairs and the Minister of Home Affairs,

DECISION:

Article 1. To establish the National Committee for the Advancement of Women in Vietnam.

Article 2. The National Committee for the Advancement of Women in Vietnam is an inter-ministerial coordination body with the function of assisting the Prime Minister in researching and coordinating the resolution of inter-ministerial issues related to women's advancement throughout the country.

Article 3. Tasks and powers of the National Committee for the Advancement of Women in Vietnam

1. Researching and proposing to the Prime Minister directions and solutions to address inter-ministerial issues related to women's advancement.

2. Assisting the Prime Minister in coordinating among ministries, ministerial-level agencies, government agencies, people's committees at all levels, and mass organizations in disseminating, promoting, and mobilizing the public to implement Party policies and state laws related to women's advancement.

3. Assisting the Prime Minister in urging ministries, ministerial-level agencies, government agencies, provincial-level people's committees, and centrally-administered city people's committees in coordinating to implement national goals for women's advancement.

4. Reporting to the Prime Minister every six months or upon request on the activities of the National Committee for the Advancement of Women in Vietnam.

5. Performing other tasks related to women's advancement assigned by the Prime Minister.

Article 4. Members of the National Committee for the Advancement of Women in Vietnam include:

1. Chairman of the Committee: Minister of Labor, Invalids, and Social Affairs.

2. Deputy Chairmen of the Committee:

- Inviting the Chairperson of the Vietnam Women’s Union;

- One Vice Minister of Labor, Invalids, and Social Affairs.

3. Committee members:

- One Vice Minister of Justice;

- One Vice Minister of Home Affairs;

- One Vice Minister of Foreign Affairs;

- One Vice Minister of Planning and Investment;

- One Vice Minister of Finance;

- One Vice Minister of Education and Training;

- One Vice Minister of Culture, Sports, and Tourism;

- One Vice Minister of Information and Communications;

- One Vice Minister of Health;

- One Vice Minister of Public Security;

- One Vice Minister of Agriculture and Rural Development;

- One Deputy Director of the Committee for Ethnic Minorities Affairs;

- One Deputy Director of the Government Office;

- Inviting one Deputy Head of the Party Central Organization Department;

- Inviting one representative of the Central Steering Committee of the Vietnam Fatherland Front;

- Inviting one Deputy Chairman of the Vietnam General Confederation of Labor;

- Inviting one Deputy Chairman of the Vietnam Farmers' Association;

- Inviting one Secretary of the Communist Youth Central Committee.

Committee members serve concurrently. The Chairman of the Committee coordinates with the heads of relevant agencies to decide on the list of Committee members.

Article 5. The Chairman of the National Committee for the Advancement of Women in Vietnam promulgates the operational regulations of the Committee and assigns responsibilities to Committee members.

Article 6. The National Committee for the Advancement of Women in Vietnam has its own seal. The Chairman of the Committee, Deputy Chairmen of the Committee, and the Director of the Committee's office may use the Committee's seal.

Article 7. The Minister of Labor, Invalids, and Social Affairs decides to establish an office to assist the Committee, ensuring efficiency and not creating additional staffing. The Director of the Committee's office is the Director of the Gender Equality Department under the Ministry of Labor, Invalids, and Social Affairs.

Article 8. The operating budget of the National Committee for the Advancement of Women in Vietnam is provided annually from the state budget and is consolidated into the budget of the Ministry of Labor, Invalids, and Social Affairs.

Article 9. This Decision takes effect from the date of signature and replaces Decision No. 92/2001/QĐ-TTg dated June 11, 2001 of the Prime Minister regarding the establishment of the National Committee for the Advancement of Women in Vietnam. Previous provisions contrary to this Decision are abolished.

Article 10. The Chairman of the National Committee for the Advancement of Women in Vietnam, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial-level people's committees, and Heads of relevant agencies and organizations are responsible for implementing this Decision./.
