Guidelines on expenditure and management of funds for organizing the Third Asian Indoor Games (AIGames III)

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Implementing Decision No. 489/QĐ-TTg dated May 2, 2008 of the Prime Minister approving the project to organize the Third Asian Indoor Games in Vietnam;

Implementing Decision No. 486/QĐ-TTg dated May 2, 2008 of the Prime Minister establishing the National Steering Committee for preparing the Third Asian Indoor Games in Vietnam;

Pursuant to precedents of previous Asian Indoor Games and relevant regulations of international sports federations;

The Ministry of Finance and the Ministry of Culture, Sports and Tourism jointly issue guidelines on expenditure and management of funds for organizing the Third Asian Indoor Games in Vietnam (AI Games III) as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. AI Games III shall be organized with the ceremonial protocol of an International Cultural-Sports Festival, combining Vietnamese cultural traditions, ensuring professional effectiveness, and reflecting the spirit of solidarity and mutual understanding among countries in the region.

2. The entities subject to this Circular are organizations, units, institutions, and individuals using funds to implement AI Games III.

3. The budget for organizing AI Games III includes state budget funds and other legitimate sources of funding.

4. The use and management of funds and assets serving AI Games III shall comply with the Law on State Budget and current state regulations on financial and asset management.

II. SPECIFIC PROVISIONS

1. Funding sources:

The budget for organizing AI Games III includes:

- State budget (including central and local budgets)

- Contributions, support, and sponsorships from organizations, enterprises, and individuals both domestically and internationally.

- Fees for accommodation of foreign athlete delegations according to international practice at 50 USD/person/day.

- Revenue from ticket sales for viewing competition events, performances, opening and closing ceremonies, broadcasting rights, emblems, and symbols of AI Games III.

- Advertising revenue.

- Other lawful revenues.

2. Contents of expenditure:

2.1 Contents covered by the central government budget:

a/ Costs for preparatory work:

- Costs for publicity and advertising (printing banners, posters, insignias, filming, photography, flags, slogans, printing other materials) and media promotion (radio, television, press...).

- Renting optical fiber television cables, network connections.

- Costs for purchasing or renting equipment and venues to serve AI Games III as required by sub-committees.

- Renting transmission lines for the press center, costumes, props, purchasing medicine and medical supplies, security, office supplies.

- Expenditure for the opening and closing ceremonies, including costs for directing, staging, scripts, training for ceremonial groups, parades, synchronized performances, music and dance, decorations...

- Costs for printing tickets and making cards for participants in AI Games III.

- Costs for printing invitations, medals, commemorative items, badges for AI Games III, Olympic Vietnam badges, and other souvenirs.

- Costs for information technology activities.

- Expenditure for conferences, seminars, and press conferences of the Organizing Committee.

- Training costs for referees, guides, volunteers...

- Costs for training and implementing security force plans, fire prevention and firefighting, health care...

- Costs for the activities of the Steering Committee, Organizing Committee, and sub-committees.

- Costs under contracts signed between Vietnam and the Asian Olympic Council and according to international practices.

- Other expenses;

b/ Costs for AI Games III activities:

- Costs for the opening and closing ceremonies and summary of AI Games III.

- Costs for organizing competitions and performances of various sports.

- Costs for food, accommodation, travel, and allowances for international guests, referees, supervisors, coaches, athletes, members of the Steering Committee, Organizing Committee, and sub-committees.

- Renting transportation means.

- Costs for sample collection and doping control.

- Costs for telephone allowances for members of the Steering Committee, Organizing Committee, and heads of specialized sub-committees.

- Costs for awards.

- Expenses for security, safety, sanitation, health, and service provision.

- Other expenses;

3- Expense Levels:

3.1- For invited guests and athlete delegations:

- Costs for food, accommodation, travel, and work for foreign guests according to Circular No. 57/2007/TT-BTC dated June 11, 2007 of the Ministry of Finance on foreign guest reception expenses and Circular No. 127/2007/TT-BTC dated October 31, 2007 amending and supplementing Circulars No. 23/2007/TT-BTC dated March 21, 2007 and No. 57/2007/TT-BTC dated June 11, 2007 of the Ministry of Finance.

For foreign athlete delegations, costs for food and accommodation shall be paid according to contracts with service providers, but not exceeding 50 USD/person/day.

For Vietnamese sports teams staying in hotels, costs for food and accommodation shall be paid according to actual contracts, but not exceeding 800,000 VND/person/day; if staying in sports training centers, the cost for meals shall be 300,000 VND/person/day.

3.2 For staff serving AI Games III:

Staff serving during duty periods (including holidays and Sundays) shall be entitled to the following rates:

- Steering Committee, Head, Deputy Head of the Organizing Committee: 250,000 VND/day/person.

- Members of the Organizing Committee, Heads, Deputy Heads of sub-committees: 200,000 VND/day/person.

- Members of sub-committees, Organizing Committees of competition events: 150,000 VND/day/person.

- Service staff: 100,000 VND/day/person.

- Allowance for mobile phone usage during the Games (for the entire duration of the Games): Members of the Steering Committee, Organizing Committee, and heads of specialized sub-committees: 300,000 VND/person.

For participants in mass performances, parades, and character formations:

+ Training: 20,000 VND/session/person.

+ Rehearsal: 35,000 VND/session/person.

+ Official performance: 50,000 VND/session/person.

- Instructor fees:

+ Rehearsal: 40,000 VND/session/person.

+ General run-through: 60,000 VND/session/person.

+ Official performance: 80,000 VND/session/person.

- Participants in artistic performances shall be paid according to the contracts signed between the Organizing Committee and the art troupes.

- Allowance for voluntary service duties: 100,000 VND/day/person.

The number of days eligible for remuneration of members of the Steering Committee, Organizing Committee, Sub-committees, and service staff is the actual number of working days during the official organization period of the Third AI Games. In cases where work must be carried out earlier or completed later, the Organizing Committee will consider and decide on remuneration at the prescribed rate, but the extended time shall not exceed five days.

If a person performs multiple tasks in one day, they shall only be entitled to the highest remuneration level.

State officials who have received this allowance shall not be reimbursed for accommodation allowances and travel expenses but shall be reimbursed for transportation costs and lodging fees as stipulated in Circular No. 23/2007/TT-BTC dated March 21, 2007, issued by the Ministry of Finance, regarding the regulations on travel expenses and the organization of conferences for administrative agencies and public institutions, Circular No. 127/2007/TT-BTC dated October 31, 2007, amending and supplementing Circular No. 23/2007/TT-BTC dated March 21, 2007, and Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance.

For members of the Organizing Committee and Sub-committees who are local residents and do not stay at accommodations arranged by the Organizing Committee, they shall not be reimbursed for lodging fees, but if they provide their own means of transportation, they shall be reimbursed at a fixed rate of 20,000 VND/day/person.

- Expenses for meetings of the Steering Committee and Organizing Committee: 70,000 VND/meeting/person; meetings of Sub-committees: 50,000 VND/meeting/person.

- Training expenses for referees: 50,000 VND/day/person; training for Sub-committees: 30,000 VND/day/person.

- Expenses for printing tickets, invitations, medals, and commemorative items according to economic contracts and approved budgets.

3.3 - For referees and organizing committees of each event:

- Transportation expenses for referees from other locations invited by the Organizing Committee to perform duties at competition venues shall be reimbursed according to Circular No. 23/2007/TT-BTC dated March 21, 2007, issued by the Ministry of Finance, regarding the regulations on travel expenses and the organization of conferences for administrative agencies and public institutions, Circular No. 127/2007/TT-BTC dated October 31, 2007, amending and supplementing Circular No. 23/2007/TT-BTC dated March 21, 2007, and Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance.

- The remuneration for performing duties in events (except football) shall be calculated as follows:

- For foreign officials, supervisors, and referees: They shall enjoy benefits as stipulated by international sports federations and associations.

- For referees and organizing committees of the football event:

3.4 - Awards for Vietnamese athletes winning medals at the Third AI Games: Implemented according to Decision No. 234/2006/QĐ-TTg dated October 18, 2006, issued by the Prime Minister regarding certain benefits for coaches and athletes in sports.

3.5 - Other expenses:

- Translation and interpretation expenses according to Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance regarding the regulations on expenses for hosting foreign guests;

- Any additional expenses not covered by this Circular must be approved by the Chairman of the Steering Committee or the Chairman of the Organizing Committee; and must ensure all legal documents, bidding documents, contracts, invoices, and valid expense receipts.

- For members of the Steering Committee, Organizing Committee, Sub-committees, coaches, athletes, referees, performers, musicians, and service staff who are civil servants, contractual employees, scholarship recipients, or students receiving living allowances during the organization of the Third AI Games, they shall continue to receive their full salary, scholarships, or living allowances from their respective management units.

4- Preparation of Budget Estimates, Allocation, and Final Accounting of Funds:

4.1- Preparation of Budget Estimates:

- For the budget for organizing the Third AI Games: Based on the content of the work and the income and expenditure rates specified in Points 1, 2, and 3 of Part II above, Sub-committees shall prepare detailed budgets and submit them to the Organizing Committee of the Third AI Games. The Organizing Committee of the Third AI Games shall cooperate with the Ministry of Culture, Sports, and Tourism to prepare the income and expenditure budget for the organization of the Third AI Games (including the budget from the state budget) and submit it to the Ministry of Finance for consolidation and approval by competent authorities.

4.2 - Budget allocation:

Based on the state budget allocation for the organization of the Third AI Games approved by the Prime Minister, the Ministry of Finance shall notify the relevant ministries and localities according to current regulations.

4.3 - Accounting and settlement of revenues and expenditures of the Third AI Games:

The expenses of the Third AI Games shall be recorded under category 550 - item 562 (sports activities expenses) in the state budget classification. At the end of the Third AI Games, the relevant ministries and localities shall settle the expenses for organizing the Third AI Games with the Ministry of Finance according to current regulations and simultaneously send the settlement to the Organizing Committee of the Third AI Games.

III. IMPLEMENTATION PROVISIONS

This Circular shall take effect fifteen days after its publication in the Official Gazette and shall apply to the Third AI Games organized in Vietnam in 2009.

During the implementation process, if any difficulties arise, they should be promptly reported to the joint ministries: Ministry of Finance, Ministry of Culture, Sports and Tourism for study, amendment, and supplementation to ensure appropriateness./.
